Discharges to Surface Waters ■ The Florida League of Cities SUPPORTS legislation that establishes reasonable timeframes for utilities to eliminate, to the extent possible in compliance with regulatory requirements and with specified exceptions, discharges to surface waters unless a utility demonstrates it is not environmentally, technically or economically feasible. � .� ,. . , _ - ,s�..•. -�' _ _ _ .-�.:14C�TIESSTJRDNO - 5 Le islative Priorit Issues g y Annexation ■ The Florida League of Cities SUPPORTS legislation that facilitates the municipal annexation of unincorporated areas while protecting private property rights and respecting municipal boundaries. Sales Tax Fairness � The Florida League of Cities SUPPORTS legislation to update Florida's sales and use tax laws that apply to online/e-commerce sales from out-of-state retailers. Changes are needed to ensure in-state retailers are treated equitably and that the Florida sales and use tax law is equally enforced. � Florida L�a ueo��ities �L� � -. , ; _ _ , , tr .. , ., , ., ,;. ,_,. . .:- t -� uomsssrnoxa '� , .� � _ �._ _. _ ` ��.,_, . . _ �., .- _ Other Bills of Im ortance p Home Based-Businesses (Oppose — Preemption) HB 403 (Giallombardo) and SB 266 (Perry) provide that local governments may not enact or enforce any ordinance, regulation or policy or take any action to license or otherwise regulate a home-based business in a manner that is different from other businesses in a local government's jurisdiction. The bill authorizes business owners to challenge local government actions and authorizes the prevailing party to recover specified attorney fees and costs. Combating Public Disorder (Oppose — Impact on Municipal Operations) HB 1(Fernandez-Barquin) and SB 484 (Burgess) are aimed at curbing riots and violent protests. Because those decisions are being made miles and miles away in Tallahassee and not in your city hall down the street, you have no or very limited say in what they do. Some state legislators treat all 411 Florida cities the same when they make laws. Even if legislators are making those decisions with good intentions, their proposals are one-size-fits-all when Florida cities certainly are not. r-.
