CALL TO ORDER Mayor Watford called the regular meeting of the City Council for the City of Okeechobee to order on Tuesday, December 15, 2020, at 6:00 P.N. in the City Council Chambers, located at 55 Southeast 3rd Avenue, Room 200, Okeechobee, Florida. MDO, explanation on why no zoom. Almost all equipment and software installations ready to go. No zoom tonight, don't know exactly when it will be operational. NEW BUSINESS A. Presentations of proposals for RFQ No. ADM 03-32-09-20 Professional Landscape Architect Services in reverse order of ranking by staff. Watford, after the presentations we can either vote to accept the original ranking; reject all bids and advertise it again; or Council can reject the ranking and then rank them ourselves using the same score sheet staff used. That probably couldn't be completed tonight but by the next meeting. Michael Flaugh (#5) staff with me Anna Morgan and Pete Anderson changed tire. Retro presentation, power point is great, brought the boards. Address elephant in the room, we scored poorly on the RFQ. Our score is a representative of our size, no reflection on the RFQ it was done correctly and ethically. If not chosen you will still be in good hands. Supporting disciplines, we don't have on payroll specific staff such as grant writers, etc. something outside our wheelhouse, we pick our specialized staff for each project. It's how we like to do business. Good relationships with Cap -tech engineering and ??? grant writer. RFQ distance, our office is 1- hour decent portion of our work is in the keys. Zero issue with them. 5 nice projects with them. One hours is not a problem with us. 3 years ago, Seabreeze Islamorada every Wed for 1.5 years Dev, Arch, and our team. Started with dirt ready for permit. We were in the driver's seat throughout the project. RFQ is not 1 specific project but what we're going for is Flagler Park. Unique in Okeechobee is people will ask us what we're doing as opposed to doing research in a larger city where we go unnoticed. Welcome collaboration and working with all stakeholders. You have 7 parks with 7 identities, don't know any other city and county that has anything like this and why we want to be a part of this project. There are legitimate concerns. Done thoughtful and methodical way. Spaces be sustainable, enjoyable and attainable a landmark in the history of the city. Project is exciting to us. MC, what project mirrors to our project? Flaugh, my thesis was on the memorial park in Stuart and reminds me of yours. In class we walked central park, Don't have a large-scale park under our belt. Restaurant with large open space. Living spaces for people to enjoy that are practicable. MC, spent a lot of time here already, what is your feel for where we want to go as a community? Flaugh, feel good about this, no bad problems. 7 identities for everyone, great start you just need to put it all together. The cattlemen's sculpture is going to put you all on the map, it will be a draw by tourisms. DW, how did you get involved with the economic council, did they know you? Flaugh, Jennifer's call was she reached out to me after doing some research. It was a random call. BJ, after conceptual layout are there any you would now change? Flaugh, were just building the nuts and bolts, a hand full of the ideas will work their way, our initial thought will be there. Low hanging fruit, walking away, pedestrians' paths didn't work, tons of potential but lots of chaos. Nothing new has popped in our head, but they will be flushed out as we work through them. BJ, worked with other committees like what we're proposing? Flaugh, yes, mostly HOA's. BK, response with questions to our staff and were they answered? Enough information? Flaugh, don't recall any negative information, nothing jumps out. Can provide a 3D rendering as were going through the cost and budgeting of the project. Did a vision plan and update to their LDR and comp plan. Corridor Planning. Currently doing these case study for Sanford Riverwalk Streetscape. Significant upgrades, roundabouts, traffic calming to slow people down when driving and adding bike trails, miles and miles to go around Lake Monroe. Eco systems to be more efficient. One thing we looked at here are alternative water. Complete Street. Orlando West Central Blvd. Design build. Recently completed Cape Coral 47th Terrace complete street project. Redeveloped the roadway. Created more investment opportunities. Due to making the sidewalks wider, and with the pandemic it helped the businesses to be able to open back up with allowing people to sit outside. Parks and Rec Leesburg Aquatic facility. Wirz Park and aquatic center redevelopment for City of Casselberry mater planning and bod referendum, park re -design, new entrance, relocation of maintenance building, expansion of the existing community building, new outdoor terrace, event patio with pavilion, splash pad, zero entry pool with interactive features, 5-lane competition pool. Max, not specifics you've had a change and different facilities needed to serve the population. MC, what specific project have you done that is closest to our project? Max, the Wirz and Sunnytown parks. The parks were landlocked, they had a lot of issues going into those project, very efficient way to develop them. MC, you used acronyms, FDOT funds, others that I'm not familiar with, something you or community initiated? Jindal, both, something with parks you have the opportunity with, DOT will help some funds with green up, have traffic slow down and pay more attention to the town and realize you're in the city, done that for a number of cities. 6:51 PM - Chen Moore and Associates (#3) Cris, Florida based firm, West Palm Beach office. Services provide for landscape architecture services, Strong focus on public design, don't have a lot of private developers work mostly with governmental agencies. Gainesville for 10 years. Strongest thing is we're committed to our places of business, live and work in West Palm Beach. These are all actives we've done on behalf of the community, we give back to the community. Interesting about FL is its developing at a fast rate, Areas no longer rural. Cape Coral used to be rural and now 5th largest city in our State. Gio, biggest issue is you have 7 separate parks that you've got to make sure still feels cohesive, as a arborist, the economy building, driving through town are drawn to the parks. BJ, staff did excellent job putting these in order, you made the right decision, we didn't go over you, you made the right decision. BK, echo what BJ said, obvious you did great job, hope no offense taking by my previous comments, very procedural, principal of things. Whomever idea it was to have them here tonight, good job. DW, each one had an attribute that makes you say wow. When I served on the teacher of the year committee each one I'd say that's the one then again on the next. We will not negotiate with them. WA, last one here was great and Mr. Flaugh as number 2 if I could change anything. MC, will it matter if we wait until Jan to make a decision? MDO, can put.... JF, ranking matters if you can't make a contract with the 1st one.... when you put a solicitation out there and the criteria was put on there, can change the ranking but then each have to fill out the form and re -tabulate. BJ, we can do that tonight. DW, yes but we'd need the time to do that. WA, if we want to rank them ourselves, we can do that. BK, we all just heard from firms ranked by staff, I think I posed an issue with the process that was taken however I agree with the outcome, as far as going back as council and ranking them, the rank sheet, the RFQ would have to be rewritten. One of the issues I had was one item on there wasn't listed on the ranking sheet. I think there's a lot of business that's taken care of by staff. DA, .... MDO, .... BK, not anticipated to expend city funds to complete the project? However ??? MDO, I cannot do the certification, will have to have outside engineer, but still under budget. MDO, this ones on me, we thought that the bundle included everything, turns out there was another charge not included in it, we are going to have to do a slight budget amendment, we DW, get reimbursement through cares act funds? Motion by Council Member Clark, seconded by Council Member Abney to adopt vendor fees for Police Officer special and/or holiday detail. RETRO to Oct 1, 2020. Major, SO following same suit and fees. They are on board with it. Just changes the holiday rate, no effect to the city. For example, Walmart hires officers. Also we need this to be approved retro to Oct 1, 2020. JF asked if that was okay as is, he confirmed it was. Questioned how businesses/people know there's a fee to pay. Major, charge by the city when they request an officer to be on property. N UU, what the payout separation would be, discussion with some of the fire personnel. 0-5 years will get 5 weeks. Over 10 years, 20 weeks. Page 2 is the leave balances as of Nov 30, 2020. Spoke with several fire personnel they would prefer the payout to them instead of the county. MC, thought that the fire contract says 100% and ours at the city is 50%. MDO, .... DW, were obligated at 100% to the county, they could end up losing part of it depending ... BJ, confuse me why doing this.... JF, city has a cost obligation of 100% to the county of leave on the books, if we have that obligation to the county, why not just give it to our city firefighters instead. IR, interlocal says they can shift their leave to the county, were assuming at our hourly rate but it could be at the county's hourly rate. DW, so we either pay $137,17671 to the county or it could be more. Can do under agreement? Yes. They will start over with their leave hours. JF, certain it's going to be more, they will be obligated to pay them at their rate of pay. WA, and they want the money? MDO, I spoke to several employees and they want it. MC, what about the 6 people not going to county? Do we have to pay this to them? MDO, this was a way to pay out instead of the longevity service. JF, not legally obligated, you asked us to look at everything. MC, and all this has been explained to the fire fighters? MDO, yes the ones I've talked to .... Chief.... Adam — will they have the option? Some may, some may not. Just a question. IR, the interlocal gives the option to choose. This is in anticipation leaving as of 5/31/2021, not obligated to pay it now, done through the severance and release. JF, we have that flexibility for each severance, note to do on a person by person basis and allow them the option of choosing just like the pension. CONTINUED: JF, creates as a way to provide extra compensation to make each whole since limited by how much can be paid due to FS. BJ, and the $137,176.71 ends the pay out? DW, could be a little bit higher depending on decision. BJ, but is this the max? MC, no.... MDO, no its like a snap shot, just gets you in the ballpark. MC, could be more, Motion by Council Member Clark to approve the 100% option to the Fire Department employees for annual and sick as presented; seconded by Abney. DW, county staff if an employee could go before the separation date and still get this. County admin said no, they have to stay until May 31. JF, correct because it's not a severance, its him taking a job with someone else. VOTE: Ayes -Mayor Watford, Council Members Abney, Clark, Jarriel, and Keefe. Nays -none. Motion Carried. VII. CITY ATTORNEY UPDATE JF, first charter meeting, intro themselves and background, obligations, sunshine, ethics, overview of charge by resolution, future meetings, at least twice a month, key juncture decision point either amend existing charter or start with a whole new template. Staff providing them with a number of items include sample charter updated in last 5 years. Issues encountered list. Create webpage to encourage citizen input and create a central mailbox for emails from citizens. VIII. COUNCIL COMMENTS Abney, none. Jarriel, whens the Flagler Park committee deadline? Gamiotea this Friday and we still need 1 more. Happy with parade turnout. Very nice that's what we need to see Keefe, nothing. RFQ we scored very poorly. That is embarrassing and hurts, but worth talking about a little bit. Our feeling is that the RFQ is largely a reflectin of our size. RFQ process done professionally and fairly, standardized. As a little company, I look at those. The competition are outstanding. We are a little different. Im hoping to show you we are tenacious, passionate and high quality. Supporting disciplines, we don't have all the extra's on our payroll staff, but we collaborate with those individuals everyday. When we have a big project, I would much rather look at the task, pick the right fit for it. We have very good relationships with engineers, architects, landscape designers and grant writers. Distance 1 hour from our office to here. Decent portion of our work is in the keys. Seabreeze in Islamorado, we've been working with them hand in hand. Developer, architect, engineer and our team on the phone. Started with dirt and this really cool project is ready to go to permit, in the driver seat on everything. US Navy Base, Cori 1, 2, 3, wreckers kay, ocean breeze in marathon. This is intense stuff, not residential. Dealt with FDOT. We have our fingers in all of this stuff, well staff and really prepared. Love the opportunity to work with you guys. Got a good running start on this, we met the Mayor there. Neat about Okeechobee, we're walking around and people ask what we were doing. There is a lot to do, excited about the direction. Understand there is a committee being formed, often collaborate with committee and all stakeholders. 7 parks, 7 identities, all in a row in downtown. Don't know of a city or county in the US that has this. Never seen anything quite like it. Understand there are very legitimate concerns and worries, initial costs, maintenance, commitment, success or failure. Don't' want that, very important that this is done in a very thoughtful and methodical way. These spaces must be sustainable, practicable, enjoyable, educational. Every space involves the public, accessibility, security beauty, enjoyment. Seems to involve all of these components. Don't have alarge scale park under my belt. MF-excited feeling, feel good, one hou have 7 different identities, feel good project, checked all the boxes, although there is 7 acres. I love the military aspect of it. Lot of room and pieces need to be put together better, the Seminole park, the cattlemen's park, I don't know what the appetite is to draw tourism but you certainly have the components of it. I kind of see the end zone, run a little faster. DW-how did you get involved with the ECOK, did someone know you. MF-Jennifer's call, I never talked to her before, researched landscape architects. I liked this project, don't recall, said lets meet and make this happen. Random call. BJ-after the conceptual layout, have ideas that will change some of this. MF-no sir, design is extreme and process oriented, just building nuts and bolts, but I have a feeling a handful of these ideas will work it out. Initial thought, pedestrian system didn't make sense to me, random furnishings, tons of potential but a lot of chaos. Know it occurred from very nice people, ultimately ends up getting out of control, nothing new has popped up. Positive new ideas will need to be flushed out. BJ-have you worked with committees on other projects MF-yes, between city's, councils, ARC's, HOA's, you all are a pretty happy group. BK-in your response to your period of time to respond to the RFQ, did you have any questions for staff, were they answered. MF-I don't recall anything negative. I think part of that when you have a committee is sometimes professionals saying not what they want to hear. You're listening to 5 people, and maybe their colliding, and you have to step into the dog fight. CPH, Inc. (4)-distributed a copy of the presentation. Actually makes the process a lot faster. Once the scan was done, worked with the city with 3d rendering. We do have the abilities in house to provide the 3d rendering so you're actually getting a look at what your project is actually going to look like. They had an old building, historic building, sitting defunct with asbestos, charged with vision, update comp plan and redevelopment code, and now building is under contract with developer. Corridor planning and implementation. Sanford Riverwalk streetscape PH II -III, Seawall replacement, made a FEMA project, got it paid for. Taken the road from FDOT, they provided us with around $10million in funds, significant updates to roadway, combing, adding a multipurpose trail all the way out to 14, which will finish a trail loop with Volusia County to the North. Go all the way around Lake Monroe. Divided project into eco-systems to make the landscaping and operations and maintenance! more efficient. Looked at the irrigiation and alternative water uses for the City. Utilize zeroscape past the area that was irrigated. City of Orlando, west central BLVD, wanted a festival street, upgrade sewer, create an area to close it down game days for tents, vendors, atmosphere of game into the street. Design/Build on this job. A lot of heavy public involvement. Downtwon Cape Coral within the CRA, a lot of their restaurants are, took the street, redeveloped it, stimulated a lot of reinvestment in the area. Wider sidewalks to eat on the sidewalk. Having areas to eat outside during COVID has been amazing for the businesses. This has been a successful project. Did involve a lot of combing and pedestrian interaction. Moving on from complete streets, parks and recreation. Leesburg Aquatic Center and Seminole County Sports Complex. Seminole County Sports Complex now has hotels being built around it. Wirz Park and Aquatic Center, Mill Lake Stormwater Park. $25million bond referendum. Population around 30,000. Parks weren't supporting what was required in the comp plan. We looked at two of their parks, public involvement, ended up coming up with pool, splash pad, removed underutilized little league fields, so they changed it. Median and landscape improvements. Costing exercise to see how much it would cost per mile, capital planning. Understand the operations an dmaintenance to add into budget every year. Arborist and horticulturist on staff. MC -id like to start by asking do you have a feel of what we're looking for in the parks that were presented. CPH-only from a growth and level of service, not down to the specific detailing. You have had a shift of socio-economics, just what the City's needs are to serve the existing population. There's different facilities that are needed to serve the population. B. We're small, lets face it, we don't have millions to spend. CPH-Middle Lake and Wirz Park, the Castleberry Parks, landlocked don't have a lot of acreage to them, parking issues, needed to redevelop the existing space in opposed to adding parking. Look at a very efficient way to redevelop the existing space. MC -comment using FDOT money, acronyms not familiar with. Something you or the community initiated. CPH-sometimes its us, the $10million was what they anticipated to maintain that. Looking at your medians, the SR50 job, joint participation agreement, they help fund some of those improvements to do landscape, visualization study to have people slow down and pay more attention to the town. Engineering is a service that we provide but we're really in the people business. Spend a lot of time working wth the community. WE've been doing neighborhood improvements for 30 years now. Today 70 professionals, parks & rec, transportation, public facilities & design build, government services, water &: wasterwater utility engineering, water resources, so you know I mentioned eric and myself, we'll get professionals from the other offices for quality control that are not involved in the project. They catch things we don't see. Focus on parks & rec, bring a grant writer on the team. A lot of our clients need to identify additional funds. Thursday we are short listed for a $20 million grant for WPB. Qualifications: site planning, comp master planning, urban design, streetscape design, landscape/hardscape design, irrigation design and permitting, wayfinding, graphics and visulaiation, plans review, construction design. Relevant park experience: about 15 done, and about 10 on -going. Streetscape experience: hybrid that become public space. The art walk in coral springs, used to be a ditch and we built a park on top of it. Yoga, beer festival, and so we come up with a lot of creative ways, but find ways to work within the ROW's to use the space for the community. Strongest things about us is we're committed to our places of business. So example, I live and work in WPB, Im a shareholder. We do beach cleanups, adopt a family, heavily involved with the United Way. When we get a new client, we show up at your community events, we sponsor things, its very important to us, for us its part of being a good professional. MC -are you familiar with our parks. CMA-yes MC-i was curious if you've dealt with something that small. CMA-Mini park in the City of Miami, 2 residential lots that the city acquired, but the point is as and I think its interesting, florida's developingat a significant rate, and communities that we thought of as rural are no longer rural. Open space is extremely important. Think about longterm preservation, development will catch up, so I think that planning for that is critical. Community Solutions Group (2)-Keith, Sheba West, Andrea Penuela. Orlando office has 32 public realm design professionals, landscape architecture, economic development professionals, land use and urban planning, in house civil. Demographic trends, work with a lot of smaller communities, Clermont all the way down to Lake Alfred. Sheeba West, she's one of our best landscape architects, certified arborist. Personnally rewarding to partner with communities like yours in creating spaces people enjoy. We really think of our work as places where families and neighbors get together to connect. That's really the heart of what we do. Specialists that meet all traffic requirements. Extensive roadway landscapes. Have received state funds for most projects. Working relationship with District 1 landscape FDOT specialist. Well versed with safety. Unique firm, have economists on the team. The analytics and analysis for fact -based decision making. That particular town, a lot of those events weren't happening downtown so there was a parcel that couldn't be developed but it was leverage to help spur economic growth. Understand issues of branding, provide a sense of character. Active and passive components. Every single project is customized to the client, go down to the level of specifying furnishings, but also sculptural pieces, as well as working with artists showing art in public places is well sided. Streetscapes is a great opportunity. Great opportunity to bring the business district into the fold so that the park experience is not separated from the businesses. Parking can be utilized as a spillout, so it feels like a plaza instead of a street. We've looked at the park master plan done in 2009 and there wasn't enough focus on the opportunities in the city. Gem within all of the parks. So what we did is we overlayed the historic properties and provided a overall connectivity diagram. Do some wayfinding so people can get to Centennial Park. Kiosks about the history, the other thing is the downtown link to pedestrians. Wide medians are a gern. Wide medians are not being utilized. People really make Okeechobee special. Currently working at the Brighton Reservation Charter School .The Cracker ride, battlefield. Project oriented, manage projects well, extensive experience and we're municipal specialists, we're local and vested and committed to you. Meet your budgets and timeframes. DW-asking the firms if they had projects similar to ours. MC-i think you answered those in the presentation. CGA-as an urbanist, build the integration, naturally walk over pick up ice cream, coffee, etc. BJ-you spent some time looking at our city and I appreciate it. MDO-right now we don't have the FPDRAC yet, it wouldn't hurt to push it off. JF-just to put a fine point on this, the ranking matters is you're unable to reach a contract with the first. The point is, when you put the solicitation out there, the criteria was weighted. If you were to make a decision and rejumble the priorities, it has to be based on the same criteria. You have to rank them on the same sheets, but you would have to fill them out. BJ-we can do that tonight? DW-if you want to do that, I would have to reread the submittals. It is going to fluctuate between now and June. Give council the idea of 50% vs. 100% leave discussion. Current ILA obligation is 100%. Guys at Fire would rather get paid 100% here. MC-i thought that the fire contract said that it was 100%. MDO-employee handbook is 50%, but we have to pay 100% if it goes to the county. DW-obligated 100% at the County. They could end up losing part of it if the county is different. BJ-im confused, the handbook says 50%. JF-the city has a cost obligation of the ILA, which is take 100% of the leave and compensate the county for that. If we have the obligation, why would we not give it to thE� personnel. It's cost neutral. IT may be a little cheaper. IR_ILA says that they can shift their leave over to the county. We are assuming that its based on our current rate of pay, but could cost us more. There is a different cap for FF's. DW-it could be more. Under the ILA we can do this? JF-yes, then the county would not be assuming liability. DW-they have no leave but they have their money. Pay the county that amount which may be more. JF-I'm pretty certain its going to be more. If im the county, im obligated to pay them at their rate. WA -I would assume that the Fire employees would rather have that money. MC -we have 6 people that are not going over to the County. Do we have to pay the 100% to the employees not going to the county. MDO-the whole reason this came up is because of the longevity. JF-we're not legally obligated but you directed us to look under every rock to make them whole. MC -so this has been explained to the FF's and they understand. Adam -option to take or go, some guys are going to want to take their time with them. It's just a question. IR-I believe in the ILA it gives them the option. Because this is an anticipation of all individuals leaving at 5/31. JF-we could do it on a person by person basis. There is a blank.
