Frank will serve as Project Director, with the designated authority and responsibility for the overall control of the contract and quality procedures. Sheeba West, PLA, ASLA, ISA has 18 years of landscape architectural design and planning experience, having managed several multimillion -dollar park projects, as well as extensive experience with FDOT and municipal roadway landscape design projects. Sheeba will serve as Project Manager, responsible for the day-to-day oversight of the team and for maintaining control of the project scope, budgets, design and regulatory approvals. Kristin Caborn, CPRE, FCP, Deputy Project Manager and a former parks department director, is particularly adept at facilitating public engagement processes and is always available to provide her expertise and guidance on a wide variety of project types. The planning process began in the fall of 2016, and city council adopted it in 2017. CSG led the inventory, mapping and level of service efforts for the master plan. Inventory was completed in the field utilizing ESRI's Collector Application on the team's mobile phones. This process allows staff to rate the condition of the equipment, geolocate all assets and photos. Data is uploaded in real time, enabling staff at the office to see the inventory in process. This accurate data simplifies the level of service process, no matter the preferred methodology for calculating level of service in that jurisdiction. Background and support information included a review of all existing plans; including the Florida Statewide Comprehensive Outdoor Recreation Plan (SCORP), demographics, population and service area projections, trends, benchmarking against similar communities. Extensive public input was received through a series of focus groups, open public meetings, a steering committee, meetings with staff and elected officials, and on-line survey. The final master plan incorporated a needs assessment, findings, vision, and an implantation strategy that includes goals, capital improvement estimates, funding recommendations, phasing, and grant application strategy. 12 RFQ No. ADM 03-32-09-20 • Professional Landscape Architect Services • City of Okeechobee creating great community places Tab B: Qualifications and Experience The completed Parks and Recreation Master Plan in 2017 led to the identification of priorities for improvements across the system. Dew Drop Park is an existing neighborhood park in the City of Casselberry identified as needing to be updated. CSG led a master planning process in 2018-2019 to build public consensus and create a master plan for the park. The planning process included several on-site public meetings that explored the existing conditions of the parks, different types of potential improvements, and concept plans for implementation of the improvements. An order of magnitude cost estimate was developed for the final plan, and the project is included in the General Obligation (GO Bond) project list that was passed by the voters in 2020. Learn more.. CSG facilitated the public information campaign that led to the successful passage ofa General Obligation Bond (GO Bond) for parks in the City of Casselberry. The education began in fall 2019, and ended with the passage of the GO Bond in March 2020 (68% yes). The campaign included focus groups to talk with citizens about their feelings towards a bond. The information gathered in the focus groups was used to develop key messages throughout the education campaign. The campaign included the development ofa public information website, www.GoParks2020.org, social media messaging, an informational video, direct mailers, and attendance at public events. All campaign material was produced and translated into Spanish to be certified for use in an election. Since the parks and recreation plan was adopted, the City has been working diligently to implement the priorities established in that plan, even securing grant money to fund the priorities of the plan. While progress has been made, to fully implement the master plan, more funds are needed, and the City Commission guided staff to place a GO Bond question on the ballot. This industrial corridor southeast of Gainesville's historic downtown area has been experiencing new and emergent private development, thus encouraging the need for multimodal transportation uses. South Main Street is also the location of the new Depot Park attraction, two regional bike trails, and the newly expanded and redeveloped Cade Museum. Today, South Main Street carries a traffic volume of less than 15,000 average daily trips (ADT), so roadway capacity exists to reposition the right- of-way to better support the emergent diverse land uses. The plan not only reduces auto lanes, but incorporates new on -street parking, bicycle facilities, and Low Impact Design (LID) "rain garden" stormwater facilities. The project had been long identified as a top -priority project of the South Bank CRA, focusing on the need to balance auto movement with increased bike/ pedestrian safety. The objectives also addressed the need fora "placemaking" approach that would support emergent development, including residential, retail services, and a regional desire for increased access to the Riverwalk. The selected concept included buffered bike lanes, increased sidewalks, safe crossings, narrowed vehicular lanes, urban rain - gardens and contemporary design solutions to streetscape treatments. With a population density of approximately 1,450 persons per square mile, the population of Okeechobee is approaching 6,000. The City of Okeechobee has seen their population grow by more than 5% in the last 10 years, during which time, the median age of the population rose by nearly 18%. This rise in median age is attributable to the growth in the over 65 age cohort, which grew by over 64% from 2010-2020. The total population of Okeechobee is projected to grow by approximately 2% over the next 5 -years (through 2025), with the total population over the age of 65 projected to grow by more than 5% during the same time period. As the demographics of Okeechobee have changed over the last 10 -years, the socio-economic profile of the city has changed also. The the unemployment rate has declined by more than 140%, from 17.5% in 2010 to an estimated 7.2% in 2020. Since 2010 the educational attainment of the population has also improved, with the percent of the population that do not have a High School Diploma declining by over 15% and the percent of the population with a Bachelor's Degree or higher increasing by over 45%. With nearly 700 businesses and an estimated daytime population of over 8,500, roughly 90% of those employeed within the city live outside of the city. Of the Okeechobee residents that are employed, 31 % work within the city while 69% work outside of the city. The City of Okeechobee is located in USDA hardiness zone 9B, immediately north of Lake Okeechobee. While located in the southern third of the Florida peninsula, its natural landscape characteristic resembles Central Florida more so than nearby Treasure or Gold coastal Florida, although with perhaps less hardwood canopy and more pine flatwoods and scrub palmetto. The area's natural ecosystems are heavily influenced by Lake Okeechobee, the Kissimmee River and Taylor Creek, the latter two which support much of the remaining forested areas in the vicinity. Since Okeechobee is seeking a continuing services agreement, we have the opportunity to continue to implement the community's goals in a financially sustainable manner. Our team has written and assisted many local governments with parks and recreation grants administered by agencies such as the Florida Department of Environmental Protection and the National Park Service. This includes Community Development Block Grants, Florida Recreation Development Assistance Program (FRDAP), Florida Boating Improvement Program (FBIP), Land and Water Conservation Fund (LWCF), Florida Recreational Trails Program (RTP), among others. Florida Citrus Sports (FCS) hired CSG to provide design, contract documents, and construction observation services for this historic park in downtown Orlando, located adjacent to the Citrus Bowl. CSG is also creating a comprehensive and coordinated graphic and signage wayfinding system for the park. At $6.5 million, and partially funded by the National Football League (NFL) resulting from the 2017 Pro Bowl held at the stadium, the project is currently under construction, with completion scheduled for July 2020. • Art2 (Orange and Robinson Park), Orlando, Florida. Principal -in -Charge. CSG was retained by the Downtown Orlando Community Redevelopment Agency (CRA) to provide design, contract documents, and construction observation services for the construction of a new 0.3 -acre park located on the southwest corner of Orange Avenue and Robinson Street in downtown Orlando. In addition to hardscape and landscape features, the new, small "vest-pocket" park/plaza will include a restroom facility and cafe constructed from modified shipping containers. • Kennedy Boulevard Concept Plan and Municipal Complex Master Plan, Eatonville, Florida. Principal -in -Charge. In an effort to continue to revitalize downtown Eatonville, Florida, CSG was retained to provide streetscape concept design plans for the east and west sides of Kennedy Boulevard, which are split by 1-4, with each having a distinctive character. In addition, a plan was created for a civic complex consisting of the existing City Library, along with a proposed new City Hall and national Museum of African American History. The complex is intended to serve as the community meeting and event space, with amphitheater, interactive play fountain, and space for multiple events. Working with the CRA, CSG led multiple public meetings to present the design concepts. • Heroes City Park in Lake Nona, Orlando, Florida. Principal -in -Charge. CSG and Wharton Smith Construction were retained by Tavistock Development as a design -build team to create a new active sports park within the Lake Nona neighborhood of Laureate Park. Upon completion, and following a 2 -year period, the park will be turned over to the City, per Lake Nona development agreements. Working with Tavistock and City of Orlando staff, CSG created the master plan, contract documents, as well as provided construction phase services. • Gainesville Park Wayfinding, City of Gainesville, Gainesville, Florida. Principal - in -Charge responsible for overseeing a team to develop a wayfinding master plan for the City of Gainesville's parks. The team created a unique system that unifies the different parks within the city. The wide palette of signs takes into consideration the needs and challenges 50 RFQ No. ADM 03-32-09-20 • Professional Landscape Architect Services • City of Okeechobee creating great community places presented in all park types, while leaving room for customization in order to highlight the unique brand and/or features of each park. • Victory Pointe Park, Clermont, Florida. Principal -in -Charge and Project Manager. The Victory Pointe Park project was rooted in the need for a new stormwater facility on the west side of the City. It re -envisions the typical stormwater pond approach by creating a community amenity that provides recreation, a wildlife habitat, and a signature address for adjacent future development. The new park receives stormwater from a significant portion of the downtown streets, and includes a series of cascading filter marsh treatment areas designed to reference native Florida environments just part ofa series of innovative stormwater strategies developed to help improve water quality within Lake Minneola and expand development opportunities downtown. In addition to providing environmental improvements and serving as a development catalyst, the project established the adjacent lakefront as the location for the myriad special events hosted by the city, creating economic opportunities for merchants and restaurants. • Clearwater CRA Downtown Design Guidelines, Clearwater, Florida. Principal -in -Charge of the completion of streetscape, landscape, and wayfinding design guidelines for downtown Clearwater. The guidelines comprised a series of prototypical street designations, each with required streetscape treatments. These guidelines directed the development of two major streetscape projects and several private redevelopment projects within downtown. • Cleveland Street Streetscape Phase I and II, Clearwater, Florida. Principal-in-Charge/Project Manager. Resulting from the successful Streetscape Design Guidelines prepared for the Clearwater CRA, CSG completed construction drawings and provided construction observation services for the redevelopment of Cleveland Street, the primary retail and commercial corridor in Downtown Clearwater. The work included new utilities, drainage, roadway surface, sidewalks, lighting, banners, furnishings, landscaping, and irrigation. Of particular note is the inclusion of public art throughout the project—from the use of historic icons and materials, to the placement of 3-dimensional art pieces. This project was the recipient of the Roy Kenzie Florida Redevelopment Association Award for best public improvement in Florida for 2008. • Bayshore Gateway Cultural Arts District Master Development Plan, Naples, Florida. Principal -in -Charge and Lead Designer. Worked with the development team and Collier County for this community planning project to turn a 17 -acre, CRA -owned site in the greater Bayshore Gateway district into a vibrant mixed-use neighborhood center for arts and culture. The vision entailed the development of a performing arts center; artist live -work -teach spaces; gardens planned and designed by the Naples Botanical Garden; public recreation areas; and new businesses along Bayshore Drive, including galleries, cafes, and specialty retail. The Master Development plan was based on input from stakeholder interviews and the public involvement process that included Placemaking Workshops. • CRA Streetscape Design Guidelines, Gainesville, Florida. Principal -in -Charge for the preparation of planning documents for Gainesville's four CRA Districts. The Campus Landscape Master Plan and Design Standards provides guidance for the campus outdoor environment, and includes consistency in materials and flexibility for innovation and sustainability. The goal of the plan was to develop a landscape and open -space system that enhances the living, working, and learning environment of the university and unifies the campus, giving it a distinct identity and sense of place. The master plan will help UCF achieve its goal of environmental sustainability, and will integrate with the existing campus master plan while defining the role of open space and campus circulation with a livable, but growing environment. • University of Florida (UF) Campus Landscape Master Plan, Gainesville, Florida. Conducted the field research and site analysis of existing hardscape and landscape architectural features along the W-192 corridor. Analyzed the physical context of the corridor and its surrounding areas by studying the character of the corridor, access and connectivity, streetscape elements, and building placement and use. GIS tools were utilized to identify and catalog existing conditions and key points within the corridor. This information was made available through an online information portal (ESRI Web Mapping App). Maintenance recommendations and concepts for upgrading facilities were proposed, and probable costs for improvements were prepared for incorporation into the County's Capital Improvement Plans (CIP). • W-192 Inventory, Osceola County, Florida. Landscape Architect for inventory for the W-192 Development Authority County -owned amenities. GAI performed field inventories within the boundaries of the W-192 Development Authority, Subdistricts 2, 5, and 6. Data collected included GPS location and photography for each item. • 5th Avenue South Streetscape and Sugden Theatre Plaza Conceptual Design, Naples, Florida. Landscape Architect. The components for the 5th Avenue Streetscape project consisted of public involvement and the conceptual design of the 5th Avenue South streetscape and two conceptual design alternatives for the Sugden Theater Plaza. The public was engaged in multiple ways from the beginning of design process to determine the optimal improvements for this commercial district in the City of Naples. CSG met with the Streetscape Stakeholder Committee, the Business Improvement District Committee, the City of Naples staff, and the Community Redevelopment Area Advisory Board (CRAAB). • Packing District Stormwater Park, Dr. Phillips, Inc., Orlando, Florida. Landscape Architect. Provided Schematic Design, Design Development, Final Construction Plans, and Construction Administration for a 105 -acre regional City of Orlando park bounded by John Young Parkway to the west and Princeton Street to the north. The park includes a 13.5 -acre lake designed to treat runoff from the greater 202 -acre Packing District. The lake's organic form is encircled by a shared use trail and creates the waterfront for the park's main plaza and event lawn. The 25 acres of preserved open space include expansive wetlands with improved hydrology and flood storage area that also serve general recreational uses. The park's landscape palette is native and Florida Friendly with groves of Oaks, Cypress, and Sabals; beds of native grasses; and native littoral species. The project involved permit coordination with the water management district, U.S. Army Corps of Engineers, and multiple City of Orlando departments as well as public engagement. 52 RFQ No. ADM 03-32-09-20 • Professional Landscape Architect Services • City of Okeechobee creating great community places • Packing District Orange Blossom Trail and Princeton Street Road Diet, Dr. Phillips, Inc., Orlando, Florida. Landscape Architect. Prepared planned unit development (PUD) document details for typical cross sections and hardscape landscape details, streetscape concepts, schematic, design development, permit, and construction documents. The approximately 1 -mile project required close coordination with the City of Orlando and FDOT District Five for the lane elimination process and the introduction of a roundabout on the western end of the project to transform an industrial road to a pedestrian and bicycle -friendly corridor with dedicated cycle track, pedestrian plazas, and on -street parking creating a context for the transformation of the Packing District from an industrial site to a mixed-use urban environment seamlessly integrated to neighboring communities such as College Park. The project involved all stages of design from concept to construction documentation and included low impact design (LID) features like stormwater planters. • Packing District Design Standards and Wayfinding and Signage Plan, Orlando, Florida. Landscape Architect. Prepared the Packing District Design Standards, which is encapsulated into a document to guide the development of exterior spaces within the Packing District. This project involves creating wayfinding guidelines and standards that will permit unique and flexible designs for development projects within the District. GAI's scope of services includes a Design Standards Manual, a Wayfinding Master Plan, and an amendment to the PD to incorporate the Wayfinding Plan. • Dr. Phillips Packing District Texas Avenue and New Hampshire Street, Dr. Phillips, Inc., Orlando, Florida. The improvements included Green infrastructure with stormwater planters that treat rainfall before entering the stormwater system. Landscape Architect. for 2823 Broadway, a mixed-use development project located on approximately 1.3 acres in West Palm Beach at the southwest corner of Broadway Avenue (SR Al A) and 28th Street. This project is a new 3 -story, mixed-use complex, including approximately 50 multifamily units, 9,000 sf of commercial space, along with associated improvements such as surface parking, internet courtyards, hardscape and landscape improvements. The building will be constructed using refurbished shipping containers, with the intent of providing affordable, non -subsidized housing. We integrated existing plans; such as the comprehensive plan and trails plan; as well as provided a complete inventory of the existing infrastructure; a comprehensive public input program that included a combination of in-person meetings, a statistically valid survey, and on-line survey; updated the recreation and open space element of the comprehensive plan; and provided a final vision and master plan for the next 20 years. • Mount Dora Parks and Recreation Master Plan, Mount Dora, Florida. Project Manager. GAI's CSG developed a parks and recreation master plan that is a road map for the future of the City of Mount Dora's Parks and Recreation System. Tasks included a complete inventory of the existing park and recreation infrastructure, a comprehensive public input program, and provided a final vision and master plan for the next 10 years. The inventory was completed using GIS technology that became a live inventory of facilities and amenities that the City can access and update at any time. This greatly increased their efficiency at addressing items that needed immediate attention. This process also allows for much more accurate capital planning, level of service analysis, and mapping. To receive the best amount of input from a diverse representation of the City's residents, CSG developed an on-line survey that received more than 1,400 responses. We also had numerous focus groups and face-to-face, interactive public meetings throughout the process. This empowered the public to be active participants, as well as see the results of their input through all stages of the planning process. The plan, branded Activate Atlanta, assesses and inventories all community facilities, and includes extensive public engagement (online, social and in person) to develop a prioritized, attainable vision for parks and recreation facilities in Atlanta. The plan will build upon the strategic objectives of Mayor Keisha Lance Bottoms to provide a more livable, inclusive, accessible, and sustainable Atlanta for all residents and business owners. ■ North Miami Beach Parks and Recreation Master Plan (PRMP), North Miami Beach, Florida. Project Manager for the first-ever PRMP for the City of North Miami Beach, including inventory collection, LOS, and walkabilityanalysis using GIS; recommendations; and capital improvement program (CIP) planning. Project Manager. CSG has had an active role in shaping the future vision for the City of St. Cloud. CSG's multidisciplinary team has led the effort to develop a broad, transformational body of work for the City. Beginning with Envision St. Cloud, CSG has been involved with planning efforts for the City's streetscapes, trails, as signature parks—as well as the Parks and Recreation Master Plan (PRMP), which prioritized the renovation of Chisholm Park. Since the COVID crisis, CSG has been actively engaging the community regarding improvements to Chisholm Park through online tools that explore site amenity preferences as well as provide virtual tours of the site, a survey, and concept reviews. After public input, CSG will develop concepts, cost estimates, and a final plan that the City can use to envision the future of the park. • Lake Alfred Parks and Recreation Master Plan, Lake Alfred, Florida. Project Manager/Park Planner. Citywide parks and recreation master plan. GAI provided services to begin the implementation of the adopted PRMP including the site-specific planning and feasibility for the city's three signature parks. • City of West Palm Beach Parks and Recreation Master Plan, West Palm Beach, Florida. Ms. Caborn assisted with the public input and recommendations, including anticipated CPTED review and education for parks and recreation staff. • Drew Drop Park, Casselberry, Florida. Project Manager. Dew Drop Park is a neighborhood park in the City of Casselberry, Florida that was identified as needing to be updated. The planning process included several on-site public meetings that explored the existing conditions of the park, different types of potential improvements, and concept plans for implementation of the improvements. An order of magnitude cost estimate was developed for the final plan, and the project was included in the GOBond project list passed by the voters in March 2020. • Whispering Pines Park, Inverness, Florida. Project Manager. GAI's CSG assisted the City of Inverness on the preparation ofa park master plan, brand/image design, and park wayfinding system for Whispering Pines Park, located on SR 44 and Forest Drive in Inverness. • Haines City Municipal Pool, Haines City, Florida. Project Manger. The Haines City Municipal Pool at Ben W. Graham Park is a dream come to fruition for neighborhood residents. This grassroots effort started with a close-knit community expressing their desire to have a local pool for learning to swim, family time, and exercise. The City hired our team in 2018 to begin the planning process. Early public input was essential, as the neighbors had a vested interest in the design of the pool. The resulting conceptual plan included: a zero -depth entry with play features, shallow water lap lanes for swimming and aquatic exercise, leisure pool space, and a deck that includes shaded areas. The existing restroom building will be renovated to accommodate the pool users, as well as become the main entrance. Design of the facilities finished in 2019, and the contractor was hired in March 2020.
