CMA is a civil engineering and landscape architecture firm founded in 1986 with multiple offices in Florida. The firm has extensive experience throughout the state with civil engineering, utility engineering, landscape architecture, transportation, stormwater master planning, government permitting and construction management. Our versatile landscape architecture department is an excellent fit for this contract. Design Philosophy Public landscapes, whether in the form of parks, streetscapes, or other municipal facilities, serve many purposes. They provide beautification, shade, habitat for wildlife, they improve water quality, and they can serve as educational spaces informing the public of our need to care for our natural resources. They improve our quality of life and enhance the urban experience. Our approach to landscape architecture is to provide context sensitive solutions. We spend the time to know our Clients and the community's that they serve. Context sensitivity speaks to conditions beyond the physical project site. Context sensitivity requires knowledge and familiarity with residents and their community. Landscapes and infrastructure should be sustainable socially, environmentally, and economically. Our goal is to provide Okeechobee with responsive service and an exemplary project to increase quality of life for the City and its residents. Understanding of Scope/Experience with similar contracts We have reviewed the RFQ and understand that assignments may include the following: Preparation of City Parks Master Plan; Preparation of roadway median landscape plans; preparation and procurement of requisite environmental permits; construction documents preparation; cost estimates preparation; record drawings/ as -built plans preparation; review of plans, specifications and estimates developed by others; financial analysis; presentations to Council, staff, and the public; and other miscellaneous assignments. Our West Palm Beach based landscape architecture and planning staff hold multiple continuing services contracts with municipalities throughout the state including: Coral Springs, Delray Beach, Fort Lauderdale, Gainesville, Hollywood, Miami, Miami Beach, North Miami Beach, Oakland Park, Oveido, Pompano Beach, St. Lucie County, Tampa, Tequesta, Wellington, West Palm Beach, Westlake, and Wilton Manors. The services we provide for these communities is diverse. For example, we serve as the City Landscape Architect for Westlake. Our assignments have included developing the City's landscape code, reviewing plans submittals, and inspecting installations to ensure they meet code. In Margate, we are responsible for a citywide tree canopy study, the design of two neighborhood parks (Oriole and Centennial), and the beautification improvements to the City's medians. In Hollywood, we are working on their Parks and Recreation Master Plan, developing concepts and cost estimates for improvements to their system and chenmoore.com A-2 looking comprehensively at developing new greenways and trails. As a result of these contracts, we are confident that we can deliver the services the City of Okeechobee needs for success with this contract. In addition to our municipal contracts, the CMA Landscape Group maintains miscellaneous landscape design contracts with the Florida Department of Transportation Districts 1, 4, and 6. We also serve as the landscape architect for Florida's Turnpike Enterprise under a General Engineering Contract managed by HNTB. We work at the forefront of public street design implementing complete streets concepts, traffic calming measures, multi -use paths, trails, and fully pedestrianized environments. Commitment to Service Our team of highly specialized staff and subconsultants will meet or exceed the City's needs under the proposed contract. Mr. Eric Harrison, RLA will serve as the primary contact and Project Manager. Eric is a St. Lucie County resident with over 17 years of professional experience in the planning, design, permitting, and implementation of capital improvements projects throughout the state of Florida. He is well versed in three specific project types: parks; streetscapes; and plans review, which make up the bulk of assignments from professional continuing services contracts. Eric will be supported by an additional five (5) Registered Landscape Architects, two (2) AICP certified planners, two (2) Certified Irrigation Designers, and multiple support staff, and an office of professional engineers. Our subconsultants for the contract were carefully selected and include: PGAL (architecture); Barth Associates (public engagement/parks planning); RMPK Funding (revenue strategy); E -Sciences, Inc. (environmental sciences); Kamm Consulting, Inc. (mechanical, electrical, plumbing engineering); Andersen Andre Consulting Engineers, Inc. (geotechnical); and GCY, Inc. (surveying and subsurface utility engineering). Our proposed team has worked together on multiple projects. Barth Associates was specifically selected because of our experience together developing system wide parks and recreation master plans for communities such as Coconut Creek and Hollywood. RMPK Funding is integral to our approach to helping communities leverage their public money to procure grants to help fund infrastructure projects. He has provided design services for parks and recreation, university campuses, K-12 education, corporate office, commercial developments and healthcare facilities. Mr. Harrison will serve as project manager for this contract. Cristobal Betancourt, RLA, AICP is CMA's Director of LA and Planning. He has over 25 years of experience providing planning and LA design solutions for public and private sector clients. Mr. Betancourt provides a full range of services starting with due diligence and master planning culminating in detailed site design. He is well versed in the use of low -impact development techniques applied to site planning. Mr. Betancourt will serve as principal -in -charge for this contract. John Gorham, RLA brings three decades of public and private project experience, including zo+ years of FDOT and municipality landscape architecture. Starting out as a county park planner, his career includes diverse experience in design, grant writing, public involvement, and project management. He also has 10 years experience in the construction of underground utilities, paving and stormwater facilities. He has broad experience in urban design, site planning, and development for a wide variety of projects throughout Florida. His skills include landscape inspections, environmental site assessment, tree appraisal, and wetland delineations. In addition, John has served on a state level, participating on the Governor's Stormwater Task Force, FDEP's Stormwater Treatment Technical Advisory Committee, and the Florida Board of Landscape Architects. Mr. Gorham will provide QA/QC services for this contract. Jason Sutton, RLA is a senior landscape architect with CMA. He has 14 years of experience providing LA services to public and private clients domestically and internationally. Mr. Sutton began his career by working in the landscape construction industry and adds significant field knowledge to our team. Mr. Bortak is responsible for preparing landscape, hardscape, and irrigation plans from concept to construction documents, irrigation distribution plans, irrigation master plans, water use permits, water use analysis and audits, LEED documentation and calculations, graphics and renderings. The site includes a 12 Acre lake with a kayak launch, recreational trail, and fishing pier extending into the lake. The project was coordinated with simultaneous improvements by the City of Coconut Creek. The design incorporated 'Green' elements which were used to reduce the amount of water needed to irrigate. The wide median sections slope inward creating large swales and the brick pavers on the narrow median have inverted crowns which slope and divert runoff towards the grassy medians. This reduces the amount of runoff storage needed in the side street swales, reducing project costs. Pineapple Park Drainage Improvements. The City of West Palm Beach contracted Chen Moore and Associates to investigate the performance of the existing drainage system in the Pineapple Park neighborhood. The existing data was collected from the City GIS system, past permits, and historical as-builts. This data was field verified for accuracy. An existing conditions model was created and modified to simulate actual flooding events that occurred during the study period. Recommended alternatives were discussed with the City, and conceptual designs and cost estimates were created for the preferred alternatives. Modeling was performed to simulate the effectiveness of the proposed alternatives. The original project scope was expanded to include other areas in the City that experience flooding. Chen Moore and Associates will provide the City of Lake Worth Public Services Department with Engineering During Construction services. This shall include the review of Contractor submittals as well as supporting the revision of plans on an as -needed basis in the event of unforeseen or unforeseeable field conditions for the Project. D-16 & D-18 Pump Station Rehabilitation. The CMA team provided civil, mechanical, electrical and structural engineering design and permitting services for the rehabilitation of the existing D-16 and D-18 stormwater pump stations at the western ends of Jungle Road and El Brillo Way. CMA also provided a detailed structural analysis and provided repair recommendations for adjacent concrete facilities, and developed a modification to the trash grate within the wet well to reduce the difficulty of maintenance access. The proposed program for the project includes the design, permitting, and construction for a prefabricated pavilion on concrete slab; replacement concrete sidewalks and bathroom apron; utility connections for a new pre -fabricated bathroom; new 10 car surface parking area with roadway connection; landscape and irrigation; and stormwater design and permitting to accommodate new improvements. The site plan will include water, sewer, drainage, paving & marking, landscape and irrigation plans for the project. Emergency Bypass 48" Forcemain. CMA is responsible for the design, permitting, and construction observation of the replacement of the City of Fort Lauderdale's main transmission line going into the wastewater treatment plant. The new line consists of more than 22,000 linear feet of new pipe which will be installed via 12 horizontal directional drills (HDD) that range between 1,700 and 3,000 linear feet each to a depth of up to 7o feet. The new force main is mostly 48" HDPE pipe with some ductile iron pipe sections. The project route includes sensitive ecosystems including the crossing of South Middle River which require Benthic surveys for the subaqueous crossing, dewatering calculations, and permitting for construction within a quarter mile of contaminated areas with high-water table being close to the coastline. Crossing of the intracoastal (US Federal Waters) requires permitting through the US Army Corps of Engineers and the Department of Environmental Protection. There is a total of nine (9) jurisdictional agencies for this project. The project is an emergency project for the City of Fort Lauderdale which is being fast tracked to be completed (design, permitting, and construction) in 14 months. The project is a Design - Build project led by Murphy Pipeline Contractors with CMA as the lead Consultant. Kyoto Gardens 24 in WM Crossing of the FEC Railroad and SR811 (R2086). The project will include surveying and engineering services for the design and permitting of approximately 1,200 feet of 24 -inch water main. The Chen Moore and Associates purpose of the water main is to serve a new Florida Power and Light development on the southwest corner of Kyoto Gardens Drive and SR 8ii. The proposed water main will connect on the west side of the project area to a proposed 24 -inch water main at Kyoto Gardens Drive and the re -aligned RCA Center Drive and on the east to an existing 24 -inch water main on the northeast corner of Kyoto Gardens Drive and SR 811. The water main will be horizontally directionally drilled under the Florida East Coast Railway (FEC) railroad tracks and SR 811. It is expected that the water main will be in a 36 to 4o -inch HDPE casing. LS z6 Force Main Replacement - PO 20200107-oo.The project will include surveying and engineering services for the design, permitting, bidding, and construction administration of approximately 85o feet of 6 -inch force main to be replaced from MHo54Mo38 at the intersection of Ebbtide Drive and Eastwind Drive to LS 26 . The force main will be installed via open cut on Ebbtide Drive and via horizontal directional drill under US1. The existing pipeline will be grouted and abandoned in place. Seacoast Utility Authority Western Community Pipeline Extension. CMA was contracted by Seacoast Utility Authority for surveying and engineering services for the design, permitting, bidding, construction administration and permit certification of force main and water main improvements within easements along Northlake Boulevard. Phase I is located from the eastern boundary of Ancient Tree to the eastern boundary of Osprey Isles and will consist of approximately 1,65o linear feet of io-inch water main and 6 -inch force main, connections to existing mains, and disconnect with the City of West Palm Beach. Urban Forest Tree Inventory, City of Marathon, Monroe County, Florida — E Sciences assisted the City of Marathon in implementing a comprehensive community forestry program by completing a tree inventory on city properties and developing an associated Master Plan. Mr. Voelker performed data collected during the inventory included health assessments, pruning recommendations, utility conflicts, and open spaces for planting. Storm Damage Assessment Field Support, City of Miami, Miami -Dade County, Florida — E Sciences conducted an evaluation of trees identified by the City of Miami as having been damaged from Hurricane Irma. This evaluation included determinations for appropriate remediation actions vs. determinations for removal for catastrophic damage. Arborist Services on Sugarloaf Key, FDOT District Six, Monroe County, Florida — The project consisted of conducting an analysis of vegetative communities to provide baseline data for a future landscape improvement project along a ±4.5 mile stretch of US 1 on Sugarloaf Key. Mr. Voelker assisted all tasks on this project that included a desktop review of protected natural resources (i.e. mitigation sites) as well as field GPS mapping of individual trees, natural vegetative communities, and nuisance/exotic species growth within the right-of-way limits of the roadway segment. SR 786/PGA Boulevard Endangered Species Biological Assessment, FDOT District Four, Palm Beach County, Florida — This work was performed for FDOT District Four as a subconsultant. FDOT proposed to elevate the segment of SR 786 between SR 710/Beeline Highway and the C-18 Canal to alleviate flooding as well as improve hydrologic and wildlife connectivity under the roadway. Mr. Voelker provided various services, including database research, extensive field reviews, and the preparation and submittal of a revised Endangered Species Biological Assessment Report to account for roadway design modifications. General Environmental Services, FDOT District Four, Florida — E Sciences provided in-house environmental support to the FDOT District Four Planning and Environmental Management Office. Mr. Voelker assisted with various services, including environmental phase reviews, preparation and review of NEPA documentation for numerous roadway and bridge projects, and field identification of listed species habitat, wetlands, historic resources, Section 4(f) sites, and contaminated sites. Wetlands and Permitting 10 -Acre Site, City of Medley, Miami -Dade County, Florida — E Sciences performed a wetland assessment and listed wildlife assessment within the subject site. The purpose of these assessments was to identify jurisdictional wetlands and verify if habitat conducive to listed species was present on-site. As part of the permitting effort, E Sciences provided a discussion regarding regulatory requirements for proposed impacts to on-site wetlands and listed species habitat. This discussion included the requirements of local, state and federal agencies, and a brief evaluation of potential mitigation options. Mr. Voelker provided each of the aforementioned services. US -1 Design -Build from Kings Highway to Oslo Road, FDOT District Four, St. Lucie and Indian River Counties, Florida — Mr. Voelker provided numerous environmental permitting support services, including preparation of a Permit Involvement Form and Permits Required Memorandum; wetland delineations and functional evaluations; mitigation coordination; preparation of permit applications and associated documents (GIS figures mitigation calculations, etc.).; regulatory agency coordination; review of NEPA documents (i.e. WER, ESBA) and re-evaluation of documents as necessary; listed wildlife and vegetation species surveys; review of environmental commitments from NEPA documents and development of tracking system for adherence to commitments; and field inspections to confirm compliance with environmental commitments. Sawgrass Expressway Canal Revetment, Florida's Turnpike Enterprise, Broward County, Florida — E Sciences conducted landscape improvements and ecological restoration along a 3 -mile stretch of the Sawgrass Expressway (SR 869). The site is immediately north of the Expressway and adjacent to the Parkland residential neighborhood. The natural limestone structure and the ecology of the existing canal that runs parallel to the expressway has been deteriorating and has become overgrown with invasive plant species that affected the natural environment and microclimate. Mr. Voelker performed inspections of sedimentation and erosion control systems. Vizcaya North Canal Planting Restoration Contract Administration, City of Miami, Miami -Dade County, Florida — This project involved a multidisciplinary landscape architecture and environmental restoration plan for the waterways and tidal pool within the museum's property. The plan included planting designs based on historic flora inventories, including mangroves, native hardwood hammock and coastal scrub species. The project resulted in improved ecological functions and water quality improvements, improved landscape aesthetics, and increased recreational functions and values. Mr. Voelker served as the lead project scientist for the project, attending contractor meetings and conducting compliance inspections. Sciences niSc' ces ENGINEERING ENVIRONMENTAL ECOLOGICAL Justin Freedman, MS Associate/Senior Scientist Mr. Freedman is an experienced environmental professional serving public and private clients throughout Florida. He provides expertise in diverse service areas including urban forestry, environmental permitting and transportation related services and manages complex, multidisciplinary projects that include a variety of environmental and engineering related tasks. He manages E Sciences' Fort Lauderdale and Miami offices. The resources are GPS -located and the information is sent to the design team so that they can avoid impacts to jurisdictional waters and favorable trees that can be incorporated into new projects. E Sciences also collects soil samples for each site. Dania Beach Continuing Arborist Services, City of Dania Beach, Broward County, Florida — Tasks for this project were performed under a continuing services contract and involves serving as the City Arborist for Dania Beach. Activities included reviewing tree removal license applications including coordinating license requirements with citizens and approving removal applications. Other tasks included reviewing landscape plans submitted as part of Site Development Plans submitted to the City for proposed developments. In this role, Mr. Freedman also represented the City as an expert in administrative hearings. Continuing On -Call Arborist Services, Village of Key Biscayne, Miami -Dade County, Florida — E Sciences was awarded a continuing services contract as a subconsultant to the Corradino Group to provide ongoing urban forestry and landscape consulting services to the Village of Key Biscayne. In this role E Sciences serves as an extension of staff and are generally available to assist the Village in assessing tree and landscape situations, meet with the Village landscape contractor or Landscape Committee, review documents and more. Mr. Freedman manages this contract and serves as the senior technical expert. To date, E Sciences has provided the City with multiple services including the following: Monthly Landscape Inspection Reports: E Sciences conducts monthly landscape inspections of the 36 landscape areas maintained by the Village. Tree Protection Code Review and Revisions: E Sciences reviewed proposed tree protection ordinance language and provided guidance to bring the code language up to current industry standards. This work was done to assist the Village in apply for jurisdiction over the Village's tree removal program. Tree Assessment, City of Lakeland, Polk County, Florida — The City of Lakeland wanted to assess a historic oak to determine if it should remain in the landscape. They engaged E Sciences to assess the health and structure of the historic oak to evaluate future viability in the landscape. Mr. Freedman was the project manager and senior technical professional on this project. Environmental Review and Permitting SW 36th Avenue Pedestrian Bridge Path, City of Pompano Beach, Broward County, Florida — As a subconsultant, E Sciences assisted with the environmental permitting for a pedestrian path project. Tasks included conducting field assessments of wetland and tree impacts, assisting with permit application packages and coordinating with the permitting agencies and FDOT. Mr. Freedman managed and provided coordination for this project task. Districtwide Environmental Services Contract, FDOT District Four, Florida — This contract involved a wide range of environmental support tasks, including mitigation monitoring, mitigation maintenance, development of alternative lighting standards adjacent to ecologically sensitive areas, plan reviews, wetland delineations, benthic surveys, listed species surveys, ETDM research, public information support, in-house personnel support, and NEPA / PD&E support (ex: report reviews, commitments follow-up). Bayshore Beautiful Neighborhood Tree and Infrastructure Conflict Assessment, City of Tampa, Hillsborough County, Florida — The City of Tampa proposes to improve pavement conditions within the Bayshore Beautiful neighborhood. There is concern that the work will impacts mature oak trees that the neighborhood values. E Sciences assessed these trees and recommended protection measures to minimize impacts to these trees. In order to do this we had to establish the north -south quarter section lines of sections 8, 17, 20 and 29 of Township 35 South, Range 39 South. This entailed a sectional retracement of the 4 sections. The difficulty here is because all of the section and quarter section corners fall in canals. Ensuring the successful completion of a project begins with careful listening and planning. It is critical to clearly define the project scope and goals for all stakeholders prior to beginning the work effort. Scope of Work Defining a clear project scope leads to successful projects.Wewill meet with Cityof Okeechobee (COO) to get a clear understanding of the desired project outcome and budget prior to providing any fee proposals. CMA will work with COO to identify goals, deliverables, needed subconsultants and public outreach efforts necessary for plan development. We will request any existing information COO may have on record, such as surveys, existing permits, geotechnical reports, master plan studies, etc. that may aid in developing a clear understanding of the requested work assignment. We will provide CPB with a defined scope and fee and project schedule for the task assignment. 2. Due Diligence/Inventory and Site Analysis The CMAteam will perform due diligence and analysis by confirming which permitting agencies will have jurisdiction over the project, performing site visits to collect field information, analyzing other master plans impacting the site (such as transportation or utilities that will impact site development), and compile the information into a Due Diligence report to review with COO. The Due Diligence report will contain project background, land use and zoning analysis, utilities analysis, environmental analysis, stormwater analysis, transportation connectivity analysis, neighborhood connectivity analysis, site inventory and analysis, and any additional elements that are unique to the project site, for example cultural or archeological analysis. 3. Develop Project Schedule Once we have a clear understanding of the permitting process, we will develop an initial schedule to review with the COO at the project Kick- off meeting. Our schedules are typically prepared in Microsoft Project. Our detailed schedules build in time not only for the design process, but also time for our internal quality control effort and RFQ No. ADM 03-32-09-20 Professional Landscape Architect Services amiliarity o Re: io C -z time for the client to review and comment on our project deliverables. This way the City has a clear understanding of the work effort involved in the project and can track and monitor our progress. We will work with the City to develop milestone dates at the project's inception that are mutually agreeable. 4. Kick-off Meeting At the Kick-off meeting, we will meet with the City's project manager, any key city staff, and sub - consultants to review the project goals, schedule, and process. At the conclusion of the kick-off meeting, we will have agreed upon the project deliverables, milestone dates, the project critical path, and the project goals. Meeting minutes and an updated schedule memorializing the kick-off meeting will be distributed. 5. Design Documents The Schematic Design Phase includes the gathering of necessary base information needed to complete the work. This includes boundary and topographic surveys, geotechnical reports, traffic reports, etc. We will provide general site layouts of the overall site depicting the program elements that have been defined with the city. This submittal may also include preliminary utility and stormwater layouts, conceptual grading, landscape pallet and layout, preliminary site furnishings, and a preliminary opinion of probable cost. If appropriate, we'll include conceptual renderings of the projects to help communicate design intent. CMA will submit the documents one week prior to meeting with COO to review the documents and the City's comments. Prior to the submittal of the documents, they will go through our internal Quality Control process. We assign the QC to a professional that is not directly involved with the design of the project to review the documents. This independent reviewer provides a fresh set of eyes to the document which in our experience identifies more potential conflicts that may arise as the project moves forward. The purpose of meeting after submitting the documents will be to get owner input in the development of the project, to update the project schedule as appropriate, and make decisions regarding next steps in the project. 6. Design Development The Design Development Phase will include the incorporation of owner comments from the Schematic Design Phase and refinement of previously submitted documents. In addition, we will incorporate the construction details and notes for each of the represented disciplines. As before, Oen moo -re and associates the documents will go through our QA/QC process and CMA will submit the documents prior to meeting with COO to review the documents and the City's comments. We will meet to review progress, to update the project schedule as appropriate, and make decisions regarding next steps in the project. 7. Construction Documents The Construction Document Phase will include the incorporation of owner comments from the Design Development Phase and refinement of previously submitted documents. We will prepare the specifications package to coincide with the construction documents. The documents will go through our QA/QC process and CMA will submit the documents prior to meeting with the City to review the documents and the City's comments. We will meet to review the documents and finalize strategy for project bidding and refine the opinion of probable cost prior to issuing bid documents. 8. Bid and Permit Documents The construction documents will be prepared for public bid, we will prepare final quantities, and make any updates to the specifications package based on owner comments. The documents will be prepared for building permit submittal by the awarded contractor. We will provide a written specification of the qualities the awarded contractor should demonstrate in terms of project experience and financial stability. 9. Construction Administration After awarding of the project, our Construction Engineering Inspector will be assigned to the project. The construction administration process begins with a pre -construction meeting with the awarded contractor to address proposed construction schedule, any permitting coordination issues, and any questions regarding the permit documents. During the construction administration process CMA will respond to Contractor Requests for Information, Shop Drawing Reviews, and RFQ No. ADM 03-32-09-20 Professional Landscape Architect Services amiliarity o Re: io C-3 Product Submittals. We will develop an agreed upon regular site visit schedule with the city and issue site reports at each visit. We will provide a punch list at substantial completion. 10. Project Close Out After substantial completion, CMA will perform a final walk through to confirm that punch list items have been completed and provide certification letters for coastal permitting, utilities, stormwater, and landscape as required by the state, county, and city. At the end of the project, the Client Services manager will meet with the city team to evaluate the design team's performance on the project. Communication Communication between client and consultant is critical. CMA will work under the assumption that there may be multiple task orders open at any given time. In order to complete our assignments in a timely way, we recommend regular progress meetings on a mutually aggregable schedule. Meetings can be face to face, via conference call, or skype, but must be held at regular intervals with memorialization of topics covered in order to keep the COO/CMA team moving towards our common goals. This provides for greater accuracy in materials square footages and line item counts. It also aids in expediting the QA/QC process. Sketch -up is a tool used to create total 3D models of project sites. By developing concept designs in 3D our team can allow clients to virtually travel through the design prior to implementing it. After developing wireframe models in Sketch -up, we continue building the model in Lumion in order to provide clients with high quality 3-D images for use in presentations, websites, and other marketing material. The Adobe Suite of products includes Photoshop, Illustrator, and In -Design which we use to marry multiple types of graphic techniques to convey information visually. We use these tools to prepare graphic presentations, materials boards, reports, and site renderings. Oen moo -re and associates We use ESRI Collector to gather data in the field. For certain levels of design or studies performed for our clients, it is not always necessary to go through the expense of a professional survey. We use an application called ESRI Collector that is loaded onto our mobile phones. It allows us to locate and collect data about objects in the field such as trees in tree inventories or site furnishings in parks as part of parks inventories. We establish databases for use in the field specific to each project. They may contain data such as tree species and condition and can be extremely detailed in nature. We are also able to photograph items in the field and associate them with the data points that we collect. They are a living inventory. ESRI ArcGIS is utilized to create maps and graphics for larger scale studies such as pedestrian or bicycle network master plans. Most recently, we have been using GIS to generate Level of Service Maps for Parks and Recreation Master Plans.
