Watford, Jr. Council Members Wes Abney Monica Clark Bob Jarriel Bobby Keefe Pursuant to Executive Order No. 20-69, issued by the Office of Governor Ron DeSantis on March 20, 2020, and extended by Executive Order No. 20-213, effective September 4, 2020, municipalities may conduct meetings of their governing boards without having a quorum of its members present physically or at any specific location, and utilizing communications media technology (CMT) such as telephonic or video conferencing, as provided by Section 120.54(5)(b)2, Florida Statutes. Public participation for any issues not on the agenda requires an Agenda Item Form or a Comment Card. Citizen comments are limited to 3 minutes per speaker unless otherwise approved by the Mayor. IV. PRESENTATIONS AND PROCLAMATIONS A. Proclaim the month of October 2020 as “Domestic Violence Awareness Month.” B. Present a Five-Year Longevity Service Award to Marcos Montes De Oca. V. CONSENT AGENDA A. Approval of Minutes – September 21, 2020 Final Budget Public Hearing and Regular Meeting. B. Approve a Letter of Understanding with CAS Governmental Services, LLC for the annual renewal of Legislative Services in the amount of $18,000 (Exhibit 1). VI. NEW BUSINESS A. Adopt proposed Resolution No. 2020-15 regarding broadband access and affordability (Exhibit 2). B. Adopt proposed Resolution No. 2020-16 recognizing Florida City Government Week (Exhibit 3). C. Adopt proposed Resolution No. 2020-17 regarding funding assistance to municipalities due to COVID-19 (Exhibit 4). D. Approve proposed School Resource Officer (SRO) Agreement with Okeechobee County School Board (Exhibit 5). E. Approve a Memorandum of Understanding with Okeechobee County for Traffic Preemption (Exhibit 6). F. Discuss formation of Citizen Board for Flagler Park Improvements. G. Consideration of Fire Services Interlocal Agreement with Okeechobee County. VII. COUNCIL COMMENTS XIII.
