Watford, Jr. Council Members Wes Abney Monica Clark Bob Jarriel Bobby Keefe Pursuant to Executive Order No. 20-69, issued by the Office of Governor Ron DeSantis on March 20, 2020, and extended by Executive Order No. 20-193, effective August 7, 2020, municipalities may conduct meetings of their governing boards without having a quorum of its members present physically or at any specific location, and utilizing communications media technology (CMT) such as telephonic or video conferencing, as provided by Section 120.54(5)(b)2, Florida Statutes. Approval of Minutes – September 3, 2020 First Budget Public Hearing and Regular Meeting B. Warrant Register – August 2020 C. Approve renewal of Property and Casualty Insurance coverages with Public Risk Management (PRM) with an effective date of October 1, 2020 (Exhibit 1). D. Approve a contract for services with Century Link for a Fiber and Enterprise Data Package (Exhibit 2). E. Approve award of Sidewalk and Concrete Roadway Bid PW-03-11-08-20 to Vest Concrete (Exhibit 3). VI. FINAL READING – PUBLIC HEARING OF BUDGET ORDINANCES A. Mayor announces that the purpose of this public hearing is to consider the final reading of ordinances for the proposed millage rate levy and proposed budget for fiscal year 2020 -2021. B. Mayor announces that the proposed millage rate levy represents 6.03% more than the roll back rate computed pursuant to F.S.200.065 (1). C. Read by title only and adopt proposed Ordinance No.1216, levying a millage rate of 7.6018 on all real and tangible personal property for proposed Fiscal Year October 1, 2020 through September 30, 2021 (Exhibit 4). D. Read by title only and adopt proposed Ordinance No. 1217, setting the annual budget for proposed Fiscal Year October 1, 2020 through September 30, 2021 (Exhibit 5). 2 | P a g e VII. NEW BUSINESS A. Approve a purchase adjustment in the amount of $8,617.20 to C.W. Roberts Contracting, Inc. for road resurfacing overages (Exhibit 6). B. Discussion of Okeechobee Utility Authority mandatory hookup resolution. C. Review applications for the Charter Review Committee and consider appointments (Exhibit 7). D. Update on Fire Services Interlocal Agreement with Okeechobee County (Exhibit 8). E. Adopt proposed Resolution No. 2020-14 extending the local health state of emergency due to the Coronavirus to November 3, 2020 (Exhibit 9). VIII. COUNCIL COMMENTS IX.
