Okeechobee, Florida, December 4th, 1925 Pursuant to call of the Mayor, the City Council of Okeechobee, Florida, met in special session at 7.30 o'oloct p. m. on the above date and the following were present: -T. W. Conely, Jr. , Mayor, H. H. DeYarman, President of the City Council, Councilmen J. D. Bird, H. H. Hancock and L. F. Schaaf schwerdt with R. P. Fletoher, Clerk, L. W. Jennings, City Attorney, F. E. Lawrence, City Engineer and W. E. Darrow, Assooiate City Engineer in attendance. Mayor Conely stated that the meeting had been called for the purpose of oon- sidering the matter of calling a bond election to~authowize the issuing of bonds for municipal improvements and for such other business as may come before the Council. - Mr. MoGrath addressed the Council and requested Council to sell him water for his sub-division West of the City limits. Motion was made by Councilman Bird, seconded by Councilman Hanoock that City s81l Mr. McGrath water at West City limits for his subdivision. Motion carried. Motion was made by Councilman Scharfschwerdt, seconded by Councilman Bird that City s"nd' off additional blocks for further test of õlooks\J.sed in'-tl1e oon- struction of building on Lots 5 & 6, Block 168 by J. Ginsberg, and that J. Gins- berg be served with written notice that if former test of blocks is corrobrated by new test that said building will be ordered removed. Motion passed. The Council then took up the matter of calling a bond election at an early date and after discussing the matter in detail, Council postponed final action until next regular meeting. Johnston addressed the Council in regard to the dedication of cer- tain streets 1n East Okeeohobee betweeh Riverside Park Subdivision on the North and Wright's Addition and Okecchobee Development Company's Addition on the South, Mr. O. B. Councilman Bass moved that City buy a truck for sanitary department, motion seconded by Councilman Hancook and carried. Upon motion by Councilman Bass, seconded by Councilman Soharfschwerdt, City purchased one Todd Check writer for the sum of $gO.OO. Upon motion by Councilman Hancock, seconded by Councilman Bass, the City Engi- neer was instructed to make a survey of First Street continuation from Parrott Avenue to East City limits. .. Upon motion by Councilman Bass, seconded by Councilman Hancock, Council fixed price of $50.00 for old fire truck. --." Forty Thousand ($40,000.00) Dollars for the erection of a municipal building in and for the City of Okeechobee, Florida, for the purpose of providing adequate quarters for the city government and the fire department, purchasing land for erecting the same thereon and for all other necessary purposes in connection therewith. 4. Five Thousand ($5,000.00) Dollars for the maintaining of the city parks of the City of Okeechobee, Florida, including the purchasing and leasing of land therefor and all other things necessary to improve the park system. 5. Eighty-seven Thousand ($ð7,OOO.OO) Dollars for the purpose of Opening, widen- ing, or paving in all its details, including necessary bridges, certain avenues, streets, or parts thereof in the City of Okeechobee, Florida; for the purpose of paying the city's portion of such improvements the bal~nce of two-thirds (!/3) of the cost of all avenues, streets or parts thereof to be charged against the abutt- ing property by issuing lien certificates in the amount or portion of one-third (1/3) of said expenses to the property on each side. Paving Second Street from Kissimmee Street to Miami Street. The Mayor in his proclamation calling for the election herein provided shall name three (3) electors of the City of Okeechobee who shall act as inspectors of said election, and a clerk thereof. Should any of the inspectors or clerk so appointed fail or refuse to qualify the Mayor is authorized at any time prior to the opening of the polls to name additional inspectors or clerk. The inspectors conducting the election aforesaid shall immediatley after the polls have closed count the votes for and against each project of the proposed bond issue and immediately certity the result of the same to the City Council. Section 5, At the election to be he14 as provided in this ordinance only persons who are - voters registered and qualified/under the laws of the State of Floridaand who have påid their poll tax for the last two years, and have resided within the corporate lim- its of the City of Okeechobee for six (6) months prior to said election, and who are bona fide owners of real estate (freeholders) within the limits of said City of Okeeohobee, and have paid the taxes, State, County, and City last due thereon and actually voting shall have the right to vote in said election. (20) The City Clerk shall twenty days prior to said election open the registration books at the City Hall and keep the same open for eight hours on each week day for the registration of electors, and shall close the same ten (10) days prior to said election; said Clerk shall have full power to administer oaths to all persons applying for registration. Section 6, The bonds issued under the provisions of this ordinance shall be in denomina- tions of One Thousand ($1,000.00) Dollars each and shall bear interest, payable semi-annually at the rate of six per centum per annum, both principal and interest payable at the Bank of Okeechobee, Okeechobee, Florida, or at the American Exchange- Pacific National Bank, New York Oi ty, New"'York., at the option of the holder. 8.il bonds to be dated February First A. D. 1926; interest payable on the first day of August and February of each and every year after date of issuance until maturity of said bonds. Mr. Lumpkin appeared before the Council relative to location of telephone lines within City limits, and requested Council to appoint some official or com- mittee to have supervision of locations for telephone lines, and Council authorized Street Committee to supervise selection of locations for said lines. Upon motion by Councilman Bass, seconded by Councilman Scharfschwerdt, the City Clerk was authorized to permit H. H.
