.- Pursuant to call of the Mayor the City Council met in special session at S.OO
o'clock on the above date and there were present the following: H. H. DeYarman,
President of Council, Councilmen H. H. Hancock, J. Denham Bird and H. T. Bass with
L. W. Jennings, City Attorney and Alma Camp, Deputy Clerk in attendance.
President DeYarman, acting Mayor -stated that the meeting had been called for
the purpose of viewing the moving picture prepared by Atlantic Film Company for
City of Okeechobee and Okeechobee County, and such other business as may come before
the Council.
Mr. J. Harrold Saxon then showed the mQving picture as prepared by Atlantic
Film Oompany.
- MQtion was made by Councilman Bass, seconded by Councilman Hancock that Council
accept moving picture as prepared by Atlantic Film Company for City of Okeechobee

Motion passed.
Motion was made by Couhcilman Bird, seconded by Councilman Bass that proper
City o!ficials be authorized to execute notes to Atlantic Film Company in conformity
,with City's contract with said Company.
Motion was made by Councilman BåSš seconded by Councilman Bird, that City
furnish 3 inch water pipe to run from north end of water line on Parrott Avenue to
Seaboard Station, provided that Seaboard Air Line Railway Company furnish labor for
laying said water line and said line to be laid under the supervision of the City.
Motion passed.
Motion was made by Councilffian Bird, seconded by Councilman Bass that City clear
parks in Riverside Park Subdivision, provided D. R. McNeill will furnish the money
to pay for the work done, money to be refunded when funds are available. Motion
passed.

Mr. R. H. Singletary appeared before the Council relative to culverts on rail-
road crossing on Seventh street being filled with sand from drainage ditches dug by
City on said street. I

Upon motion by Councilman Bird, seconded by Councilman Scharf schwerdt and duly
carried, the City Engineer was instructed to make examination of water conditions ~
on Osceola and Seventh Streets and make report to Council at next regular meeting -
of Council.
Mr. J. A. Daughtry appeared before the Council in regard to closing County
road on meander line in southern part of City.
Upon motion by Councilman Bird, seconded by Councilman Bass, the Mayor and
City Attorney were instructed to investigate matter of closing County road on
Meander line and report to City Council.
A petition was received and read requesting Council to require the Southern

Utilities Company to extend its wires and poles to southwest section of City.
Motion was made by Councilman Bird, seconded by Councilman Scharfschwerdt that

the Southern Utilities Company be required to extend its wires and poLes to the
southwest limits of the City in order to provide the citizens of that section of
the City with electric service. Motion passed. - -
Mr. J. O. Pearce appeared before the Council relative to the drainage of streets
aroun( Highway Filling Stattion.
Mr. Max Ginsberg requested the Council to send the moving picture film of City

Motion was made by Councilman Bass, seconded by Councilman Bird, that City
send moving picture film of City and County to Vivian Theater to be shown in said
theater. Motion passed.
Upon motion by Councilman Bird, seconded by Oounoilman Scharfschwerdt, the
Council agreed to purchase one moving picture projector and outfit of J. Harold
Saxon.

Motion was made by Councilman Scharfschwerdt/that City Council comrmmicate I
with Florida East Coast Railway Company and Seaboard Air Line Railway Company with

reference to the freight rate on material for waterworks improvements. Motion passed.
Upon request of Mr. R. M. Mitchum, motion was made by Oouncilman.B..., seconded
by Councilman Bird, that Council withdraw award of item 35C and item 36, Section 3
waterworks extension to R. M. Mitchum. Motion passed.
Motion was made by Councilman Scharf schwerdt, seconded by Councilman Bass that
Council award item 35C and item 36, section 3, waterworks extension to American Cast
Iron Pipe Company in accordance with its bid. Motion passed.
Upon motion by Councilman Bird, duly seconded and carried, the City Engineer
was authorized to employ a labratory for making test of .K%lI..VW-Xmaterials iÐr .~
water plant at place of manufacture.
Upon motion by Councilman Bird, seconded by Councilman Sass and carried, the
salary of F. J. Godwin was fixed at $150.00 per month beginning July 1st.
Upon motion by Councilman Bird, seconded by Councilman Bass and carried, the
City Clerk was instructed to write the State Hotel Commissioner and request him to
make an inspection of the Southland Hotel.

AN ORDINANCE AUTHORIZING THE MAYOR AND THE CITY COUNCIL OF THE CITY OF OKEE-
CHCIEE, OKEECHOBEE COUNTY, FLORIDA, TO ISSUE AND SELL INTEREST-BEARING TIME WARRANTS
FOR THE PUapOSE OF EXTENDING THE WATER SYSTEM OF THE CITY OF OKEECHOSEE, FLORIDA;
FOR THE PURPOSE OF EXTENDING THE SEWERAGE SYSTEM INCLUDING THE EREOTING OF AN IN-
CINERATOR; FOR THE PURPOSE OF OPENING,'" WIDENING AND PAVING STREETS OF SAID MUNI-
OI~ALITY; FOR THE PURPOSE OF OPENING, CONSTRUCTING, AND MAINTAINING PUBLIC PARKS

FOR THE SALE OF SAID TIME WARRANTS;
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OKEECHOBEE, OKEE-
CHOBEE COUNTY, FLORIDA:
Section 1. The Mayor and the City Council of the City of Okeechobee, Florida,
subject to the provisions of law and this ordinance are hereby authorized to issue
interest-bearing time warrants of said city under the seal of said corporation in
the sum of Fifty Thousand Dollars ($50,000.00) for the purpose of extending the
water system of the City of Okeechobee, Florida; for the purpose of extending the

sewerage ~stem including the erection of an incinerator; for the purpose of open-
ing, widening, and paving streets of said municipality; for the purpose of opening,
/ constructing and maintaining public parks and promenades; and for the purpose of
erecting a municipal building for the City of Okeechobee, issuance of said time
warrants being authorized under Section 47 of Chapter 831S, laws of Florida, acts
of 1919 as amended, "An act to amend Section 47 of Chapter S31S, special acts of
19l9", passed by the Legislature and enanted into law at the 1925 session of the
Legislature of the State of Florida. Said time warrants to be signed by the Mayor,
countersigned by the President of the City Council, and attested by the Clerk of
said City with the seal thereof afflx~d, with interest coupons attached, signed in

,- like manner with the facsimile signatures thereof lthographed on said interest
coupons. The amount of said Time Warrants shall be Fifty Thousand Dollars ($50,000.OG)
Section 2. The time warrants issued under the provisions of this ordinance
shall be in denominations of One Thousand Dollars ($1,000.00) each and s~all bear
interest, payable semi-annually at the rate of six per centum per annum, both prin-
cipal and interest payable at the Bank of Okeechobee, Okeechobee, Florida, or at
the American Exchange National Bank, New York City, N. Y. , at the option of the

holder. Said time warrants to be dated August First A. D. 1925; interest payable on the
first day of August and the ftrst day of February of each and every year after date ~
of issuance until ~aturity of said time warrants. The principal of said time warrante
shall be payable as follows: Ten Thousand Dollars ($10,000.00) on the first day of
August A. D. 1945, and Ten Thousand Dollars ($lO,OOO.OO) on the first day of August
of each and every year thereafter up to and including the first day of August A. D.
1949. Said time warrants to be numbered from one to fifty inclusive. The said time
warrants shall be payable in the following order:

Time Warrants No. 11, l2, 13, 14, 15, 16, l7, 18, 19, 20, payable August 1,

Section 3. Peoples Bank of Okeechobee and Bank of Okeechobee, both aforesaid
banks being banking corporations incorporated under the laws of the State of Flor-
ida, shall receive and be custodian of the time warrants authorized by this Ordinance,
and of all moneys arising from the sale thereof. Peoples Bank of Okeechobee shall
receive and be custodian of time warrants of the par value of Twenty-five Thousand
Dollars ($25,000.00), numbering from 1 to 25 both inclusive, and also moneys aris-
ing from the sale of said time warrants. Bank of Okeechobee s@all receive and be
custodian of time warrants of the par value of Twenty-five Thousand Dollars ($25,000.00)
numbering from 26 to 50 both inclusive, and also moneys arising from the sale of ~

said time warrants.
Section 4. The City Council shall advertise for bids for work to done for ~
which time warrants are iAsued under trüs Ordinance, making contracts with: the
lowest responsible bidder, who shall himself give bond for the faithful performance
of the work, but the council shall have the right to reject any or all bids receiv.d.
They shall persona.lly or through proper agents select all materials and have super-
vision and charge of the work for which time warrants are issued under this ordinance,
and spall audit all accounts connected with such work and shall pay the same by
check on the banks or depositories handling the proceeds of the sale of said time
warrants. ~
Section 5. In the event there is remaining in the banks or depositories an
unexpemded balance from the sale of said time warrants issued under the provisions
of this ordinance, after the work intrusted to them has been completed, the City Council
shall invest such balance in such interest-bearing securities as they shall select,
to be approved by the Mayor, and such securities shall be turned over by them to
the City depositories in equal amounts, and the proceeds thereof to be applied to

the payment of the time warrants, or the interest thereof as directed by resolution

Section 6. It shall be the dutj of the City Council to levy annually by tax
upon the taxable property in said city a sum sufficient to meet the amount required
to be raised to pay, and create a sinking fund to pay the principe_l of the bonds

Section 7. The time warrants authorized to be issued under the provisions of

The City of Okeechobee, for value received, hereby promises to pay to the

issued for the purpose of extending the water system of the City of Okeechobee,

municipality; for the purpose of opening, constructing, and maintaining public
parks and promenades; and for the purpose of erecting a municipal building for the
City of Okeechobee, Florida.
It is hereby certified that the issue of time warrants of which this is one
is within every debt and other limit prescribed by the constitutuon and laws of
the State of Florida, and is made in strict conformity with the constitution and

Section S. The City Council shall offer the time warrants-authorized to be

issued by this ordinance for sale, by giving notice, said notice to be signed by the:'
President of the City Council and attested by the City Clerk, statæng the amount of
time warrants for sale, the rate of interest, and when the same shall become due
and payable, said notice to be published in the Okeechobee News, a newspaper, pub-
lished in the City of Okeechobee, Florida, and also in the Manufacturers Record, or
some other newspa~-er or commercial naper published in New York or Baltimore. Said
notice shall be published in at least three issues of said newspapers prior to the
date of sale. The City Council shall receive sealed bids for the purchase of said 1
time warrants on the date of the sale, which said date shall be fixed by the Presi-

dent of the City Council in his notice. The City Council shall have the right to
reject any or all bids and re-advertise the time warrants, or to reject all sealed
bids and to continue the sale by auction, ox in case no satisfactory bid is received
from either the sealed bids or the a~ction the Council may sell said time warrants
at private sale, but no such private sale shall be made unless the amount paid there-
at shall exceed the highest sealed bid as aforesaid, or any auction bid, nor shall
any such private sale be made unless made within ten days after the advertised date
of sale aforesaid.
