1987-05 One-cent Sales TaxRESOLUTION #87-5
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AM, OKEECHOBEE EXPRESSING SUPPORT FOR A ONE CENT
MW OPTIONAL SALES TAX WITHOUT REFERENDUM; PRO-
VIDING AN EFFECTIVE DATE.
WHEREAS, the State Constitution provides that cities and
counties may only levy taxes authorized by the Legislature; and
WHEREAS, every source of tax revenue available to local
governments is either capped or frozen; and
WHEREAS, the State Comprehensive Plan Committee has
identified significant infrastructure needs totaling over $16
billion; and
WHEREAS, the State has mandated that local governments
develop and fund five-year capital improvement programs before
development can occur; and
WHEREAS, it is necessary to provide adequate
infrastructure in order to properly maintain our present
quality of life in Florida; and
WHEREAS, said infrastructure needs cannot be provided
without significant additional funding sources; and
WHEREAS, responsible planning and economic development
dictate the need to give local governments additional financing
tools.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OKEECHOBEE, AS FOLLOWS:
Section 1. The City Council of the City of Okeechobee
hereby urges the Legislature to authorize a one -cent local
option sales tax that will be imposed by a county without a
referendum after it has entered into an interlocal agreement
with the cities within its jurisdiction providing for the
method of distribution of said tax.
Section 2. True Copies. The City Clerk is hereby
authorized and directed to provide true copies of this
resolution to the members of the Okeechobee County Legislative
Delegation, the Governor of the State of Florida, the President
of the Senate of the State of Florida, the Speaker of the House
of the State of Florida, and the Florida League of Cities.
Section 3. Effective Date. This Resolution shall take
effect immediately upon its final passage.
