1991-06 Water Conservation0 RESOLUTION NO. 91-6 A RESOLUTION OF THE CITY OF OKEECHOBEE ESTABLISHING A WATER CONSERVATION POLICY. NOW THEREFORE, be it resolved that the Water Conservation Policy for the City of Okeechobee are as follows: 1. The City of Okeechobee will, to the greatest extent possible, conserve, protect and appropriately manage natural resources to promote the highest environmental quality possible. 2. The City of Okeechobee will implement programs and policies to conserve the supply and protect the quality of current and projected water sources. 3. In water shortage emergencies, the City of Okeechobee will follow the conservation plans, guidelines and recommendations of the South Florida Water Management District. The City has adopted RESOLUTION 89-9, entitled, "A RESOLUTION OF THE CITY OF OKEECHOBEE, FLORIDA AUTHORIZING THE COUNCIL TO PROHIBIT OR CURTAIL CERTAIN NONESSENTIAL USES OF WATER AND TO CONSERVE AVAILABLE WATER RESOURCES DURING A DECLARED WATER SHORTAGE AND WATER SHORTAGE EMERGENCY: DEFINING THE TERMS PERTAINING THERETO: PROVIDING FOR THE APPLICATION OF RESOLUTION, PROVIDING FOR ENFORCEMENT AND PENALTIES PROVIDING FOR EXCEPTIONS, APPEAL PROCEDURE AND SEVERABILITY CLAUSE, PROVIDING FOR EMERGENCY ADOPTION AND FOR OTHER PURPOSES." 4. The City of Okeechobee will restrict the location and/or intensity of land uses which have the potential to adversely affect the quality or quantity of drinking water supplies. 5. The City of Okeechobee will reduce its per capita water consumption by 10 percent by the year 2000. 6. The City of Okeechobee Department of Public Utilities shall encourage conservation through special rate structures. Rates are increased when a residential customer reaches 15,000 gallons per month, as described by Resolution 89-5. 7. The City of Okeechobee will support the adoption of a local ordinance requiring a permanent ban of lawn watering between 9 a.m. and 5 p.m. 8. The City of Okeechobee will support the adoption of a local ordinance requiring xeriscape (drought tolerant landscaping) for use on City property and encourage the use of xeriscape on property owned by others. 9. The City of Okeechobee will continue their routine maintenance and repair of the distribution system, such as fixing identified leaks in water lines or joints, and by ensuring that all water meters are functioning properly. The City of Okeechobee will also meter • significant City uses presently unmetered. 10. The City of Okeechobee will support the adoption of an ordinance that will require all new construction to provide functional low water -using plumbing fixtures. 0 11. The City of Okeechobee will implement a public information campaign to promote water conservation by its water customers.
