1996-01 ZoningRESOLUTION 96 -1 A RESOLUTION ESTABLISHING A SCHEDULE OF RATES, FEES, AND . CHARGES FOR COMPREHENSIVE PLAN AMENDMENTS, ZONING, VARIANCES, SPECIAL EXCEPTIONS, APPROVAL (CONDITIONAL AND FINAL) OF PRELIMINARY PLAT AND CONSTRUCTION PLANS, BUILDING CONSTRUCTION SERVICES, AND OTHER MISCELLANEOUS SERVICES; PROVIDING FOR AN EFFECTIVE DATE. Be it resolved by the City Council of the City of Okeechobee, Florida that the rates, fees and charges shall be as follows: Section One: Comprehensive Plan Amendments, Zoning, Variances, Special Exceptions, and Approval (Conditional and Final) of Preliminary Plat and Construction Plans: The applicant will be responsible for the total cost for each of their applications, including legal fees which may be incurred by the City in defending their application in a judicial or administrative proceeding. The applicant will post a deposit with the City at the time the application is given to the City. The initial deposit will be used to offset legal, administrative and advertising cost of each application. If the total cost for each application is less than the deposit, the difference will be refunded to the applicant. If the total cost for each application is more than the deposit, the applicant must pay the difference before any final approval is granted. The City reserves the right to request additional deposits from the applicant to offset additional cost for each of their applications. Such additional costs may include any administrative, legal and advertising costs associated with a challenge to, or defense of, each application by the state or affected person who may wish to contest the application. If an applicant wishes to withdraw any of their applications, their deposit will be refunded less any cost incurred by the City. Deposit Section Two: A. If, in the opinion of the City, the evaluation of building alteration, or structure appears to be underestimated on the application, permit shall be denied, 0 unless applicant can show detailed estimated cost to meet the approval or involved in completing the project. Construction and Inspections Each House Reinspection $ 500.00 75.00/inspection All applications for building plan approvals will be accompanied by two sets of plans and specifications. Section Four: Single Family Residential - Additions A. Plan Review 1. Plan Review (includes two reviews) 2. Additional Reviews $ 50.00 50.00/review B. Construction and Inspections 1. Each Addition 2. Reinspection $ 300.00 75.00/inspection All applications for building plan approvals will be accompanied by two sets of plans and specifications. Section Five: Mobile Homes A. New or Replacement $ 300.00 Section Six: Renovation and Remodeling - Non -Structural Any work that is non-structural in nature which includes, but is not limited to, improvements to the electrical, plumbing, HVAC or other systems that require plan review and/or inspections by the appropriate building codes for compliance. $ 100.00 All applications for plan approval will be accompanied by two sets of drawings. 2 0 Section Seven: Other Construction • A. Storage Tanks $ 75.00 Any item not specifically covered in this section of fees, ordinary, shall be charged the building codes require drawings, or which is out of the same amount as above. Reissue of permit to new contractor B. Renewal of expired permit $ 25.00 C. Duplicate of permit (lost, stolen, etc) 25.00 D. Radon Gas 25.00 .01 /sq. ft. Any item not specifically covered in this section of fees, or which is out of the ordinary, shall be charged the same amount as above. Section Ten: Related Fees The applicant is responsible for other related fees and charges not enumerated in this Resolution prior to receiving any approval from the City Council or a Certificate Of Occupancy. 3 Section Eleven: Refunds No refunds will be given for plan reviews. Refunds (less any actual cost incurred by the City) will be given on permit fees within six months of issuance by written request as long as no construction has commenced. If a permit expires and is not renewed within 30 days after the expiration date, the applicant will be required to resubmit plans and specifications for the appropriate category and pay the appropriate fees. An applicant will be allowed only one renewal. Section Twelve: Penalties If any work is commenced without a required permit, the penalty will be double the appropriate permit fees.
