The City Council of the City of 0keechobee, Florida, met in regular adjourned
session at 7:30 P. N. on the above date at the City Hall with the following present:
Mayor H. H. Raulerson, Councilmen Coker, Roe, Thomas and Watford with Lorena Spivey,
City Clerk.
In the absence of President Chandler, Co~n~cilman Thomas Dresided over the
meeting.
T. tV. Conely, Jr., appeared before the Council regarding the drainage and
sewerage problem, submitting a drainage plan and requested that an amount be al!oted
in the budget for a drainage survey of the city. The Council discussed the matter and
advised that they would endeavor to allocate an amo~nat for this survey in the 1955
budget.
John ~hidden appeared before the Cotuo~.cil regarding city taxes that had been
assessed against his propevty in Riverside Park Subdivision. Due to the fact that
this property was not in the city limits, therefore being erroneously assessed, Council-
man Watford moved ths~t the Clerk be a~thorized to cancel all city taxes on the follow-
ing described property: Lots i and 2, Block 20; Lots I to 4 inc., and V and 8, Block
21; Lots I to 12 inc., Block 24; Lots I to 12 inc., Block 25; Lots I to 7 inc., Block
26; Riverside Park Subdivision, seconded by Cotmcil~uan Roe and carried.
G. E. Bryant, Jr., requested the city to adopt resolution endorsing the
plan of the 0keechobee County Flood Control Committee in requesting aid in constructing
drainage canals from Popash Slough and Y~tes Sawgrass areas. After discussion Coun~i~-
man Watford presented the following Resolution and ~oved its adoption and upon being
seconded by Councilr.~an Roe was put to a vote and unani~_ously adopted:

WHEREAS, the 0keechobee Cottuty Flood Control and Water Conservation
Cor~ittee has held numerous meetings at which citizens of the City. of
0keechobee as well as the County of 0keechobee were present and said
Connnittee has given oonsiderable tirade to the problems of flood control
and after doing extensive research have re~.ched a conclusion tb~.t
priori5v for the constructiou of a ~ainag® canal approximately six miles
west of the City of 0keechobee would give ~a.~or relief to the City of
0keechobee from the waters of Popash Slough which flood the City of
0keechobee even during normal periods of rainfall; and
WHEREAS, the present flood gate on the Ooverrnnent Dike, known as
Gate #7 is the only outlet for waters fro~ Popash Slough, Lirmp. kin Creek
and several ditches draining a large section of the City of 0keechobee
and surrottu~ing area, and said Gate is insufficient to carry all of said
waters; that as a result of said Gate being too small to carry all of
said watero, the drainage ditches leading fro~ the City of 0keechobee
and surrottn~ing areas are flooded and waters inumdate City streets and ,.
County road. in said area thereby causing considerable damage to said
streets and roads, and
~E~EREAS, there is no sewage line in t he western portion of the City
of Okeechobee, thereby m~ lng it necessary for the citizens to install
e-- septic tanks; that the lack of drainage causes such seotic tanks to
overflow, thereby endangering the health of the citizens; and
WHEREAS, the City Co~ncil of Okeechobee, Florida, believes said
project is an emergency problem and that it will be to the best interest
of the City and. its citizens that said ditch be constructed as soon as

NOW, 'IHEREFORE, BE !? RESOI,VED that The Central and Southern Florida
Flood Control Board be, and theyare hereby, requested to reconsider the
reco'~mendation and req,uest of 0keechobee Co~mty Flood Control and Water
Conservation Comm~ittee and by proper Board action authorize the letting
of a contact for the constr~etion of said proposed drainage canal at
earliest possible date; ~ -
BE IT F~THER RESOLV~D that copies of this resolution be delivered
to Okeechobee County Flood Control and Water Conservation Co~muittee and
to C~ntral a nd Southern Florida Flood Control Board.

The matter of city wide meat inspection was bro~ght before the Council after
having been ta] led from the regular meeting. A discussion was h~ard afterv~aich Council-
man Roe presented t he followin? Ordinance and moved its adontion and upon being seconded
by Cou~cil~n Uatford was p~t to a vote and unanimously carried.

~ECT!0N 1. it shall be unla~wful for any person to offer for sale or
or to sell for use as h~nan food within the limits of the City of Okee-
chobee, Florida, the meat or w. eat food products of any animal unless the
meat or ~cat food products bear the official impress tag or mark of the
the ~. S. Department of A~icult~re, Bureau of Animal Industry, or the
official er~ress tag or mark of the Li~,estock Board of the State of
Florida, showing the inspection and approval by any one of these depart-
ment~' of such meat or meat food products for h~nman food.
SEC'ffION 2] It shall be unlawful for any per.on to have, keep, sell,
or e::pose for s ale or with intent to sell as htnuan f~od within the limits
of the City of 0keechobee, Flora da. the meat or ~eat food products
manufactured in whole or in part from the meat of any aniwal unless said

meat or meat food products bear the official empress tag or ma~k of
inspection of either the U. S. Department of Agriculture, B~eau of
Animal ~ndustry, or the ~ivestock Board of the State of Florida~ show-
ing the inspection and approval by any one of these dep~rtments of
such meat an~ me at food products for human food.
SECTION 3. It shall be the duty of the Health Officer, or his
duly qualified assistants, t o make reg~lar inspections of all establishments
preparing and Landlino ~.eat or ~eat food products for human consumption.
It shall also be the duty of the Health Officer to seize, condemn and destroy
any meat or meat food products unfit for h~aman consumption or in direct
violation of any of the provisions of this Act.
SECTION 4. Any person violating any of the provisions of this
Ordinance s!~all, upon convition before the ~unicipal Court, be p~n~ished
by a fine of not more than One Hundred Dollars ($100.00) or be imprisoned
not exceeding Sixty (60) Days, and each day's failure to comply with the
provisions of this Ordinance and the violatioD of the terms thereof shall
constitute a distinct and sepera~ offense and be punishable as such,
SECTI_0~ ~. That all Ordinances and parts of Ordinances in conflict
with the te?ms of this Ordinance, are hereby repealed, but all Ordinances
and parts cf Ordinances regulating the sale of meat or meat food products
and relating to health and sanitation and kindred subjects and not in
conflict herewith are retained in full force and effect and shall be
deemed as cumulative of this Ordinance.
This Ordinance sSall become effective as pro ed by the Charter Act
of said City.
This Ordinance shall be in full force and effect ~4oon its passage by
the City Co~uncil and approval by the Nayor.

SECTi0~ 1. That the City of Okeechobee, Florida, hereby levies a
tax of 25 mills on each dolor valuation of real and personal pro-
perty within the corporate limits of the City of 0keechobee, Florida,
fop the year 1954; such t~es shall be assessed and collected in the
maker provided by law, PROVID~ H0?~I~R, that no t~es shall be
assessed against homesteads, having a valuation of not r~ora than
~g,000.00 for the General F~d of said City.
SECTION ~.~ ~at 8 mills of such tax shall be used for General
Ci4y purposes and shall be assessed for the General F~d of said
City. ~at 15 mi].ls of such tax shall be assessed for the mntere~t' s
and sinking f~d for th~ payment of interest and principal of
General i%ef~ding Bonds, Issue of 194~, of said City.
SECTION 5. It shall be the duty of the Tax Collector of said City
~d the City Clerk of said City, to divide the proceeds received
from said taxes as aforesaid, into the funds set out in Section
1 of this Ordinance and keep full and correct account of same as
they may be directed by the City Council.
SECT!0~i 4. Ail 0rdin~ces, or oarts of Ordinances, in conflict
herewith be, and the same are hereby repealed.
SECTION 5. ~is Ordinance shall be in full force and effect upon
its passage by the City Co~cil and aporoval by the ~fayor.
