Comolaints as to the aa~ in the alley between Joe Bongiovanni building and
Frank's Bar-B-Q was heard and the Clerk was instructed to notify Bongiovanni that sand
~-~.. must be removed witl~in ten days.
Applications for the special policeman were tabled until future meeting to be
held in April.
A letter from William J. Farrell, Sanitarian, regarding vaccinating dogs was
read and Council agreed to have this done and to publish notice in the 0keechobee News.
Building permit applications from the following were presented and upon
motion by Councilman Coker, seconded by Councilman Thm~as and carried said permits were
granted: Fred T Wilson $5,000, Alto Warlord, Sr. $2,000, and Burnette Bartlett ~10,000.
Upon motion the Council adjourned.

The City Council of the City of 0keechobee, Florida, met in regular session
on the above date at the City Hall at 7:50 P. M. with the following present: Mayor
H. H. Raulerson, Councilman Coker, Roe and Watford with G. C. Du~rance, City Attorn.~y,
and Lorena Spivey, City Clerk.

Minutes of the meeting held April 5, 1954, were read and approved as read.

Mayor Raulerson stated that he had contacted Thomas N. Cook & Company, re-
garding the financing of water project. The company requested three years audit of
city and after reviewing same would advise as to what procedure could be taken.
G. E. Bryant, Jr., representing the Southland Hotel, appeared and read a
letter from A. ~prtuut of the Audubon Society, regarding complaints of the Audubon
Society visitors. The Council agreed to cooperate in any way possible to elininate
complaints, agreeing to place cauti~ light at Southland Hotel corner to be used at night
in place of the stop light and to investigate the condition of trash on streets and
sidewalks.
The need of a utility man for the city was discussed and matter was referred
to Councilman Roe.
Complaints as to the condition of the city parks in front of ~arkham Brothers
canning plant was heard. The Council advised the clerk to write a letter to Narkham
Brothers requesting that they cooperate with the city in keeping the parks clean.
A bid from 0keechobee Plumbing and Electric Company on sanitary facilities
for the city jail was viewed and Council agreed to investigate matter further.
Two building applications were presented and upon motion by Councilman Roe,
seconded by Councilman Coker, and carried, building permits were '~rdered issued to J. Ee
Ellis $500.00 and B. H. Noon $1,000.00.
Vacations for regular employees of the city were discussed and upon m~tion
by Councilman Roe, seconded by Councilman Coker and carried the regular employees Sf
the City will be given two weeks vacation with paye
A discussion as to the financial condition of the city relative to unpaid
accounts was heard. The Coun. cil agreed to endeavor to secure a loan from the bank and
eliminate said accounts. Upon motion by Councilman Roe, seconded by Councilman Coker
and carried, to secure ,a loan in the amount of $4,800.00 to pay past due operating
accounts of the city's. Councilman Roe presented the following Resolution and moved
its adoption and upon being seconded by Councilman. Coker was put to a vote and unanimously
adopted:
RESOLUTION ~/
WHEREAS, the growth and expansion of the City of 0keechobee,
Florida~ has ~greatly increased ~d~e cost of operating the government
of' said cit~ ..and caused the city to incur expense not heretofore
anticipated, and
WHEREAS, the revenue from all tax sources is not sufficient to
meet current obligations of said City of 0kcechobee, Florida, as they
severally become due, and
WHEREAS, the council of 0keechobee, Florida, deems it necessary
and expidient to borrow the sum of $4,800.00, with which to pay the
outstanding indebtedness of said city of 0keechobee, Florida, in order
that the credit of said city, may be maintained and/or protected, and
WHEREAS, the 0keechobee County Bank of 0keechobee, Florida, has
agreed to loan the city of 0keechobee, Florida, said sum, payable at
the rate of $200.00 per month, with interest at hhe rate of 6% per
cent per annum, and
~EREAS, the City of 0keechobee is receiving approximately $1,500.00
monthly from the "Cigarette Tax Fund" and no part of said fund is pledged
to the payment of any indebtedness of said city,
NOW,. THEREFOEE, BE IT RESOLVED, by the City Council of the City of
0keechobee, Florida.
1. That the preSident of the City Council, the chairman of the
Finance Committee of said Council and the City Clerk be, and they are
hereb~ authorized and instructed to execute all necessary notes and
papers for the purpose of obtaining a loan in ~he principa~ amount
of $4~800.00, from 0keechobee County Bank and torepay said lman in
monthly payments of $200.00 with interest~ from date of said loan,
at the rate of 8% per annum.
2. That for the purpose of securing said loan the City hereby
pledges the sum of $200.00 monthly from first funds of the "Cigarette
Tax Fund" for payment of said loan.
$. That a certified copy of this resolution be delivered to the
0keechobee County Bank.
PASSED AND ADOPTED in open session of a regular meeting this 10
day of Nay, 1954.
