President Chandler, presented a request from !.co ~!f. ratton, Commander of American
Legion, requesting that the Council grant to the American Legion Rescue Squad permission
to sponsor Kelly-Morris circus on March 25 free from all license charge. After con-
sidering the ~.atter Councilman Coker moved to grant request ~ from all charges, sec-
onded by Councilman Thomas and carried.
H..~..~. Hancock, Fire Chief, stated the need of new sanitary facilities in the
City Jail. Council agreed that Hancock contact all City plumbers on cost of needed
facilities and report t0 Council at next regular meeting.
Two building applications from the Pure 0il Company in the remount of ,$5,000.00
and $16,000.00 were approved and ordered in the minutes.
Building a~?plications for the following were presented and upon motion by
Councilman Thomas, seconded by Councilman Coker and carried, permits were granted and
ordered issued: H. I'. Hansel $3,000.00~ W. R. Tomlinson, $1,000.00, and Frank Sheppa~d
~2,000.00.

ed mud upon motion by Council: an Coker, seconded by Cotu~cilman Thomas and carried permit
was granted.
Councilmam Tho~as brought before the Council the urgent need of a special
policeman~ The Council agreed that in the near future they felt the financial s2atus
of the city would be such that it wo~id permit another policeman to be employed and
in view of this the Clerk was advised to notify anyone interested to file application
wi th City Clerk.
The zoning problem was again discussed and the Clerk was advised to w~ite
for information as to the cost of a zoning survey of the city.
The traffic situation was discussed and the Council agreed to request the
Florida Power and Licht Company to change the caution lights on State Road #441 so that,
2he red reflectors will be North and South considering the fact that the red lights'
~ould be more cautious.
Upon motion the Council adjourned.

L. H. Moore requested permission from the Council to close one block of the
street directly in front of the 0keechobee News office on Tuesday?.night, ~iay 4th. The
The Council granted request.
J. L. Johnson, Vice Pres. of Inter Co Tel and Tel Co. was present and present-
ed a franchise for the Inter Co Te~oand Tel Co., which was written in the form of an
Ordinance. The Ordinance was read in full a first time, upon motion by Councilman
Watford, seconded by Councilman ThomaS, with rules waived Ordinance passed to second
reading by title only, and upon motion by Council,s. an V'[atford, seconded By Councilman
Thomas, with r~ales waived Ordinance passed to a third and final reading by title only.
After discussing the Ordinance thoroughly and the improvements of the telephone system
was reviewed by ~.~r. Johnson, Councilman V!atford moved to adopt Ordinance and grant
franchise and upon being seconde%~ by Councilm. an Thomas was put to a vote and unanimously

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 0KEECHOBEE, FLORIDA:
Section 1. That there is hereby granted to INTER-COUN?FF TELEPHONE &
TELEGRAPH C0~¥!PANY, a corporation organized and existing Luaer the laws of
Florida, its successors and assigns (hereinafter called "Grantee"), the right
privilege, and franchise (not exclusive) for a period of thirty (30) years
from and after the effective date of this ordinance to construct, maintain
and operate a communications system or systems in, over, uder and across the
present and future streets, alleys, avenues, easements for public utilities,
highways, bridges and other public places in the City of 0keechobee, Florida,
and any and all mecessary telephone, telegraph, telephonic radio and other
rnethods and means of communication, together with all necessary or desirable
poles, towers, cables, wires, transmission lines, and.,all necessary' or desirable

appurtenances thereto, for the purposes of supplying telephone, telegraph,
telephonic radio, or other means of cOmmunication services to s aid City,
and its successors, the inhabitants thereof, and the persons and corporations
beyond the limits thereof, for domestic commercial and other purposes.
Section ~. This grant is made in consideration of the const~uction,
maintenance and operation of telephone lines or other facilities as now
existing by the Grantee as heretofore existing and as herein provided for
and for the benefits and conveniences of the inhabitiants of the s~d City
as a result thereof.
Section $. As a further consideration for the granting hereof, the
Grantee agrees to furnish to the City of Okeechobee and maintain telephones
as follows:
(a) Three telephones for the Fi~e Department to be located within
the City of 0keechobee in locations to be designated by the Chief of the
Fire Department; and additional phone for this purpose to be furnished
upon demand of the City Council; a~ll of such phones to be without cost to
the said City; and so installed as to be in parallel operation, one of
which shall be placed in the City Power Station which will operate on a
llO volt 80 cycle A C Commercial current with a distinctive alarm from
any other phone in such power station, the mechanical details of such
to be worked out by the Chief of the Fire Department of the
installation
said City and the engineers of the Grantee.
(b) Three telephones for the Police Department to be placed in
locations designated by the ~.~ayor and two additional such telephones
to be installed and placed upon demand by the City Council; all of
such phones to be without cost to the City of Okeechobee and to be
parallel operation with distinctive alarms.
(c) The number of telephones in paragraphs (a) and (b) above
shall each b~ increased, one phone for each one thousand increase in
population of the City of Okeechobee overs its present population and
such increased phones shall be without cost to the ~ity of Okeechobee;
and the telephones providedin paragraphs (a) and (b) shall be placed
in operation coincident with the change from the present system to the
new automatic system.
(~) Three telephones shal~ be furnished ~o the City of Okeechobee
for which the City shall pay one-half of thc rental charge; one of such
telephones to be located in the office of the City Clerk, one to be
located in th® City Power Station and one to be loaated in the City

Section ~. Grantee shall hold the City harmless from all damages
or claims arising by reason of the consturction or the negligent main-
tenance of s~d poles, lines or equipment.
Section 5. Poles, towers and wires shall be located as as to inter-
fere aslittle as practicable with normal use of said streets, avenues,
alleys, highways, bridges and other public places in the City of Okee-
chobee, and so as to preserve reasonable means of egress from and ingress
to abutting property.
The location or relocation of poles, towers and conduits of Grantee
may be appr6ved by the City's lawfully constituted authority and so as
not to reasonably interfere with the proper operation of Grantee's lines
and services and relocation of any pole or poles may be ordered for the
reasonable convenience of the City or its inhabitants; and the relocation
of any pole or poles so ordered shall be under the direction and super-
vision o£ the City's lawfully constituted authority together with the local
manager of the Crantee.
Grantee shall properly replace or repair any sidewalks, or street
that iis displaced, destroyed or damaged by the Grantee in construction of
its said poles, line or conduits; and upon failure to do so after twenty
days notice in w~iting, shall have been given by the duly constituted
authority of the City to the said Grantee, the City may repair the same
at the cost of the Granteee
Section 6. The City of Okeechobee reserves to itself the rights and
powers embraced within Section 167.2P., Florida Statutes, 1941, and also
Sect~ on 167.43, Florida Statutes, 19~l, annotated. Thc Grantee grants to
the City of Okeechobee the rights and powers embraced within Section 167.2~,
Florida Statutes, 1941. The City of Okeechobee reserves to itself, and
the Grantee shall be subject to the provisions of Sections 167.~3 through
Section 167.27, Florida Stat~tes,19~l. Naximum rates to be charged by
Grantee are hereby fixed as those rates which, from time to time, may be
fixed and determined by the Florida Railread Commission or any other duly
constituted public' body charge'd with the fixing and regulating of rates
for such service.
Section 7. The cutting and trimming of trees upon the streets and
alleys of the City of Okeechobee by the Grantee shall be under the super-
vision of the properly constituted City authority; and all debris from such
trimming and cutting shall .be removed by the Grantee.
Section 8. This franchise and grant to the Grantee as provided here-
in is made with the understanding that the Grantee plans to replace the
present manual central office equipment and telephones in Okeechobee with
automcatic cemtral office equipment and dial telephones, the Grantee here-
by agreeing as p~rt of the consideration herefor to make such installation
and complete the same within eighteen (18) months from the effective date
of this Ordinance, subject, however, to strikes, inability to secure
necessary material and e. qUtpment, acts of God and other matters over which
the Grantee hasno control.

Section 9. This Ordinance shall take effect as soon as it shall have been
duly passed and adopted, as required by law and accepted by the Grantee.

~rs. Gladys Clay, owner of Gladys Cafe, appeared before the Council in re-
gard to the water standing in front of her place of business. The Council agreed to
to investigate and referred matter to ~.~arvin k~obley.
Clyde Hancock was present stating that the State Inspector had refused to
approve his nursing home due to inadequate fire protection and requested the Council
to improve the insufficient water system. The matter was discussed and the Council agree~
to investigate and see what could be done. The water system was discussed and due
to the growth and improvements in the city the council agreed that new mater lines
are very badly needed. Financing of such a program was discussed and ~layor Raulerson
was requested to contact Thomas ~i. Cook and Co~npany asking that their representative
meet with the Council to discuss financing of such a project. Taxing property owners
for water main and increasing the tappage fees were viewed due to the increase in
cost of meters, pipe and connections.
Councilman VJatford moved that the City Council. meet at 7:30 P. ~i. until
further notice, seconded by Councilman Thomas and carried.

Comolaints as to the aal~ct in the alley between Joe Bongiovanni building and
Frank's Bar-B-Q was heard and the Clerk was instructed to notify Bongiovanni that sand
must be removed wi.t~[in ten days.
Applications for the special policeman were tabled until future meeting to be
held in April.
A letter from William J. Farrell, Sanitarian, regarding vaccinating dogs was
read and Counc~:l agreed to have this done and to publish notice in the 0keechobee News.
Building permit applications from the following were presented and upon
motion by Councilman Coker, seconded by Councilman Tho:~:as and carried said permits were
granted: Fred T. Wilson $$,000, Alto Watford, Sr. ~2,000, and Burnette Bartlett $10,000.
Upon motion the Council adjourned.

letter from A. ~prtmt of the Audubon Society, regarding complaints of the Audubon
