1953-05-04 Regular 355 May 4, 1953 The City Council of the City of 0keechobee, Florida, met in regula~ session at the City Hall on the above date at 7:30 P. M. with the following present: Mayor Raulerson, President Chandler, Councilmen Coker and Roe with G. C. Du~ance, City Attorney and L~ena Spivey, City Clerk. Minutes of the meeting held April 6, 1953, were read and approved as read. Attorney Du~rance read law governing arrests. Glen Snodgrass, representing the Community Christmas Committee, appeared and. discussed the proposed project of erecting additional Christmas lights in the parks, Also stated that the committee had a bill in the arear and requested if possible for the City to make donation to take care of said bill. After discussing the Council stated that due to the financial standing of the city at this time they were unable to make requested donation, but were willing to help in the near future if possible. Glen Snodgrass, representing the American Legion, also discussed the recent fair sponsored by the American Legion held in the city and requested permission to sponsor another f~air in. 1954..- After discussion Councilman Roe moved to grant the American Legion permission to sponsor fair in 1984, provided that no gambling devices be allowed, seconded by Councilman Coke~ and ca~ried. Chief Thomas discussed with the Council the matter of the city endorsing the Blue Cross Insurance plan. Council agreed that the Clerk secure information on matter. George Clay appeared in regard to a report from the State Board of Health condemning the outdoor toilets located on property West of Abandoned F. E. C. railway 356 property and South of South Park Street. Clay stated that in order to install sanitary facilities in each house that a larger water line was necessary. Water Supt. Kinsaul, stated that the consumption on premises would not pay for the installation of a larger line, due to the distance from the water main. It was suggested that Clay erect a community bath house to relieve situation. Monty Moore discussed with the Council licensing all solicitors and peddlers operating within the City of Okeechobee. The Council advised that an Ordinance govern- ing both was in effect. G. E. Bryant, Jr. made complaint regarding the condition the dragline clean- ing the Markham Brothers drainage ditch had left his property in. The Council agreed to have the matter taken care of at once. Water Supt. Kinsaul expressed the need of ftlteration sand for the filters at the water plant. T~e Council agre~ for the clerk to inquire about matter and place order. ~ John T. Pickett, Engineer for the swimming pool project was p~esent and dis- cussed the progress being made on project plans. He stated that the bids for the pool were ready to be advertised. The Council discussed the financing of pool and the location. It was decieded that the Council would meet with the County Commissioners at their next meeting and endeavor to get a Resolution adopted as to the amount the County intends to set up in their 1954 budget toward building the pool and also definite infox~nation regarding the location. Mr. Pickett also requested that the City issue letter confirming the retain- ment of Pickett, Stetson and Borowski as Engineers at a 6% retainer's fee. Councilman Roe moved to instruct the Clerk to issue letter in accordance with above request,, seconded by Councilman Coker and carried. Councilman Coker moved that the Council hold their meetin~at ?:30 P. M. until further notice, seconded by Councilman Roe and carried. Councilman Roe moved to instruct the Clerk to write letter to Florida Power and Light Company authorizing installation of two street lights at the following locat- ion: Co~ner of S. Fou2th Street and OsceOla St. Corner of N. Ninth STREET ANd Kissimmee St. Attorney Durrance read the proposed Sanitary Ordinance and after discussion was tabled until next regular meeting of Council when full Council would be present. The City's financial status was discussed. The need for mowing street shoulders was discussed and agreed by Council to have this taken care of. Councilman Roe brought before the Council the need of a culvert on Kissimmee Street at Tenth Avenue. No definite action taken. A letter was read from R. B. Meserve, Secretary of Chamber of Commerce, advising the City that the sign Just West of Holopaw located on road 90 had burned down and he felt that the Council would want to replace it.
