1951-09-10 Regular 299 An Increase' in salary ~.or certain city employees was discussed. After which Councilman Watford moved to increase the salary of the following employees $28.00 per month; also to increase the attorney $10.00 per month, seconded by Councilman Roe and carried; RESOLUTION WHEREAS the city council of the city of Okeechobee, Florida, in preparing the budget for the year 1951, did provide for the pay- ment of salaries for certain city employees, as will more fully appear from reference to said budget, and WH~JREAS, the city council is of the opinion that the salaries paid sa~d employees, does not fully compensate said employees for the work oerformed by the~, and WHEREAS, the cost of living has greatly increased during the past several months which makes it imperative and adviseable to raise the salaries of said employees, therefore; ?.E IT RESOLV. A complaint from Eunice Lamb regarding water bill was heard. No acticm Taken. A matter of the. drainage situation on property assessed to Alice Bass was discussed. The matter was referred to Marvin Mobley, San. Dept. Supt. The statement from Belcher Oil Company for road repair was discussed. Council man Roe moved to remit &8,000.O0 from Cigarette Tax Fund to Belcher Oil Company and letter stating this was part payment and that arrangements were being made for the bal- ance of down payment. Seconded by Councilman lhomas and carried. Councilman Roe moved to table sewer program until full Council was present. Seconded by Councilman Thomas and carried. A complaint was heard regarding a street being closed by a fence erected by G. E. Bryant, Jr. ~aking a crossing at the Street was discussed and matter referred to Councilman Roe. Councilman Roe moved to notify Bryant to removed fence from City street. Seconded by Councilman Thomas and carried. Water Supt. Kinsaul brought before the Council the need of some kind of pro- tection for the water meters. Council agreed to permit Kinsaul to purchase concrete blocks and make boxes for meters. Councilman Roe mo':ed to increase Alfred Watterson salary $25.00 per month. To become effective August l, 1951. Seco~ed by Councilman Thomas and carried. A letter from Okeechobee County' Health Dept. was read. Councilman Thomas move~ to grant request if the County did sam. e and when lease was executed. Seconded by Councl man Roe and carried. A request for a culvert by Thomas Ewing was heard. Council agreed to g~ant request. R. E. Willis surveyor for Okeechobee County requested the city to purchase concrete monuments for land markers. Councilman Roe moved to purchase ~5 monmments. Seconded by Councilman Thomas and carried. Complaints of car parking on the new marked streets was discussed. The Chief of police was requested to check this matter. Upon motion the Council adjourned. Marvin Y~obley brought up the matter of blinker lights for the city owned ~ruck,, The law states all trucks must have these lights. Councilman Roe made motion to purchas~ said lights, seconded by Councilman Williams and carried. The Council suggested that the lights be purchased at the place where they could be bought the cheapest. Police Chief Thomas appeared in regards to prisoners being released before~ sentmnces were served. Attorney stated it was entirely up to the Mayor and not under the Councils supervision. Dalton Brett appeared befor,e the Council in regards to establishing city stree right-a-,ways. It was stated that the County had agreed to clear street right'a-ways providing the City will employ a surveyor to get accurate, property lines. Roe moved to employ R. E. Willis to survey streets .as needed. Seconded by Qouncilman Watford and carried. Herb®rt Nix asked for permission to fix his station driveway. ~i~m~ Nix stated that the Standard 0il Co. would assume all expense of the work providing the Council would give them permission to make the change. Councilman Williams moved to grant Nix permission providing the City Has the authority to grant this request and if it is satisfactory ~ th the State Road Department. Councilman Watford seconded'm~tion and m~tion was carried. ~ Mrs. E. F. Dudley spoke in behalf of the Children's Committee regarding the swimming pool. The City Council discussed the matter and assured the aommf~ttee they would give at least $5,000.00 to the project over a period of two years and upon ~_, completion of the budget would give more if possible. President Chandler appointed Roe, Watford and Williams to work with the Women's Committee to get olans and location worke, out as soon as possible. The 0keechoOee Church Council wrote a letter to the Council asking for an extra policeman for night duty to check into the problem of Ju$ile deliquents~and to help prevent such. Council discussed situationand Councilman Roe mo~ed to establish Polic® headquarters at the city hall in the vacant room adjoining fire station. Watford second- ed and carried. Councilman Williams moved to employ night policeman at a salary of 302 $200.00 per month. Councilman warlord seconded and motions_ carried. It was agreed by the G6uncil for the Laws and Rules Committee to employ night policeman. The Council gave Fire Chief Hancock permission to leave City llmita on fire calls; Water Supt. Kinsaul appeared in regards to City furnishing pipe from main to property of persons wishing water connections. The Council dec$~ded there would be to great, an expense, but agreed to make the water connections if property owners would furnish the pipe. . Upon motion the Council adjourned. Councilman Roe moved to purchase the two banners, seconded by Councilman Watford and carried. Mr. Snodgrass also requested that the City issue American Legion Club Room License free of c~marge. He stated that if the City saw fit to grant this request that by next year the Legion would be in such position that they would not have to request any donation. The matter was tabled for present. Mr. Snodgrass also stated that .the American L~gion :~ ~ . .aa agreed to donate land for the swimming pool Councilman Roe sugges-i;ed that the City Occupational License Ordinance be revt&wed. The need of water meters was brought before the Cotuaci! by the Water Supt. and discussed Williams by the Council. Councilman/E~a moved to olace order for 24 meters, seconded by Council- man Roe and ca~ried. The shortage of pipe used for the water mains was also discussed. The ~ater Supt. was given authority to order ~eeded pipe. T~e Clerk was requested to write for priory number.
