The City Council of the City of Okeechobee, Florida, met irregular session
at the City Hall on the above date at ?:30 P. M. with the following present: Mayor
H. H. Raulerson, Councilmen Martin, Mc Dougald and Warlord with G. C. Durrance, City
Attorney and Lorena Pearce, City Clerk.
In the absence of Pres. Chandler Pres. P~e-tem Martin presided at the meeting.

Councilman Mc Dougald moved to adopt the following Ordinance and upon being
seconded by Councilman Warlord was put to a vote and unanimously adopted:
ORDINANCE NO. 24~
AN O~DINANCE REQUIRING ANY PERSON, FIRM OR CORPORATION
DESIRING TO ERECT, ALTER OR REPAIR ANY BUILDING OR
STRUCTURE WITHIN THE CITY LIMITS OF THE CITY OF OKEE~
OHO , FLORIDA TO SECURE A BUILDING PERMIT FOR ~HE
~C~I~, ALTERHTION OR REPAIR OF SAID BUILDING OR
STRUCTURE, AS HEREIN PROVIDED~ AND FIXING THE PENALTY
FOR VIOLATION THEREOF.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
OKEECHOBE~, FLORIDA:
Section 1. Upon the passage of this Ordinance, no person,
fimn or ce~poration, shall build, erect, enlarge or Alter, any
building er structure, or shall cause the same to be done, with-
in the corporate limits of the city of ~keeeh~ee, Florida, until
a Permit for the erection, enlargement or alteration of said
building er structure shall have been secured in accordance with
the provisions of this Ordinance.
Section 2. Any person, firm or corporation desiring to
build, erect or alter any building or structure within the cor-
porate limits of the City of Okeechobee, Florida, shall submit

to the City Clerk of said city, a diagram or plan of
said building or structure to be erected, enlarged or
altered, together with a statement of the materials to
be used, the approximate size of said building or struct-
ure, and an estimate of the cost of the work to be done.
Section 3. Upon compliance with the provisions of
Section 2 of this Ordinance, the City Clerk of. said City
is hereby authorized and directed to issue a Building
Permit to the person, firm or corporation making application
for said permit, provided, however, a~id party shall first
pay to the said city Clerk a fee hereinafter stated~
For the erection, enlargement or alteration of any
uilding or structure, at a cost not to exceed
1,000.00, the sum of $8.00
For the erection, enlargement or alteration of any
building or structure, costing more than $1,000.00
and not more than $5,000.00, a fee of $3.00 per
Thousand Dollars;
For the erection, enlargement or alteration of any
building or structure, costing more than $5,000.00
and not more than $10,000.00, a fee of $2.00 per
each additional Thousand Dollars above ~,000.00;
For erection, enlargement or alteration of any
building or structure, costing more than $10,000.00
a fee of One Dollar per $1,000.00 over $10,000.00.
Section 4. This Ordinance is hereby declared to be an
Emergency Ordinance, necessary for the protection of the
health and safety of the citizens of the City of Okeechobee,
Florida.
Section 5. Any person, firm or corporation violating
any of the provisions of this Ordinance shall, upon com-
viction thereof, be punished by imprisonment in the City
Jail for not more than 30 days, or be fined not more than
Two Hundred Dollars.

Residents living in the vicinity of the Tallow Plant appeared and stated that
something had to be done in regard to the~ o,'~or caused f~om the plant. After dis-
cussion Councilman Watrord moved that the clerk be instructed to w~ite to
Smullin and request that something be done about the odor form the plant within ten
days or the City would take action. Seconded by Councilman Mc Dougald and carried.
Mrs. Sadie Chandler appeared in regard to a building permit, she was advised to
get the permit form the Clerk's office. Also Mrs. Chandler discussed With the Council
the tappage fee for water.
Albert Ezell appeared before the Council and requested permission to repair white
' way lights on South Park Street free of charge. The Council granted Ezell this ~ermiss~on.
'- Councilman Warlord moved to adopt the following Resolution and upon being seconded
by Councilman Mc Dougald was put to a vote and unanimously adopted:
RES OLUT I ON
WHEREAS the State Road Department of Florida, is now
engaged in the paving and curbing North Park Street within
the boundaries of the City. of. Okeechobee, Florida, and
WHEREAS it is necessary to remove certain electric cable
and standards from the North side of the said North Park Street
~n order that the State Road Department may proceed without any
unnecessary delay, and
WHERIAS the Board of County Commissioners of Okeechobee
County, Florida, has agreed to removed said electric cable and
standards at its expense and without any cost or liability of
the City ef Okeechobee, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY~ OF OKEE-
CHOBEE, FLORIDA, that the said city does hereby, and by these
PRESENTS, do remise release and forever quitclaim unto the
County of Okeechobee, Florida, any and all manner of liens,
claims or interest that said City of Okeechobee, Florida, has ~-
or might have in the said electric cable and standards herein- ~m

this Council that it will be to the best interest of
said City for funds obtained from said taxes to be used
to improve the streets and parks of said City, and the
Council having given due consideration, Now, THEREFORE,
~-- BE IT RESOLVED by the City Council 'of the City of
0keechobee, Florida, that all funds realized from the
said Utility Tax be deposited in a special account and
be used solely for the improvement of streets and parks
in said City", said resolution be duly approved by the Mayor

Councilman Mc Dougald moved that the following Resolution be adopted and upon
being seconded by Councilman Warlord was put to a vote and unanimously adopted:

WHEREAS the City of Okeechobee, Florida, desire,
to install a pipe line under the Railroad property of
the Seabeard Railway, in the city of Okeechobee, Florida,
at a point 1,110 feet East of Mile Post 908, and
WHEREAS the said Seaboard Railway and the said City
have agreed on the terms and conditlc~s regarding the
said installation as hereinbefore mentioned, as per
Seaboard #Pipe Line Crossing, Form 1562-12-47" this day
herein submitted by the said Seaboard Railway Company,
Now, therefore, in consideration of the eonv. enants set
out in said agreement ~
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OKEECHOB~E, FLORIDA, That the Clerk of said City and the
Mayor thereof, are hereby authorized and directed to affix
their rempective signatures to said agreement, in behalf of
and for the benefit of the city of Okeechobee, Florida,
according to the tenor and temns of said agreement.

President Pro-rem Martin brought before the Council a request from a citizen
to open First Street So~th of Okeechobee Elem. School. The Council agreed that at this
time they were unable to grant request.
The Taxi Ordinance was brought before the Council and discussed. Councilman
warlord moved that the Chief of Police be instructed to strickly enfore the Ordinance
No. 250. Seconded by Councilman Mc Dougald and unanimously carried.
