1949-02-07 RegularJanuary 3, 1949 The incoming City Council of the City of 0keechobee,~ Florida, met in regular session at the City Hall at 8:00 P. M. on the above date with the following present: Councilmen R. E. Chandler, M. M. Martin, Sr., D. B. Mc Dougald and ^lto Watford, Sr. with Lorena Pearce City Clerk. It b.ing in order the oath of office was administered to the Councilmen, Clerk and Chief of Police by G. C. Durrance, Notar~y Public. M. T~. Martin, Sr. was chosen as temporary Chai~man and opened the meebing with prayer afSer which he announced that nominations were in order for the election of a President of the City Council. Councilman Mc Dougald nominated R. E. Chandler. There being no further nominations Councilman Chandler was declared elected President. President Chandler Stated that nominatioK~s were in order for a President Pro-Tem. Councilman Watford nominated Councilman Martin. ~'There being no further nominations Comncilman Martin was declared elected President Pro-Tem. President Chandler stated that an 'Attorney shoul~ be appointed to represent the City. Councilman Mc Dougald nominated G. C. Durrance and Councilman Martin nom- inated Mary Schulman. Upon motion duly seconded and carried a vote of secret ballot was taken. G. C. Durrance received 3 votes and Mary Schulman received 2 votes. G. C. Durrance was appointed City Attorney. Due to the absence of a member of the City Council it was agreed to post- pone the appointing of committees and employing city employees until a full Counci~ was present. Councilman Nix the absent Councilman voted in the above elections by proxy. Upon motion the Council adjourned to meet January 10, 1949. ~. E. Chandler, President ATTEST: · City,~lerk . Kinsaul, Water Superintendent. Councilman Martin opened the meeting with p~ayer. G. C. Durrance, Notary Public administered the oath of office to Mayor H. H. Raulerson and ~ouncilman T. H. Nix. Mc Doug~d Alto Watford K. E. Stello ~Ppeared before the Council and requested that he be given the Instt~ance Policies of the City for the next two years. After discussion Councilman Nix moved that the Insurance of the City be given to K. E. Stello for 1949 and 1950. Motion seconded by CounCilman Mc Dougald and carried. The telephonesituation was discussed but no action was taken. A complaint was reported regarding the city dump and the sanitary conditions were discussed also the matter of an incinerator for the City. It was deceided that the Sanitary Committee would investigate the incenerator used in Highlands County and details of cost and operation. Martin Councilmen/ C~irman of Street and Parks Committee requested a list of the equipment in the Street and Parks Department. The matter of auditing the City Clerk's books for the past two yea~s was discussed. Upon motion by Councilman Watford, seconded by Councilman Martin and carried the Council agreed to accept bids on the work. Upon ~otion b2 Councilman Mc Dougald, seconded by Councilman Watford and carried, the Council agreed to table all applications for city positions until next regular meeting of the Gouncil. The Council d~scussed the matter of the Council meeting news being entered in the local newspapers. Councilman Nix moved that the newspaper managers take action of Council at each meeting and run it in paper as a news item. Seconded by Council- man Martin and carried. Black, req~esting the Co~c~! to meet with him snd Prof. Eubsugh Febr~)ary 1~, 1949 in behalf of an sccount with the City of 0keecbobee. After Discussion the Co~cil advised the C~ty Clerk to wire Dr. Black that they were unable to have a meeting on the re4~ested date but would be glad for him to attend the regular meeting ~arch 7, 1949. ~.~. Stello presented the insurance policies for t~e City amd explained the changes in the premix. A $20,000 fire ins~rance policy on the City Hall was submitted. A motion by Co~cilman Mc Dougald to reduce premi~ to $10,000 was seconded and carried. Due to the ch~ges in the premiss the Council agreed to table policies for reveiw un.til February ~1, 1949. All~n Warkh~ and ~rs. J. ~. Roe, ~7 r. appeared before the Co~mcil a~d stated the ~tsturbance to adjoining property o~ers~ that wo~l~ be ca~ssed by the erection of the Drive-In Theatre. After much discussion they were advised that there was nothing the Co~cil could do to prevent the Drive-In Theatre from being erected, due to the ~ fact, that there was nb zomtng law in existance. S. H. ~fc Dougald and R B Meserve ~ acting as a co~ittee representing t~e Chamber of Co~erce, requested pe~sslon to drsw Ordinance on zoning system and present to the Council for their consideration. Request wss g~nted. ~ Mrs. Leon S. Eisenman a~d Mrs. Erwin F Dudley appeared in behalf of the . Woman's Club, requesting aid in establishing a playgro~d in the park east of the tennis court. Upon m~tion by C0~cil~an Watford, seconded by Co~cilman Nix and carried, the of Council agreed to contribute $~00.00 to the fencing/the park and setting up a drinking fo~mtain. Pe~ission was granted by the Council to use the pa~k for this D~rpose. ~lso . requested was the permission t0 use one of the city parks as a place to set UP a circus to be sponsore~ by the Womans's Club during the week of Febr~sary 14. They were advised that a Carniv~ was booked here for February 14 to 19. Due to this they deceided to postpone ~til a later date. ~r~ John P. Cochrane, Jr., certified public accountant, appeared before the Council in re,rd to auditing the City Clerk's Books. After discussion the Council agreed that t~ finance co~ittee would handle this matter and take definite action ~ as soon as possible. :~' A r~uest by the residents living on Fourteenth Street, South 0keeChob~ee and ~ North to the Gld Dixie, to repair said streets as it was becoming impassable. The Co~ncil advised that repairs would be made as soon as the road patrol was available. C. L. Stric~e ~nd D. F. Pearce requested the Council to appoint an Electrical Inspector' and to give s~e protection~against transit electricians. The electricians were requested to enter ~ny suggestions that might Prove beneficial.' The matter was tabled until next meeti~ of the Council. C. F. Boyles, ~n behalf of R. P. Barfield and Cecil Barber, Tomato packing requested by the sanitary committee house owners, ap?eared/i~regard to the~sanitary condition.now existing. Discussion and suggestions by A. B.~. Jackson, representative of State Board of Health, an agreement was reached that all culled tomatoes would be hauled~ about 3 miles from town and dumped in Dave Coker's pasture on a sand hill~ known as land filled garbage disposal A method of garbage ~isposal/was explained by A. B. Jackson and discussed with Council. ~fter having discuss6d the matter with Harle Williams and Glen Davis dragline owners the Coun~cil agreed to accept bids on dragline work at ~he meeting of the Council February 21,~ 1949. The matter of ~olning the Florida League of Municipalities was brought before the Council. The membezlship fee is $20.00 per year. .~fter discussion Councilman Watford moved that the City Join the Florida League of Municipalities. Motion seconded by Councilman Martin and ca,tied. Upon motion tbs Council went into Executive session. The Council thSn camelinto open session. A motion by CoUncilman Watford, seconded by Councilman Martin and carried, to ~&m® the Clerk's Salary from $175.00 to$200.00 per month and to raise the Clerk's helper from $30.00 to $35.00 pe~ week. Councilman Wat$ord moved that the city reemploy all city employees now employed by the City. Motion seconded by Councilman $~c Dougald and carried. Councilman Mc ~gugald brought before the Council the need of the enforcement of the Ordinance of inocmlation of dogs for rabies. The matter was passed to Mayor Raulerson who was to get in contact with Dr. Thomas and report to the Council the outcome Ma~or Raulerso~ brought before the Council the fact that the City had made provisions in the 1949 bmdget to purchase a city owned police car. After discussion the Council agreed to table matter until next meeting of the Council. Building applications from F. E. Wilco~ and C. A. Cleveland were presented, and upon moti~n by Counciln~an Mc Doug~d, seconded by Councilman Martin and carried the said applications were a$cepted and permits ordered issued. The subject of the west side of the City Clerk's office being used by private interest was discussed.
