BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA:~ Section Sne. Raulerson MAYOR By request off!the Council, J. F. Hosea, General ~anager of Inter County Tel- ephone and Telephone Company, appeared before the Council in regard to a Franchise and services of the telSphone company. After the matter having been discussed the Council a~vise~ Mr. Hos~a to prepare a suggested Franchise for the consideration of the Council at the nextiregular meeting. The franchise now held by the telephone company expired May 11,ii!194~. Clifford BoylSs appeared in behalf of Barfield and Barbe~, packing house operators, requesting t~at the City permit the erection of sanitary outdoor toilets on the property belonging to Mr. Barfield, located in the Northwestern section of the city near colored town. Upon motion Councilman 'l~omas moved that the City give to the above named person permSssion to erect sanitary toilets under state specification, due to the fac~t that, the C ty was unable to put water to the building. Motion seconded by Councilman Watford and carried. Bruce Mc Donald stated that the expense of repairs to ~he tennis court had amounted to more than expected and requested that the City give $75.00 in addition to the $100.00 already given by the City. Upon motion by Co~zucilman Watford, seconded by Councilman Thomas and carried the Council agreed to give $75.00 for additional repairs to the tennis Cou~t. Joe Ingrain repre~nting the V. F. W. and American Legion, requested that permission be granted to the above organizations to erect the monumen~ fsr the men lost in action in the park on State Mad ~ I~South of Nix Service Station. Upon ~otion by Councilman Brette, seconded by CoUncilman Watford and carried the Council agreed to grant the above recuest. It ha~ been deceided that a collection would be taken from the citizens to help pay for the m°~ument and that the city would pay the difference or make up the balance due on the mon~!ment. The matter ~ qualification fee for the Chief of Police came before the Council. Councilman ~!homas moved that the fee be set at $S$.00. Motion seconded by Councilman Chandler a~ carried. Upon motion ~y Councilman Brette, seconded by Councilman Watford and carried, the Council agreed to ~aise the salary of Marvin ~Mobley $5.00 per week and he is to be ~n charge of the Stree~ and Sanitary Department. Lorena ~'earc~, City Tax Assessor, presented the City Tax ~ssessment Roll for the year 1948 as completed by her to the City Council for examination by the Council. Upon motiom by Councilman Watford seconded by council~an Chandler and carried, the Council accepted the ~ty Tax Assessment Roll for the year 1948, as prepared and presented by the City ~ax Assessor. The Mayor 'stated that the purpose of this meeting was to consider the Detit~on filed by the candidates. Due to the absence of President Williams, President~ Pro-tem Thomas had t he meeting in c~arge. Th~ City Clerk presented the petitions of candidates in the General City Election to ~e hedl December 7, 1948, and said petitions were eEamined by the Co~mcil and all petitions were found to ~ontain the req~ired number of q~alified electors. Motion was made by Councilman Watford, seconded by Councilman Chandler and carried, that all petitions be accepted. Martin, Sr., who became a candidate in the election to be held Dec. 7, 1948. P. P. Evans &ppeared before the Council and requested a donation from the City for the float to be se~t to Tallahassee for the inaguration of the Governor. The Attorney expressed theiopinion of the Council in stating that the City was in no fin- ancial condition at th~s time to make any donation ss there was no ~oney alloted for such and that the new ~udget did not take effect until January 1, 1949. Mr. C. H. Pa~kerson, Manager of Florida Power and Light Company in Okeechobee, presented the City wit* a check in the amount of $534.75, Franch~.se payment calculated in Accordance with 0rd~nance No. 223 effective November 5, 1946.
