CALL TO ORDER
Mayor Watford called the regular meeting of the City Council for the City of Okeechobee to
order on Tuesday, July 21, 2020, at _6:00 P.M. in the City Council Chambers,
located at 55 Southeast 3rd Avenue, Room 200, Okeechobee, Florida. Pursuant to
Executive Order No. 20-69 issued by Governor DeSantis on March 20, 2020, and extended
by Executive Order No. 20-150 effective June 23, 2020, the meeting was conducted utilizing
communications media technology (CMT) as provided by Florida Statutes 120.54(5)(b)2, by
means of Zoom.com Meeting ID 2459713294. The Host computer was operated by
Executive Assistant Brock. The video, audio, and digital comments were recorded and
retained as a permanent record.

B. Update from Tiffany Collins, Florida Department of Health Okeechobee County,
regarding COVID-19.
Turnout wasn't as good as we hoped. Tried to get more funding for asymptomatic but lost mobile unit to
other counties. Would like to change up how presentation is going. Numbers keep growing, what can we
do different to get people to wear mask. DW- people aren't realizing severity until it affects them directly,
and in community like ours people question the right of government to force wearing a mask. Number 3,
since we opened up people have taken it to mean everything is okay. Some stores are now mandating that
customers wear them. I wear it because I would hate to know I won't spread it to others. We should set
the example as leaders in our community. Wish we had open tests. TC- we have tried that DW- I was sick
and tried to get tested and answered truthfully and was not allowed to test. TC- how long do we want this
to go? Some companies are saying they've had enough and have put measure into place. 259 people
showed up to testing day for 1,000 tests. If I can't get at least 500 1 can't argue with state for additional
resources. BJ- blown out of proportion, no one will make a decision. BK- sense your frustration and thank
your staff for their work, but we are dealing with people who have their own belief system MC- my office
has called 3 or 4 times about testing because my workers cannot work on a property without a negative
test. Had to pay $250 per test. A little late now for this, we had to do something to get the tests done for
work. Very difficult to get tests done so long on phone to get to a test. TC- guidance from CDC on
healthcare workers and first responders should have been the only one who need test to return to work,
this was not intended for regular businesses. Regular businesses have their own guidance. My staff called
individual businesses and explained guidance to them. If you're exposed you should be staying home and if
you become symptomatic you can come see us and get you tested.
Updated numbers: 684 cases, 2 deaths. Additional deaths contributed to residents in long term care
facilities 50/50 avg male female .
hiring additional positions at Health Dept to contact trace and run call center. Nursing home residents have
been tested frequently, first round nursing had 10 positive residents, additional 2 were found on follow up
testing. Also had 10 juveniles at DJJ positive. CVS and Urgent care are testing. Have worked with school
board on school reopenings. DJJ are at higher risk. Ultimately school district has to decide whether to open
and when. Have sent out cloth masks to community. Blood bus is doing antibody test if you donate blood
they can tell if you have had the virus. Antibody blood can be used to treat victims currently fighting the
virus. OneBlood, Quest, Urgent Care and Amerilabs will do antibody testing. Avoid crowds and close
contact, disinfect surfaces. MC- will there be supply youth masks for schools? TC- only supply was given to
EOC staff. State has no more masks to give MC- how will we specifically get masks for the youths? TC- there
are no more masks at the state level. We gave 69,500 masks of that 6000 went to schools for summer
program. DW- thanks for all your work

Committee (as provided in Exhibit 4); seconded by Council Member wa

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OKEECHOBEE, FLORIDA,
ESTABLISHING CITY OF OKEECHOBEE CHARTER REVIEW ADVISORY
COMMITTEE"
DW- if I understand correctly, can't fill vacancy unless given authority. JF — its explicit they
cannot. DW they can be automatically removed for failure to attend 3 meetings. Should we
allow for an alternate member in case someone is removed? WA — is this a committee with
quorum? Dw — yes WA- recommends alternate DW — other boards have alternates for that
situation BK — how many alternates should we assign? DW — no more than 2, not like
planning board, ccrac sunsets after 1 year. BJ — 1 would be enough JF — this is a strong
chair committee the chair will develop the agendas and keep everything moving forward
DW — questioned if 3 days is enough for letter f BK — expound on section 6 JF- to ensure
progress they will need staff support, decision was to have administrator appoint staff to

assist. Administrator is a non voting member. DW- things may change, may need certain
people with expertise BK — certain businesses may be affected by decisions made so
wanted to clarify how this worked. Another question, did we discuss regular reports or will
we just receive report at the end of process? JF- me and admin will need to make sure
substance is reported to CC and support CCRAC members. DW- would like minutes to be
distributed out LG- all notices are worded so that any or all CC members can attend CCRAC
meetings without violating sunshine. MC — how many meetings? JF — charter doesn't need
to be a bible DW- probably require quite a few meetings BJ- we should approve and go
forward but when we will actually select members? LG- deadline for apps is in august BJ -
so we will recommend our choices now?

D. A motion was made by Council Member me to approve the
maximum millage rate for advertisement for 2020 Tax notices, 8.6018 for
budgeting FY 2020/21 [as provided in Exhibit 5]; seconded by Council Member

DW- this is the maximum millage for flexibility WA- what if we need more?
DW- must notify all taxpayers by mail, this amount is higher than we are
currently levying IR- if we chose to use higher millage we would need to mail
every citizen to inform them of the change WA -in these times should we
consider doing more than 1 millage more which would be easier than the
alternative DW -what is finance directors recommendation with the uncertainty
from state IR -projected revenues for this fiscal year have decreased
significantly. Might want to increased it now and adjust later BJ -don't think it
should be increased. our assessments went up from last year. We need to
learnt o balance budget without additional taxing MDO- reason we went one
above was because we waiting on additional state info. May be time to use
resources, we don't want to raise taxes. WA- can we wait for additional info?
IR -we must decide within 30 days of July 1 deadline to send to property
appraiser. WA- comfortable with 1 mil increase? IR- when you set maximum
millage rate you are saying that this is taxable value of your home here is last
years millage rate and here is this years maximum millage rate. Very costly to
do mail send out after the fact rather than raising millage beforehand which is
why we did the 1 mil. DW- this will be a tough year, but I will say if this is not
sufficient we should dip into reserves. I would hate to push rate above 8.6

2020/21 Budget Preparation and Millage Calendar, setting workshops to be
held August 12, 2020, at 5:00 p.m. and if needed August 18, 2020, at 5:00 p.m.;
First Public Hearing on September 3, 2020, at 6:00 p.m. and Final Public
Hearing on September 21, 2020, at 6:00 p.m., all to be held in the Council
Chambers at 55 SE 3rd Avenue, Okeechobee, Florida [as provided in Exhibit 6]1-

DW -Hearings must be after 5, workshops can be any time. IR- this is presented to you we
have to set these for advertising purposes. Because Okee News has moved to 1 publication
per week we must adapt our advertising scheduling. DW -Final Public Hearing dates will not
be on regular meeting days unless we change meeting dates.

G. Discussion regarding Fire Services (Exhibit 7).
DW- we've discussed several times, commissioners met and had discussion on our items. Admin can bring
us up to date MDO- Synopsis says firehouse and equipment resolved. DW- are they going by original
contract? MDO- 2 -5th year need to know what method they will use to assess DW -where are we differing
now? MDO- county will not open union contract, requested salary sheets. Will not hire anyone unless they
are a paramedic regardless of City paying for education and salaries. Probationary period for everyone no
matter rank. 6 payouts for people not transferring, seniority and rank and pay would not be honored, 12-
14% reduction in pay. Personnel is issues for us with them not opening union contract. DW- so they will not
recognize rank or hire EMTs. MDO- newbies would be hired as a medic 1, all senior employees would be
losing pay even at Ivl3 hiring. DW -as it stands we need to decide if that's acceptable to us. BK -same
question being asked, do we know exactly who is going over? MDO- this was sent to county Monday BK -
this email says they are still asking, do we actually know who is willing to go? BJ- showing 7 firemen
paramedics 4 making more money and 3 making less money. Suggest we pay them difference for first year
from sale of the equipment. DW- that is a change on our agreement that we would give them the
equipment MDO-if we have 3 they are not taking, I have potential buyout on 6 firefighters which is
substantial. Chief Smith- the employees concern is they do not want to commit without a written amount
of what they are going to get. DW- need to make sure they are brought over at Ivl 3 MDO- will verify that
info Chief Smith- probationary period is not fair. In mergers probationary periods do not happen, they
should not have to worry about this hanging over their head. Capt Rodrig- we do not have the number for
who would be going over. We don't have a buyout number MDO- right away we know 6 are taken out
WA- I object very much too probationary period, they should be brought over as FT employee day 1. Also
comparing net pay comparison city to county I'm showing decreases. We should do homework on
employees in DROP about buyouts. Have room to work with savings to make those losing money who
transfer over whole pay wise. Seniority and rank is not as important as salary. DW -What would we do with
3 who they will not take over? Buy them out? DW- if I was on county staff and had additional employees
and I am not paying their salary why would I not want those? Confused on why they don't want this. BJ -
that was proposed to them and its not an issue because they are not going to do it DW- I think we need to
boil it down and decide if were accepting counter proposal or if we want to do something different. From
what I understand most of this has to do with union contract which they will not open. BJ- it has to be 1 yr
probation because they are a new employee BK- we've been discussing contract for services vs a merger.
Were requesting a contract for these services if they are proposing it that's what they can do. We've lost
sight of original idea which was to save taxpayers money by contracting fire services out. The amount we
could save years down the road from other savings as well is what we should be looking at. WA- I would
like to look at the numbers for the buyouts on top of the base rate we are looking at. DW- finance director
and administrator have those numbers. MC- county said earliest they would do contract is may of next
year what is point of these discussions if it's a year from now. Would like to request county to open fire
union negotiations. Don't agree with how they want to handle the extra employees. Presentation from
commission said 3 EMTs, 3 medics and 1 inspector. They have been hiring EMTs. I am tired of the fire
department discussion and influence from elections with the commission, should put off until later. BJ -
make a motion for two attorneys to draw proposals for buyouts, second from BK. DW- will be working
with these numbers for the proposal. Discussion WA, BK, BJ considering attorneys making proposal while
staff researches buyouts. BK- we have no solid declaration to go over so we don't want to give them money
if they may leave. WA- they would not make them whole if they left JF- the county's position is clear that
anything considering making the city employees whole is on the city. Clarifying that the motion idea is to
get concrete WA- add buyout to bottom line. JF- would be similar to medic school situation with individual
agreements MC- probably October before county will vote on this and don't think numbers will change

MDO-can amend to schedule upon completion MC -concern is we have no medics who can go over until
May, then 90 days of training DW- county has made it clear they will not start Jan it will be in June. Concern
about methodology for year 2 fire assessment negotiation involve pay raises, insurance etc. Should put this
all off until next spring BJ- need to stop kicking can down the road and try to get an agreement done DW -
Allow public comments now Capt Rod- agree with Clark, Chartier and Franklin they will not take EMTs.
Should hold off for now. Wes Williamson- will save city 600-650k a year. ECOK recommends accepting
proposal as is. Other issues can be adjusted afterwards DW -agree with Clark WA- this vote is to get more
information about buyouts and get interlocal from county.

Paid hours for first responders
MDO-level playing field for first responders and admin staff. Right now first responders are not covered
DW -seems backwards MC- not none, just different JF -they wanted essential workers to continue on with
protective gear MC- says they would get 2 weeks paid admin leave if exposed, what is considered exposed?
Written info doesn't match what is on back side Chief Peterson -herb and I don't want to make too strict,
need these days for incidents. FF has had an exposure and has no sick days. MC- daughter works in hospital
and was exposed to virus and she does not receive pay for being off for exposure. Chief Pete- some places
don't allow it but doesn't mean we can't LG -attached flyer so you could understand that regular employees
get this paid leave and first responders don't, trying to level playing field DW -adjust wording to follow
same guidelines as FFCRA JF -original intent was to level playing field, suggest adding 7 t parameter to list to
solve issue Chief Smith -requiring family to have negative test. Possibility one person could wipe our whole
station out. Trying to protect others not necessarily them. Prolonged proximity to a positive case would
require a quarantine. BK- is requesting COVID test a legal thing? Chief Pete- we need to be careful because
we cant send all the responders home. We only want to allow paid leave for Dept head discretion we don't
need to complicate things
