Comparison of Proposal with Dimensional Standards: In addition to the general requirements and limitations applicable to all uses in the CPO district, the Applicant must comply with the supplementary regulations for adult family care homes and assisted living facilities set forth in Section 90 -695. Based on about 535 feet of non- driveway frontage along the three street frontages and about 300 feet along the north property line, there should be about 5,350 sf landscaped area along the roadway frontage and about 600 sf along the north property line, indicating a total of about 5,950 sf of buffer area. At 1 tree & 3 shrubs /300 sf of required buffer = 20 trees and 60 shrubs. Trees may be planted in clusters, but shall not exceed 50' on centers abutting the street. It appears that the buffer areas meet the 10' minimum depth along street frontages and 2' along other property lines, as well as the required buffer area total. While the Applicant lists only 24 trees and 48 shrubs in the Landscape Table shown on the Site Plan, it appears that more than the required number of trees and shrubs will be provided. Page -5 Staff Report Site Plan Review Application No.: 08 -010 -TRC Applicant's Name: Visiting Nurse Association of Florida Inc. Other Requirements and Considerations: Sidewalks (Sec. 78 -36): Five -foot sidewalks are shown along all three street frontages. Lighting Plan (Sec. 78 -71): A lighting plan should be submitted that meets the standard adopted by the City under Ordinance 1010 on February 19, 2008 of an average of one -half horizontal foot - candle power of artificial lighting. The Applicant has indicated that the lighting contractor will submit a lighting plan that meets the City's requirements. Dumpster Location: The dumpster location is shown at the east end of the lot adjacent to the loading area. Compatibility with the surrounding area: The Board of Adjustment and Appeal's approval incorporated a recommendation that during the site plan review the TRC take note of the paving, amount of landscaping, delivery schedule, and that the TRC ensure that the size of the building be consistent with the size of the lot and considerate of the area in which it is located (i.e., surrounding neighborhood). These concerns by the Board are consistent with the standards set forth in Sec. 70- 373(b), specifically requiring that the Applicant: "(2) Demonstrate how the site and proposed buildings have been designed so they are compatible with the adjacent uses and the neighborhood, or explain why no specific design efforts are needed. (3) Demonstrate any landscaping techniques to visually screen the use from adjacent uses; or explain why no visual screening is necessary." In light of the comments received during the public hearing on the special exception and the Board's concern over the possible size of the building in relation to the character of the surrounding neighborhood, Staff was initially concerned over the massiveness of the use. Most particularly, we found that the combination of three - stories and a width of 200 feet to be out -of -scale with the surrounding residential area. The size of the building has been marginally reduced by only 1,200 square feet, from 27,700 square feet to 26,500 square feet. Rather, the Applicant has reconfigured the site plan such that the building is moved back 15 feet further from SE 2nd Street (to 79 feet from the south property line) by placing a narrow landscaped berm and trees in front of a detention area and placing a narrow landscaped strip adjacent to the parking area. This increase in "spatial buffer" should reduce the visual impact of the building from the south. The generator will be used to maintain power to the facility during power failures. This application is for site plan review and approval of these facilities. When the variance was approved, the Board of Adjustment commented that the site plan review should ensure accessibility to the facility. Review of the Property and Proposed Site Plan: The 2.5 acres piece of property on which the generator and fuel storage will be located is surrounded on three sides by other County -owned properties and facilities, with the ball park being located immediately south across unimproved NW 4th Street. All of these properties are also zoned public facilities. Only the lands to the west across unimproved NW 7th Avenue are owned by private entities and these are all zoned Industrial. The subject site, surrounding properties, and zoning designations can be seen on the context aerial at the end of this report. The proposed building is a 36' by 36' square and will be located about 24 feet south of the main building and about five feet west of the small radio equipment building. The propose slab for the fuel tank is 15' by 15' and be located about 15 feet east of the generator building about 2.5 feet from the brick wall. The submission package did not include the completed "Checklist for Site Plan Review" and little of the information required. The County's submission contains no information other than a survey of the property and the schematic site plan showing the dimensions and locations of the proposed improvements from which the information in the foregoing paragraphs was taken. Because this is a site plan for only accessory structures, some of the information normally expected, such as parking, is not germane. However, certain information should have been provided to ensure that the proposal does not violate basic devel- opment regulations. Specifically there is no information as to the extent of building coverage and impervious surfaces, existing or proposed. Nothing is provided in the way of landscaping or screening of the facilities, or explanation as to why such treatment is not necessary. Comparison of Proposal with Dimensional Standards: While the information submitted was limited, Staff offers the following comments based on its own calculations and observations. Further Sec. 90 -450 requires that multiple structures on the same lot shall be treated as if they were on separate lots. Generally, this would mean that the separation between structures or buildings should be the combinations of the setback required for each structure. It is difficult in this instance to determine specifically what the separation should be between the principal structure and the generator building, but our interpretation would be between 40 and 45 feet. Staff is hesitant, however, to recommend strict adherence to this requirement because of the previous granting of the variance to the front yard setback. Staff feels that the general location of the generator building and the fuel tank slab in relation to the prin- cipal building was apparent at the time the variance was granted, although the actual separation was not; and, that some variance to the building separation was implied. Most general commercial uses generate at least three trips per 1,000 square feet. These factors are used to estimate the level of traffic expected to be generated by the uses incorporated into the Applicant's site plan. At 3.0 trips per 1,000 square feet, the 5,350 square feet of retail space and 6,615 square feet of indoor recreation are together expected to generate about 36 trips at the PM peak hour. Adding to this the 11 trips likely to be associated with the 7,150 square foot office building, indicates that total peak hour trip generation associated with the uses proposed on the site plan should approximate 47.
