RE: Synopsis from July 9th BOCC meeting
Council, please find the general synopsis of County Commission Meeting held July 9th regarding Fire
Services.
Should you have any questions, as some items do require some additional discussion and require
interpretation, please advise. The information below was the main points on the discussion. Link is on
the county website.
Key Points
- Initial offer to stand to be $678K for the first year, not the assessment rate; secondary years I
was not able to interpret from the meeting but would be utilized to ensure continuity and
ability to use the assessment when the updated study is completed.
- Appears subsequent years the potential new assessment would be the rate once completed.
- City station would be utilized as necessary, and house equipment until other county options
become available (potentially two minimum years).
- Date for beginning operations would be tentatively June 1, 2021. Paramedic classes would
end in March / April and first dates of testing is in May.
- Metrics for response time and level of service are underway with software.
Personnel
- County is NOT willing to open Union contract.
- Employees to come over as new employees
- No Rank will follow with employees
- Pay is reflective of Paramedic pay for county but will be the same pay as current.
(No additional stipend or step would be given for years of service).
- Seniority and accrual for those staff would not be given.
- All transferring staff would be under the 1-year probationary status as with all employees as
well as probationary term for paramedics of 3 months, as any new hire.
- Transferees must have paramedic certification or pending completion, no EMT’s would be
Considered or hired, regardless of proposed pay and additional educational funding.
- Employees would be given option for pensions.
- There is a question as to how many are going to the County. I have asked if a letter of intent
would be allowable by the union and if so, the number of firefighters that would go. County
has additional information on employees as per the sheet attached.

Marcos,
The County in the first year would tentatively agree to accept the Fire Assessment methodology as payment. The
Commission wants me to calculate the actual cost for comparison purposes. There may be further discussion if the Fire
Assessment does not cover the full cost. I think that is why it was not clear in the meeting.
In year 2, once the Fire assessment methodology is updated, the county would accept as payment the new rate
structure developed in the Fire .Assessment Study and so on each of the following years.
The County is not going to assess the City properties for the fire, it is up to the City to determine the source of revenue
to pay the county.

I'm sorry to bug you, just wanted to clarify one item for fire Contract.
My understanding is the County would not be using the fire assessment the first year, (utilizing the fire costs as you
compiled in the spreadsheet)
however subsequent years for the remaining portions of the contract the county would.
Just trying to verify for council, the meeting it seemed ambiguous never cleared stated.

Marcos,
One additional comment I forgot to add to my earlier response, is once the County knows which employees are coming
from the City, then a more accurate cost can be developed. If you'll recall, I sent you the step plan and the Chief will
make recommendations on the slotting of those employees into the Step Plan, up to Step 3. Then I can provide to the
Commission the cost comparison of applying the Fire Assessment methodology vs the actual cost so they know whether
or not there is a diff erence,either positive or negative.
Also, keep in mind the Fire Assessment rates are adopted annually and may change from the FY20 adopted rates to fund
the FY21 budget, which does not include anything currently to provide the City with Fire Services. The County would
amend its budget during FY21 to appropriate funds from the City to provide the service, should that be the
determination. Additionally, FY21 would be a prorated year for the months remaining through September 30, 2021 (ie 4
or 5 months, whatever is determined).
If you need any other questions answered or clarification, please feel free to ask. I am in a budget workshop again this
morning.
