CALL TO ORDER - Chairperson The meeting was called to order by Chairperson Brian Whitehall. B. Minutes - Secretary Director Robertson moved to dispense with the reading and approve the April 25, 2007 Technical Review Committee Minutes regular meeting; seconded by Building Official Schaub. Motion carried (5-0). D. New Business - Chairperson 1. 0 Town Apartments. The application was submitted by property owners Sylvester and Penny Butler. The application is for site plan review for 40 affordable attractive rental town homes to be built on 4.31 acres on two parcels located between Southeast 4th Street and Southeast 5th Street. Legal description: Lots 1 through 12, Block 3, Wrights First Addition to Okeechobee, and Lots 1 through 7, and Lots 15 through 20, Browning Addition to Okeechobee, Okeechobee, Florida - Planning Consultant. Bill Brisson from LaRue Planning and Management stated that pending the following confirmations or modifications to the Site Plan, the LaRue Planning Staff recommends approval. 1. Confirmation from Okeechobee Utility Authority (OUA) that it has adequate capacity to serve the proposed project. 2. Confirmation from the applicant that there are no environmentally significant areas on the site. 3. Modifications to the site plan to correct the identified instances of deficient building separation. 4. Identification of the required off-street loading space on the Northern parcel. 5. Submission of a landscaping plan with the correct number and location of trees on site at submission of a site plan. Mr. Cooper, of Steven Cooper P.E. and Associates, engineer for the project presented the application on behalf of applicant Sylvester Butler for the site plan review. Parcel is located between Southeast 10th and 11 th Avenues and Southeast 4th and 5th Streets, approximately 4.3 acres. The zoning is Residential Multi-Family with density of 40 units. This will be an apartment complex with duplexes and triplexes. He added that he had received the Staff report from LaRue Planning and Management and would address the issues. Also received Engineer Bermudez's comments requesting additional information. Mr. Cooper gave Administrator Whitehall a copy of the drainage calculations for the site. Mr. Cooper reported that they had some of Mr. LaRue's confirmations and modifications addressed. Confirmation from OUA by letter was received for waste water capacity. A copy was given to Mr. Whitehall. Also a letter from Southeast Soil regarding no wetlands on the site. He also stated that the site plan was modified to meet the off-site loading and building separations. Mr. Cooper then distributed the modified site plan to the Committee. Mr. Cooped reported that in doing the modifications, they tried to save as many trees as possible. Mr. Whitehall then asked Mr. Brisson to explain the discrepancy between the modified site plan and the original site plan. In the Northern parcel where there were two, single bedroom units and double bedroom units and triple bedroom units that had 26 feet separation, four extra feet were added to make a 30 feet separation. On the opposite Northern side it was less than 40 feet and now shows 40.1 feet. In the Southern parcel on the Northwest corner, there are three, one bedroom units and three, two bedroom units that also has added footage. Mr. Cooper interjected that was his error. He thought that it was 30 feet for all. Mr. Brisson continued to report that a loading zone was added in the Northern parcel just to the left of the entrance off Southeast 4th Street that's ten by thirty and that originally was sub-standard parking spaces. Mr. Brisson stated that the site had excess parking. Mr. Whitehall inquired whether there was only one loading zone for the entire tract? Mr. Brisson answered that each one was addressed as a separate parcel to make sure the density was met, and because of that you start your loading zone at 20 to 30 spaces and the Northern parcel has 20 or 21 spaces and the Southern parcel has 19. Mr. Brisson said that he again was treating each parcel individually because this is multiple units on one parcel and that is how each parcel meets both parcels individual density. If a parallel space was needed, all you would have to do is shorten that parking island to the North. Mr. Cooper said he could work with Engineer Bermudez on those issues. Mr. Brisson agreed. Mr. Cooper addressing the landscape request from Engineer Bermudez comments, stated that he wanted to wait until the horizontal control was nailed down and then do the landscape plan. If agreeable with the Committee, landscape plan will be submitted with the construction plans. Mr. Whitehall agreed. The remainder of Engineer Bermudez's comments has mainly to do with storm water. Mr. Cooper said a dry retention system would be provided. Also there have been extensive soil testing. Preliminary indication of the soil shows it is excellent perc, and right now the depth of the water table is seven to nine feet, but that will come up in the wet season. 2 All that information will be provide with the final drainage calculations and design. Mr. Cooper said that he would be required to get a SFWMD permit for the project. They would be critiquing the drainage system as well. There are no DOT issues, because these are City streets and all water and sewer connections come off the City Streets so there are no DEP issues. Chief Smith stated the water supply and access are his main concerns. He reported that he went to the site. There are three hydrants available in this area. The only concern Chief Smith has is on the OUA side. He remembers that the flow was not very good. There will have to be flow checks done on each hydrant to make sure they can supply the water needed. In the case of a fire, two hydrants will be needed for each structure according to the fire flow calculations. 15 to 1600 Gallons Per Minute (GPM) are required. Two hydrants should be able to supply that requirement, if they do not then they will need to be updated. Chief Smith stated that he has requested updated plans for the water mains from OUA. The plans Chief Smith is working with are ten years old. The requirement for the main of these hydrants are a minimum of six inch. Mr. Cooper stated the water main along 1 oth Avenue is eight inch and the water main along 11 th Avenue is four inch going down to a two inch, and they are connected to each other. Chief Smith reported the City Fire Department labeled the hydrant on 11 th Street bad, due to the GPMs. Less than 500 GPM, but Chief Smith said he would check to be sure. The hydrant on 11 th A venue is critical in this project. They will all play together due to needing two for the fire flow required for the three unit buildings. All will be dependent on the hydrant on 11 th A venue. Mr. Whitehall inquired whether there was a hydrant on 5th Street? Mr. Cooper reported that it is not known. Chief Smith said possibly may have to look at putting another hydrant inside the development if the GPM is not available. If the GPM's are sufficient, there will not be any issues. The fire lanes will be critical. Visiting family members tend to park in restricted areas for overflow. Chief Smith said that signs would be the best indicator. They require less maintenance. Mr. Whitehall stated that there is no effluent out of the North parcel. Will all the water be retained, or are there overflow provisions? Mr. Cooper answered that the plan was to retain. The swale drainage is that area in minimal. Because of the perc the area appears to be pretty dry. Mr. Cooped said he would like an out fall if it can be done, but the problem is trying to save the trees. The grade would be right where the trees are. Possibly have a three inch bleed down, just to help the system recover from a storm. Mr. Whitehall asked where that bleed down would be located to go? Everything is flat in that area. Possibly cut a swale or a ditch off the premises to take the water away? Mr. Cooper replied as it stands right now it is a dry retention system, which is relying on perc only to recover. Mr. Cooper asked if there were drainage problems in the past in that area. Director Robertson replied some. Basically right now your ground is percolating, but when you build the apartments you may need to ask the Post Office for permission to go into their retention. Mr. Cooper did not think the Post Office would be receptive. The next possibility would be a house on 10th A venue to the North that has a pipe going under the road between Domer's Machine Shop and the trailer park on the Northwest side of the street. The land behind the Post Office ,land is low and floods, stated Director Robertson. There is one out flow in that area that goes to South Flood ditch. Director Robertson said he is reluctant on retaining all the water on site. Mr. Cooper stated that he would rather have an out flow than retaining all. Mr. Cooper will check into the options mentioned. Mr. Whitehall asked Mr. Brisson to go through the conditions and modifications to make sure they were all addressed. 3 Mr. Brisson stated that Mr. Cooper has addressed all the recommendations to allow a permanent recommendation as far as OUA, DEP, and fixed the building separations, provided loading space, and landscaping plan to be submitted at a later date. The only area normally needing more detail is public facilities capacities, but this is a relatively small project and nothing I have seen or heard today, other than potential drainage problems, as a concern for any concurrency problems. The applicants, in the future, should provide concurrency issues, example gallon of water required per day per building, etc. Mr. Whitehall said that this project talks about 108 persons at build out, what triggers transportation concurrency issues? Mr. Brisson replied, not being a transportation expert, this project being smaller in nature, looks like 25 peak hour trips on local roads. Have not heard or seen anything that even a two lane local road, using 2.7 as just the average household size, would create a problem with the local system. Normally looking at two lane local roads are around seven to nine thousand trips per day, this would be more like two hundred some odd trips per day and this area is not a concern. Mr. Whitehall inquired whether the developer has looked at sidewalks? The City Code indicates sidewalk requirements. Mr. Brisson stated that he would check into the sidewalk requirements. Mr. Cooper reported that there are no sidewalks in the area to connect to. Everything internally is connected. Mr. Whitehall asked Mr. Cooper whether he had any plans for internal lighting for the streets within the project along the sidewalk or in the parking area? Mr. Cooper replied, none that he was aware of. Mr. Whitehall commented that it would be pretty dark in the area. Mr. Brisson will check on the lighting required in the parking area. Mr. Cooper stated that Mr. Butler does not have any objection to providing a required lighting plan. Possible lighting to be placed on the parking islands. Electrical Engineer will be required to provide a lighting plan. Mr. Brisson will check on the standard. Mr. Whitehall asked Mr. Trent whether he had any issues. There were none. Building Official Schaub had no comment. Director Robertson remarked again regarding sidewalks. The City is requiring sidewalks and Mr. Robertson said sidewalks should be provided. Mr. Cooper asked if the sidewalk could be put on the right-a-way line? Mr. Robertson replied yes. Five foot sidewalks? Yes. Could be interconnected to the entrance on 4th Street? Right. Could put a crosswalk between the two. Director Robertson said, at least sidewalks along 1 oth Avenue and on 4th Street to the entrance. Mr. Whitehall asked, how wide is the right-a-way on 10th A venue? Director Robertson replied 70 to 75 feet total. In conclusion sidewalks should be required from 10th Avenue and 4th Street on both sides at least up to the entrance. Chief Davis stated that if Mr. Brisson is comfortable with the traffic he has no issues. Chief Davis said his only concern was with the Post Office in the area, traffic congestion could be a problem during peak hours. The area where the residents are is not a congested area. Chief Smith made a motion, contingent on; sidewalks, SFWMD permit (drainage), internal street lighting, hydrant issue, loading zone issue, fire lane marking, and landscaping plan; seconded by Director Robertson. Motion carried (5-0). 4 E. Adjournment - Chairperson. Water and sewer will be provided by OUA; b. The project will meet City and SFWMD requirements with regard to the handling of stormwater; and c. The project will generate a total of 259 ADT with a peak hour generation of 25 trips. d. There is no mention of the projected demand of the project on solid waste disposal or the amount of recreation/open space required by the project. Page 2 of7 Staff Report Site Plan Review Applicants Name: Sylvester Butler While the application does not provide the level of detail normally associated with a public facility impact analysis, Staff does not believe that the project as proposed, involving fewer than 50 dwelling units, will generate levels of demand that will create problems with regard to concurrency, the data should still be provided so that records of approval and allocation of demand can be recorded for future reference. For the purpose of this review the Staff has calculated the demand associated with the project with regard to potable water, sanitary sewer, and solid waste disposal. These calculations are provided below. Further Staff suggests that for projects of less than 50 dwelling units, it is appropriate to waive assessing the recreation demands associated with such a project, as the overall space associated with such projects is less than one-half acre. According to the U.S. Census, the City of Okeechobee averages approximately 2.7 persons per household (pph). The proposed development will include 40 dwelling units indicating a potential population of 108 persons at build-out. Potable Water: The adopted LOSS for potable water is 114 gallons per person per day (gpcpd). With a population of 108 persons. potable water demand will approximate] 2.312 gpd. Sanitary Sewer: The adopted LOSS for sanitary sewer is 130 gpcpd. With a population of 108 persons demand for sanitary sewer services will approximate 14,040 gpd. Solid Waste: The adopted LOSS for solid waste is 13 Ibs/person/day. With a population of 108 persons demand for solid waste disposal services will approximate 1,404 pounds per day.
