IV. New Business.
A.
Adron Fence. The application was submitted by LBFH Inc. on behalf of applicant and
property owner Travis Chamber. The applicant proposes site development of a 20,250
square foot building, associated parking, driveway areas, open space, drainage, and
water and sewer services. The building will be used as a manufacturing facility, storage
facility, and as an office building for Adron Fence to be developed in a single phase.
Legal description: Lots 18, 19, and 20 and that road and cul-de-sac lying between Lots
17,18,19 and 20 vacated by the City of Okeechobee, Okeechobee Commerce center
according to the plat thereof as recorded in Plat Book 7, pages 10-14, public records
of Okeechobee County, Florida - Planning Consultant
The application was submitted by LBFH Inc. on behalf of applicant and property owner Travis Chambers. The
applicant proposes site development of a 20,250 square foot building, associated parking, driveway areas,
open space, drainage, and water and sewer services. The building will be used as a manufacturing facility,
storage facility, and as an office building for Adron Fence to be developed in a single phase. Legal description:
Lots 18,19, and 20 and that road and cul-de-sac lying between Lots 17,18,19 and 20 vacated by the City of
Okeechobee, Okeechobee Commerce Center according to the plat thereof as recorded in Plat Book 7, Pages
10-14, public records of Okeechobee County, Florida.
Mr. Brisson presented the Planning Staff Report. This is a site plan review for a 20,250 square foot building,
located on Lot 20 at the Okeechobee Commerce Park, to be used as an office and a manufacturing and
storage facility for Adron Fence. Requirements in the code have been met for parking. Landscaping, however,
needs adjustment. Additional trees need to be added to meet the City Code. Also the section for single
ingress needs landscaping. Mr. Brisson also reported that he spoke to City Engineer, Mr. Bermudez, and a
24 foot one-way-in drive isle, does not actually qualify as a single access lane, it is really a two-lane entry
feature even though it is marked as one-way. If it indeed is one way then it needs to be clearly indicated,
otherwise the people who park in the parking spaces nearest the entry will certainly turn around and go out the
entry due to the room available. Lastly, there is nothing in the actual code that requires landscaped islands
between parking spaces. The front line of parking is actually 29 spaces across the front of the property with
no intersection or parking landscaped islands. Most communities require one tree to every 10, 12, or 15
parking spaces to look more attractive.
LaRue Planning Staff recommends approval of the site plan review when the above mentioned conditions
are met.
Administrator Whitehall then asked Mr. Chambers to address the Committee.
Mr. Chambers started by inquiring about the landscaping. Is the requirement 51 larger trees, compared to the
37 trees that are on the plans at this time? Mr. Brisson answered yes, he also suggested that Mr. Chambers
check Code Book Section 90-534, lists landscaping requirements for the parking area. Mr Chambers stated
that all he did was duplicate Entegra Tile regarding landscaping. Mr. Brisson replied that he was not familiar
what Entegra Tile had done. He went on to explain his primary purpose was to examine each application and
make sure the regulations are met.

Adron Fence continued.
The recommendation for the islands is not specifically required in the code but with an excess number of
parking spaces, you could accommodate and make your site more attractive. Putting a five foot island
between spaces would eliminate approximately two parking spaces. Mr. Chambers stated that he would
probably have to add additional parking spaces in the back to accommodate employee parking. Over 100
jobs are projected in the next couple of years. He further stated that he is developing this in three phases.
Mr. Chambers said that he would look into the code section mentioned, but that he needs a couple of spaces
for retail customers. He went on to explain that he agreed at the City Council meeting that he would have
a minimum retail business, but that he would look into the islands.
Mr. Bermudez asked about the proposed access road and where it was going to be connected. Mr.
Chambers replied that, the access road was leading to the Lot 19, which is next to Lot 20 that we are
developing. Mr. Chambers then explained that he is proposing to buy dirt from the City and Lot 19 is where
he will stock pile the dirt.
Mr. Whitehall inquired whether there was any applicability of the site plan with the covenants of the
Commerce Center? Mr. Chambers answered that a lot of the deed restrictions set forth were somewhat
negotiated. The deed restrictions are pretty hefty. He stated that he was told that whatever Entegra Tile was
permitted to do, Adron Fence would also be allowed to submit for the same.
Mr. Chambers went on to say, the greatest concern was the residential community that's on the east side
of the drainage canal. Mr. Chambers said that he was going to install a significant fence along the east
property line to block the view of his facility. The fence would be approximately eight foot in height. In the
beginning the fence will only be constructed on Lot 20, but with further development the fence will extend
the entire perimeter of the Adron Fence property. Administrator Whitehall stated that the City Clerk has been
approached as to the protection of the residents outside the Commerce Center. This re-assures the City
regarding the residents.
Mr. Whitehall then requested comments or concerns from other members. Mr. Hayford asked Mr. Chambers
who was the intended owner of the utilities on site, the gravity sewer and the water main? Mr. Chambers
replied that he was the owner. Mr. Hayford instructed Mr. Chambers that the meter, for the water, had to be
moved to the road right-a-way immediately.

Will the water main be downsized to meet your needs, asked Mr. Hayford? Mr. Whitehall stated that the
meter has to be sized adequately for potential development, and asked Mr. Hayford how the determination
was made for the proper size? Mr. Hayford replied that the gravity sewer needs a eight-inch main line for
future development of Lots 18 and 19. Mr. Chambers stated that he intends to retain ownership of Lots 18
and 19. Mr. Hayford instructed Mr. Chambers that the water demand would dictate the size of the water
meter. For fire purposes, a dual connection should be installed. A six-inch for appropriate back flow and a
separate line for domestic use. Mr. Chambers stated that the building would not be sprinkled. Mr. Hayford
remarked that the City should determine whether a hydrant should be place inside the building or whether
the one on the road will be acceptable. Mr. Hayford then re-iterated that the sewer line and water main
cannot be located on private property to serve one customer. The issue of bathrooms for 100 employees,
would require a two or four-inch line. Mr. Whitehall advised Mr. Chambers to meet with Mr. Hayford for
further information.
Mr. Whitehall questioned Chief Smith on the location of the fire hydrants. Chief Smith replied that there are
two hydrants. One at each entrance to the Commerce Center. He then asked what type of storage and
contents would be in the building. Mr. Chambers replied that mostly steel and aluminum products, and a
small amount of plastic products. Most of the plastic materials will be stored outside. Mr. Whitehall
interjected that what the Chief is looking for is a letter of transmittal of the products to be stored inside the
building.
Chief Smith inquired about the truck entrance that goes through the building, Mr. Chambers answered that
it will be used for emergency purposes to unload the aluminum products due to weather conditions. Chief
Smith then asked what type of trucks would be used? Mr. Chambers answered that about a 42 to 48 foot
bed diesel tractor trailer trucks. Chief Smith then asked how long the vehicles will be inside the building?
Mr. Chambers answered only long enough to unload. The vehicles stored inside the building will be the
forklift trucks. Chief Smith asked if the fork lift trucks will be powered by gas or propane. Mr. Chambers
answered currently they are powered by propane gas.
Chief Smith then questioned the use of the building nearest to the drive through. Mr. Chambers described
the inside of building nearest to the drive through as being manufacturing, storage and welding and electrical
equipment used on job sites. Chief Smith then advised Mr. Chambers that he had a storage form he would
be required to complete and return to the Fire Department. This will determine the fire protection for the
building.

Chief Smith explained that occupancy and contents dictates whether you need fire sprinklers or not. He then
inquired as to the future building of the back lots? Mr. Chambers replied that the second phase structure
would probable be approximately 35,000 square feet on Lot 19. Chief Smith remarked definitely that water
would needed to be an eight-inch bank for adequate fire flow. This is not needed for this building, but for
cost effectiveness, now would be the time to put this in for the next phase. Also an option would be a riser
in the building, this is a hydrant inside the building. The Fire hose would be installed with a one and one half
inch line with nozzles and the Fire Department could actually connect to the hose, and use the pressure from
the riser, but would have to have ability to pressurize the system with the Fire Department connection on the
outside.
A fire lane from one end of the building to the other clearly marked will be required. He asked Mr. Chambers
how many vehicles would be parked outside the building? Mr. Chambers replied 30 to 35, parking
designation has not been finalized. No semi trucks will be parked on the lot at night. A 10,000 gallon fuel
system will be installed. Two 4,000 gallon tanks, one and one half gallon and five hundred gallon all diesel.
There will be recessed automated gates at both entrances, which will comply with the City, possibly the "Knox
System."
Building Official Schaub inquired as to where the storage would be outside. Mr. Chambers answered that
the storage would be along the back edge of the asphalt. He does not see this as a long term storage, more
a transition point than a stock yard. Lot 18 will eventually be used as a big parking lot with storage, shipping
and receiving. Chief Smith noted that the storage must not impend the fire access. Mr. Schaub said the
Committee needs a layout, with types of loading zones to be used.
Mr. Trent inquired about the location of the fuel storage, underground or above ground? Mr. Chambers
answered that they would be above ground. Mr. Trent then instructed Mr. Chambers to supply plans to Harry
Moldenhauer at the Environmental Health Department.
Public Works Director Robertson asked how wide the driveway entrances where? Mr. Chambers deferred
to LBFH, engineer Mr. Jesse Markle, who responded at the most narrow point the distance was 12 foot.
The actual connection is 60 to 70 feet wide, but there are points 30 feet wide. Mr. Robertson inquired how
deep the trailers were they anticipated for hauling the materials into the facility?

The City is having trouble with semi-trailers breaking down the curbs with wide turns. Mr. Chambers replied
the width was calculated with a computer program with a simulated 52 foot trailer. That same truck has
enough radius to pull into the building. Mr. Robertson asked Mr. Chambers whether he had any proposals
for the 12th Avenue use in the future. Mr. Chambers answered he did not, it creates more of a security issue,
less traffic, less liability.
Mr. Whitehall asked Mr. Chambers whether he understood that he had to go directly to OUA for the
Equivalent Residential Connections (ERC)? Mr. Chambers said he understood that the contract had expired
with the City and he would have to deal directly with OUA.
Chief Smith made a motion to approve the development of a 20,250 square foot building, associated parking,
driveway areas, open space, drainage and water and sewer services, with the building to be used as a
manufacturing facility, storage facility, and as an office building for Adron Fence for Lot 20 developing the
first of three phases with the following contingencies: landscaping plans revised to include 51 trees,
appropriate pavement marking indicated to delineate a fire lane around the entirety of the proposed building,
a material list of what will be stored in the building, OUA issues addressed directly with OUA.; seconded by
Chief Davis.

Big Lake Title continued.
Recently, this property was granted a Future Land Use Map Amendment to Commercial and a rezoning to
Commercial Professional Office (CPO). LaRue Planning Staff recommends approval of the site plan with
a few adjustments. Parking fronting Southwest 2nd Avenue, Code Book Sec. 90-511 (d) requires 24 foot
driveway behind parking and the site plan shows 22 feet, also Sec. 90-535 requires a 10 foot buffer along
roadways. The area fronting Southwest 2nd Avenue shows no buffer and a 10 foot buffer is required by code.
There are problems associated with the layout of the handicap parking space. As it is now situated, the
space cannot be utilized, simply not enough backout room. Also, potential problem with the parking layout
as it will interfere with the sight triangle at Southwest 4th Street and Southwest 2nd Avenue. Recommend
moving the parking lot elsewhere on site. Needs three more shrubs, 24 are required by code.
Mrs. Ellerbee explained her reason for choosing the location of the parking lot was due to the residential to
the south and west. She was trying to keep the parking lot from the residential areas as much as possible.
Initially the parking lot was to be located in the back, but that would put the parking right up to the property
line. With this configuration, it encroaches on the set back for the 10 foot buffer that is required. However
she has room on both, the south and the west sides, but is concerned that cars will cross the grass medium
to enter the parking lot, were we to put the curb stops on Southwest 4th Street.
Mr. Carl Nystrom of Asmussen Engineering addressed the 24-foot "back-out" space. The east side of the
building has a hedge that can be removed, making 24 feet available as requested. Mrs. Ellerbee interjected
that she is trying to keep the majority of the traffic coming from Southwest 4th Street onto Southwest 2nd
Avenue, so they do not have to go down Southwest 4th Street and make the u-turn.
City Engineer Bermudez asked why not switch the parking against the building instead of parking toward the
sidewalk? Mr. Brisson added that would be preferable. The parking should be moved southward along the
building to allow the handicap space to back out and pull forward. Mrs. Ellerbee responded that she had the
room to move the parking to the south, and provide a different entrance. Mr. Brisson replied, should the City
agree to lessen the 10 foot landscape buffer, by shifting the parking lot against the building and pulling it
down the number of feet to allow the handicap to back out, there would be enough room. It is not the
greatest solution because vehicles will be backing out toward the sidewalk, which has potential safety
problems, but it does present a better opportunity than parking against the sidewalk. This would also
improve the line of sight. Director Robertson said he would like to see revised plans on the parking.

Mr. Loris Asmussen stated that Asmussen Engineering will provide a revised site plan. Mr. Whitehall asked
the Committee members whether they needed to have a revised site plan before the approval of the
application? The members declined. Mr. Robertson asked what will keep the cars from backing onto the
sidewalk? Mr. Brisson suggested a solid bollard placed every five foot or so.
Mr. Whitehall again asked about the buffer issue. Mr. Brisson replied that a possible variance would be
required by the City to accommodate the lesser buffer. Mr. Whitehall asked whether this type of variance
required the Board of Adjustment ruling? Mr. Bermudez stated that the TRC has granted landscaping
buffering variances in the past. Mr. Brisson suggested that the Committee check with the City Attorney for
determination on the variance.
Building Official Schaub stated his only issue was addressing, and it will be solved during the time of
permitting.
Mr. Whitehall asked about the dumpster. Mrs. Ellerbee reported that she does not have a dumpster. She
takes the trash out to the road. Mr. Whitehall reported that commercial accounts are handled differently than
residential. Mrs. Ellerbee said that Waste Management bills her quarterly. The business has one, or one
and a half cans a week.
Chief Smith entertained a motion to approve the remodel of an existing single story residence tor the purpose
of creating an office for Big Lake Title Company, a parking lot and water management in a single phase, for
property located at 203 Southwest 4th Street, with contingencies of: reverse the parking shown on the
submitted site plan so that the cars park facing the building and there is a 24 foot drive providing access to
the parking spaces, move the rows of parking southward such that the visibility triangle is clear and there is
adequate back-out room for the vehicle parked in the northernmost parking space, relocate the proposed
hedge to the frontage on Southwest 2nd Avenue. This hedge should be a buffer about two feet in depth, with
bollards spaced about every five feet so that cars backing out will not intrude onto the sidewalk, revised site
plans submitted to the City Engineer for determination of compliance, total of 24 shrubs be provided and
approval of the site plan contingent upon a determination from the City Attorney whether or not a variance
is need to for the buffer reduction.

I just wanted to follow-up with you regarding the TRC meeting held today for the referenced project and make sure I had a
complete list of items to which we need to provide additional or revised infonnation:
· Landscaping - the landscaping plan needs to be revised to include a total of 51 trees consistent wi Chapter 90,
Section 90-533(2).
· Fire Lane - appropriate pavement marking shall be indicated to delineate a fire lane around the entirety of the
proposed building.
· Materials List - the Fire Department shall provide a standard List of Materials fonn that the applicant shall
complete and return.
· Water & Sewer - the issues raised by the QUA will be addressed. The applicant will work directly wi QUA in
securing water & sewer ERCs as the City's reservation wi QUA has expired.
· Dumpster location - this item was not addressed by the TRC, but was a comment in the staff report. We have
added a dumpster to the plans and have included a detail of the enclosure.

RE: Conditions for Big Lake Title site plan
Following are the conditions associated with the TRC approval of the site plan for the
property at 203 SW 4th Street:
1. Reverse the parking shown on the submitted site plan so that the cars park facing the
building and there is a 24-foot drive providing access to the parking spaces.
2. Move the row of parking southward such that the visibility triangle is clear and there
is adequate back-out room for the vehicle parked in the northernmost parking space.
3. Relocate the proposed hedge to the frontage on SW 2nd Avenue. This hedge should be
in a buffer about two feet in depth, with bollards spaced about every five feet so that
cars backing out will not intrude onto the sidewalk.
4. The site plan is to be submitted to the City Engineer for determination of compliance.
5. The total number of shrubs to be provided is to be 24 rather than the 21 shown on the
original submission.
6. The approval of the site plan is contingent upon a determination from the City
Attorney whether or not a variance is needed to provide a buffer along SW 2nd Avenue
of less than the required 10 feet.

LANDSCAPE SPECIFICATIONS
Landscape specifications shall be as outlined below. An item or procedure not mentioned below shall be as specified in the
LANDSCAPE SPECIFICA nON GUIDELINES published by the landscape contractors association latest edition.
PLANT MATERIALS
The Landscape contractor shall furnish and install and/or dig, ball burlap and transplant all of the plant materials called
for on the drawings and/or listed in the plant schedule.
PLANT STANDARDS
All plant materials shall be equal to or better than the requirements of the American standard for nursery stock latest
edition as published by the American association of nurserymen herafter referred to as AAN standards. All plants shall be
typical of their species and variety, shall have a normal habit of growth, and shall be first quality, sound, vigorous, well-
branched and with healthy, well-furnished root systems. They shall be free of disease, insect pests, and mechanical injuries.
All plants shall be nursery grown and shall have been grown under the same climatic conditions for the location of this
project for at least two years before planting. Neither heeled in plants nor plants from cold storage will be accepted.
Collected plants or transplanted trees may be called for by the landscape architect and used, provided, however, their
locations and soil conditions will permit proper balling.
PLANT MEASUREMENTS
All plants shall conform to the measurements specified in the plant schedule.
All plant material shall generally average the median for size ranges indicated in the plant schedule and as indicated
in the AAN standards.
PLANTING METHODS
All proposed plant material that meets the specifications in the preceding sections are to be planted in accordance
with the following planting methods during the proper seasons as described below.
PLANTING SEASONS
A professional HorticulturistlNurseryman shall be consulted to determine the proper time, based on plant species and
weather conditions to move and install particular plant material to minimize stress to the plant. Planting of deciduous
material MAYBE CONTINUED DURING THE WINTER MONTHS provided there is no frost in the ground and
frost-free topsoil planting mixtures are used.
DIGGING
All plant material shall be dug, balled and burlapped (B&B) or bare root in accordance with the "AAN Standards".
EXCAVATION OF PLANT PITS
The landscape contractor shall excavate all plant pits, vine pits, hedge trenches, and shrub beds as follows:
All plant pits shall be generally circular in outline with vertical sides. The tree pit shall be deep enough to allow
UB of the ball to be above existing grade. Plants shall rest on undisturbed existing soil or well compacted backfill.
The tree pit must be a minimum of nine (9) inches larger on every side than the ball of the tree.
If areas are designated as shrub beds or hedge trenches, they shall be cultivated to at least 18' depth minimum.
Areas designated for ground covers and vines shall be cultivated to at least 12" depth minimum.
STAKING. GUYING. AND WRAPPING
See the Landscape Specification Guidelines
PLANT PRUNING. EDGING. AND MULCHING
Each tree, shrub, or vine shall be pruned in an appropriate manner to its particular requirements, in accordance with the
accepted standard practice. Broken or bruised Branches shall be removed with clean cuts made on an angle from the bark
ridge to the branch collar, no flush cuts, to minimize the area cut. All cuts shall be made with sharp tools. Trim all edges
smooth, no tree wound dressings shall be applied.
All trenches and shrub beds shall be edged and cultivated to the lines shown on the drawing. The areas around isolated
plants shall be edged and cultivated to the full diameter of the pit. Sod which has been removed and stacked shall be
used to trim the edges of all excavated areas to the neat lines of the plant pit saucers, the edges of shrub areas, hedge
trenches, and vine pockets.
After cultivation all plant materials shall be mulched with a 2"-3" layer of tan bark, peat moss, or another approved
material over the entire area of the bed or saucer.
SEEDING AND SODDING
All seeding and sodding shall be as per the LANDSCAPE SPECIFICA nON GUIDELINES.

PROJECT SUMMARY
INTRODUCTION
The purpose of this report is to provide the technical information necessary to obtain authorization for construction of
the Adron Fence Lot 20 - City of Okeechobee Commerce Park project, located in the City of Okeechobee, Okeechobee
County, Florida. The Adron Fence Lot 20 - City of Okeechobee Commerce Park project is an industrial site consisting
of one 20,250 square foot building with associated parking, infrastructure, and surface water management (SWM)
system. The project is part of the overall City of Okeechobee Commerce Park (OCP) and will constitute a Standard
General Permit (SGP) modification to existing South Florida Water Management District (SFWMD) Environmental
Resource Permit (ERP) #47-00638-P.
This document describes the proposed SWM system that will serve the proposed Adron Fence Lot 20 - City of
Okeechobee Commerce Park project as located in all or parts of Section 15, Township 37 South, Range 35 East. The
3.53-acre property is bounded on the north by NE 12th Street, on the east by a NE 12th Avenue, on the south by the
undeveloped Lot 19 of the OCP, and on the east by the undeveloped Lot 17 of the OCP. The proposed project falls
within Basin 8 of the overall OCP as defined by existing SFWMD ERP #47-00638-P and consists of one 20,250 square
foot industrial building, 1.02 acres of swale, 0.77 acres of open space and 1.27 acres of parking.
ExISTING CONDmONS
The site is currently undeveloped and generally consists of upland habitat. The topography of the site varies from a high
elevation of approximately 25-ft NGVD on the east side of the site to a low elevation of about 23-ft NGVD on the west
side of the site. The site drains west via sheet flow to a series of off-site wetlands (wetlands 3 & 4 per SFWMD ERP
#47-00638-P). Ultimate outfall is to Taylor Creek.
The SFWMD issued ERP #47-00638-P for the OCP in August of 2004. The existing permit outlines land use and
grading assumptions for each basin and delineates which lots lay in each basin. Lot 20 falls within Basin 8 of the OCP
and allows a building coverage of 39%, an impervious coverage (roads, parking, etc.) of 39%, and the remainder as
open space. The minimum finished floor elevation was set at 24.50-ft NGVD based on the 100-year, 3-day storm event,
with a minimum parking lot elevation of 21.0-ft NGVD based on the 5-year, I-day storm event. There is a control
structure serving only Lot 20 required by the existing permit. However, no allowable discharge considerations are made
for the individual lots, including Lot 20, within the OCP. Water quality CWQ) treatment is provided by the master OCP
SWM system.
PROPOSED CONDmONS
Basin Information
The post-development drainage pattern of the proposed project is shown in Exhibit E-ill-I-2. In summary, runoff from
the project will sheet flow to on-site swales. Discharge from the project to the master OCP SWM system will be through
the required control structure and constructed as part of the proposed project. It is our understanding that the City of
Okeechobee has not constructed the entirety of the master OCP SWM system and timing for the completion of the
system is not available. Should the portion of the master SWM system through which discharge from Lot 20 is
conveyed not be constructed at the time the proposed project is under consideration, the portion of the system necessary
for conveyance will be will be constructed as part of tbe proposed project. The WQ facets of the master OCP SWM will
not be constructed as the on-site swales provide adequate WQ treatment for both the O.5-inch dry pre-treatment
requirement for industrial projects and the greater of one-incb over the site or 2.5 inches multiplied by the percentage
impervious.

Due to the specific nature of the proposed project, it is necessary to deviate from the assumed grading reflected in the
existing OCP ERP. While the permitted minimum parking lot grade is 21.0-ft NGVD, that elevation was not practical
for the intended use of the project. Instead, the minimum parking lot elevation has been set to an elevation of 23.0-ft
NGVD. This deviation is due primarily to the need for vehicles to enter and drive through the proposed building. The
on-site swales have been sized to compensate for any pro-rata storage lost due to the deviation in parking lot grading
from that assumed in the master OCP ERP. The post-development runoff characteristics, including land use
characteristics, stage-storage tables, soil storage and curve number calculations, and a comparison of the stage-storage
characteristics of the proposed project to those assumed by the OCP ERP, are included in Section 1 of this appendix.
Surface Water Management Calculations
The proposed SWM system was designed to meet the requirements of SFWMD ERP #47-00638-P as they pertain to
Basin 8 and Lot 20. WQ treatment volume was calculated as the greater of one-inch over the entire project area or 2.5-
inches over the impervious area. As WQ treatment will be accomplished through dry detention, a reduction of 25% was
applied per the SFWMD ERP Information Manual Volume IV Basis of Review (BOR). Details of WQ calculations,
along with bleeder sizings, are provided in Section 2 of this appendix.
The SWM system was also designed to attenuate the respective design storms to elevations equal to or less than those
outlined in the OCP ERP with respect to the zero-discharge storm elevations. Section 3 of this appendix provides the
zero-discharge calculations for the proposed project.

SECTION E- V: DRAINAGE INFORMATION
A. Provide pre-development and post-development drainage calculations, signed and sealed by an appropriate
registered professional, as follows:
1. Runoff characteristics, including area, runoff curve number or runoff coefficient, and time of concentration for
each drainage basin:
Please refer to Section 1 of this appendix for the runoff characteristics.
2. Water Table Elevations (normal and seasonal high) - including areal extent and magnitude of any proposed
water table drawdown:
Per SFWMD ERP #47-00638-P, the control elevation of Basin 8 within the OCP is 17.5-ft NGVD.
3. Receiving Water Elevations (normal, wet season, design storm):
Receiving water connections were not considered for the proposed project. A control structure
serving only Lot 20 will be constructed per the OCP ERP. Please refer to SFWMD ERP #47-00638-P
for the receiving water elevations of the master system.
4. Design storms used including rainfall depth, duration, frequency and distribution:

variation from peak runoff rates and volumes discharged for the OCP are anticipated due to the
proposed project.
11. Tailwater history and justification (time and elevation):
Tailwater history and justification are not provided. The design of this project focused on the
assumptions of the OCP ERP. TaiIwater considerations were implied in the development of those
assumptions and are so taken into account in that the land use and stage-storage characteristics are
consistent with the assumptions of the OCP ERP.
12. Pump Specifications and Operating Curves:
Not Applicable. No pumps are proposed as part of the project.
B. Provide the results of any percolation tests, where appropriate, and soil borings that are representative of the
actual site conditions.
Percolation tests and soil borings are not provided as the project does not rely on percolation rates as
part of the SWM system and the control elevation for Basin 8 was established by SFWMD ERP #47-
00638-P.
C. Provide the acreage, and percentages of the total project.
