PROCLAMATIONS AND PRESENTATIONS, ITEM A. CONTINUED.
--On behalf of the City, Mayor Watford and Police Chief Peterson presented Mr. Saum with a
framed retirement certificate which read "Whereas, Mr. William J. Saum, fondly known
as Bill, began his public service career in the Street Division of the Public Works
Department as a Motor Equipment Operator on April 24,_ 1981. The notes from his
April 13, 1981, interview with Director L.C. Fortner provided him as the top applicant
based on his seven years' experience in driving tractors, three and a half years'
exp rience in lawn maintenance, and two months experience driving trucks; and
Whareas, on October 2, 1982, a request to transfer to the Police Department to fill a
Dispatcher position was approved by Chief Mobley. Then on May 27, 1985, his title
changed to Patrolman Trainee, as the City Police Department sponsored Bill to enroll
in the Police Academy at the Indian River Community College. He attended from
October 7, 1985, until achieving his lifelong goal of becoming a Police Officer on
December 18,1-985,_He proudly served as an Officer assigned to the Road Patrol until
June 30, 1997, when he transferred to the Detective Division for the remainder of his
tenure. His commendable professionalism as a Detective and Department Liaison for
several Neighborhood Watch Programs is evidenced by the many letters of
commendation and correspondences of appreciation issued from the Office of the
State Attorney and citizens of the community; and Whereas, education has been an
—------important key to Bill's leadership. During his 35 years as an Officer he obtained 132
certificates of impartial and fair, Bill was selected to represent the Department on the
City-wide Employee Grievance Committee for many years, serving from 1990 to 1995,
2002 to 2006, 2009, 2010, and 2014 to 2016; and Whereas, during his 38 years in the
Police Department, Bill served under the guidance of Police Chief Larry Mobley,
Rehmund Farrenkopf, Dennis Davis, and Robert Peterson; all of whom have
described him as an asset to the City due to his dedication and willingness to go
above and beyond to care for the well-being of the citizens and his fellow Officers.
Now, Therefore, this Certificate is being presented this 16th day of June, 2020, upon
39 years of faithful public service, in recognition of Bill's Retirement as of June 30,
2020. Retirement is a time to look back with admiration and look forward with
anticipation. Your City family wishes you all the best on your next chapter.

present the Planning Staff findings together with the Planning Board's review on May 21,
2020; both recommend denial.
The Application was found to be j consistent and ioridompatible with the Comprehensive

I. CALL TO ORDER
Mayor Watford called the regular meeting of the City Council for the City of Okeechobee
to order on Tuesday, June 16, 2020, at _6:00 P.M. in the City Council Chambers,
located at 55 Southeast 3rd Avenue, Room 200, Okeechobee, Florida. The meeting was
also broadcasted by means of using Zoom.com Meeting ID 2459713294 with the Host
computer operated by Executive Assistant Brock. The video, audio, and digital
comments are recorded and retained as a permanent record.
The invocation was offered by _Mayor Watford followed by the Pledge
of Allegiance by BK.
II. ATTENDANCE
City Clerk Lane Gamiotea called the roll. Mayor Dowling R. Watford, Jr., Council
Members Wes Abney, Monica Clark, Bob Jarriel and Bobby Keefe were present in the
Chamber.
CITY STAFF: City Attorney John Fumero, City Administrator Marcos MontesDeOca,
Police Chief Bob Peterson, Fire Chief Herb Smith, Public Works Director David Allen,
Deputy City Clerk Bobbie Jenkins, Finance Director India Riedel, and Executive
Assistant Robin Brock were present.
III. AGENDA AND PUBLIC COMMENTS

IV. PROCLAMATIONS AND PRESENTATIONS
A. On behalf of the City, Mayor Watford and Police Chief Peterson presented Mr.
William "Bill" Saum with a framed retirement certificate which read "Whereas, Mr.
William J. Saum, fondly known as Bill, began his public service career in
the Street Division of the Public Works Department as a Motor Equipment
Operator on April 24, 1981. The notes from his April 13, 1981, interview with
Director L.C. Fortner provided him as the top applicant based on his seven
years' experience in driving tractors, three and a half years' experience in
lawn maintenance, and two months experience driving trucks; and
Whereas, on October 2, 1982, a request to transfer to the Police Department
to fill a Dispatcher position was approved by Chief Mobley. Then on May
27, 1985, his title changed to Patrolman Trainee, as the City Police
Department sponsored Bill to enroll in the Police Academy at the Indian
River Community College. He attended from October 7, 1985, until
achieving his lifelong goal of becoming a Police Officer on December 18,
1985. He proudly served as an Officer assigned to the Road Patrol until
June 30, 1997, when he transferred to the Detective Division for the
remainder of his tenure. His commendable professionalism as a Detective
and Department Liaison for several Neighborhood Watch Programs is
evidenced by the many letters of commendation and correspondences of
appreciation issued from the Office of the State Attorney and citizens of the
community; and Whereas, education has been an important key to Bill's
leadership. During his 35 years as an Officer he obtained 132 certificates of
completion for attending seminars, conferences, training, and continuing
education classes; and Whereas, being admired by his co-workers as
impartial and fair, Bill was selected to represent the Department on the City-
wide Employee Grievance Committee for many years, serving from 1990 to
1995, 2002 to 2006, 2009, 2010, and 2014 to 2016; and Whereas, during his

38 years in the Police Department, Bill served under the guidance of Police
Chief Larry Mobley, Rehmund Farrenkopf, Dennis Davis, and Robert
Peterson; all of whom have described him as an asset to the City due to his
dedication and willingness to go above and beyond to care for the well-
being of the citizens and his fellow Officers. Now, Therefore, this Certificate
is being presented this 16th day of June, 2020, upon 39 years of faithful
public service, in recognition of Bill's Retirement as of June 30, 2020.
Retirement is a time to look back with admiration and look forward with
anticipation. Your City family wishes you all the best on your next chapter!"
BP -breathalyzer machine -walk in instructor pulls out vodka and asks for volunteers, bill
volunteered. Take a shot every 30 minutes, effects of alcohol, run on machine, 4 hours, 8
shots later, class over go home, bill in back seat -10 minutes into drive, pull over and he rolls
out of the car into the ditch, does his thing and gets back into the car, 30 minute drive took an
hour and a half. Get home, snoring, talking to himself, doing weird stuff. Has a problem, wife
inside, trying to decide what to do, smart thing was dump him out, ring the doorbell and run,
and that's what we did. 2 hours later Chief Mobley wanted to know what we did to bill. Bill is
now in the hospital, that literally is the beginning of Bill Saum's career. Example you set for all
of these people behind us, so when you retire part of you will be here in them in how they
conduct themselves on and off duty. We're not done with you yet, Retirement Badge given by
Police Chief Peterson. Detective Taylor presented a plaque the PD made for Bill.
Bill was accompanied by his wife Gail.
Bill -I can't begin to thank everyone it starts with my parents who put a work ethic in us. We
grew up on a farm in ohio, we knew work. Dad always paid us, and dad was one of those
people, strangely enough I got paid for my grades. He felt that work denoted pay. Along the
way, I've used that as an example with parents who are having problems with their kids.
When I went to work for the City, I found my niche, it clicked. Larry Mobley saw something in
me I didn't see in myself. 37 years later it stuck. He told me this was a chance to get your foot
in the door. We've been thru this together, Dowling and I, he's smart, he's wise, pay attention
to what he says. He reminds me a lot of my father. But through the years everybody makes
mistakes, but do you learn from them. And that's what dad taught me to do, all of my mentors
taught me to do. Met my wife in 1988, 3 years later I was drinking way too much, and I asked
my wife for a divorce, 3rd failure, and said no, we're going to church. I knew who I had to face.
I met my savior and it's glorious. Married 31 years, together 32 years. Article coming out and
the only rule was to have Gail be a part of it. So many times I would come home and the
blood on my shirt, she questioned whose it was, she had to live that life, she had to live those
fears, she's went through it, she's a glorious woman. God showed her a vision of me that I
didn't see in myself. They see what you can be, but you have to believe it for yourself.
Everyone of you can be far greater than me. I'm proud of what I've been able to do. These
certificates will hang in places of honor. I enjoyed protecting the public, the comradery, and
these friendships will never end, regardless if we agreed or not. I thank you all, everybody,
my sisters, my wife, my best fried Steve Lowe since 1973, glorious years and wonderful
friends. ,thank you all very much, you are heroes in my eyes, you beat these streets everyday
and win because you go home. Keep that up no matter what. I love you all, thank you very
much.

AND MFR TO IND (APPLICATION NO. 20 -002 -SSA); PROVIDING FOR
INCLUSION OF ORDINANCE AND REVISED FUTURE LAND USE MAP IN
THE COMPREHENSIVE PLAN; PROVIDING FOR CONFLICT; PROVIDING
FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE."
Mayor Watford yielded the floor to City Planning Consultant Mr. Ben Smith of
LaRue Planning and Management Services. He presented the Planning Staff
findings together with the Planning Board's review on May 21, 2020; both
recommend denial. The Application was found to be inconsistent and
incompatible with the Comprehensive Plan and adjacent uses. The current
surrounding FLU designations are IND to the North, SFR to the East, and MFR
to the South and West. The surrounding zoning districts are IND to the North, and
Residential Multiple Family (RMF) to the East, South and West. The existing
surrounding uses are a manufacturing plant to the North, single family homes and
vacant to the East, a childcare facility to the South, and vacant and pending
residential apartment complex to the West. The Amendment has adequate public
facilities available for industrial use. The traffic impact statement provided an

estimated 1,144 additional vehicle trips. Should the FLU Application be approved,
it would be necessary to provide an additional assessment of the traffic impact
on the adjacent streets and properties at the time of the site plan submission.
There does not appear to be any environmental impacts.
Ben -three different parcels be redesignated as Industrial. First thing we want to
do to determine appropriate is look at the impacts. Look at the designation
allowed. Currently in terms of SF units on the SF parcel, the maximum potential
6 SF dwellings, MF 17 dwellings for development. TFIe other thing you want to
look at is the consistency with the cit's comp plan. Guidance and policies 2.2
recommends City protect ............ Objective 12 encourage
capatability......... Both of those policies state we need to look at whats adjacent
and determine whether or not this is an appropriate land change. To get an idea
of what's adjacent, page 6 and 7 of staff report. Recently a map change, the
property to the West was recently changed to MF. You may recall a 191 unit
apartment complex has been approved. Zoning map has significant amount of
MF in area. Applicants property to the North is zoned industrial. Manufacture of
compressed air canisters. What we also want to look at in terms of impacts are
Traffic. Indicates 166 would be PM peak hour trips. A lot of those vehicle trips will
be heavy truck traffic. In residentail area could be intrusive and loud and damage
small residential roadways. No evidence of environmental impacts. We feel
expanding the amount of industrial in this area is not consistent with the
predominantly residential neighborhood. Quite a bit of vacant Industrial land in
the north end of the City. It just does not make sense to expand it in this area.
WA -you said there would be 1,144 trips a day?
Ben -how many dwelling units, how much sq ft could be put on it, institute of traffic
engineers estimates so many vehicle trips by residential and industrial with the
difference being 1,144 trip a day.
WA -do you believe that
Ben -I believe this is
MDO-ROW's that have been abandoned, or would be abandoned.
Ben -due to the oddly shape of thse parcels, vacation of ROW's would be next,
looking at additional industrial use there and vehicle trips will increase.
WA -how long has the property to the North been industrial?
Ben -I'm not sure how long the designation has been there
WA -was there any opposition from the surrounding property owners or anything
to this when it was advertised.
Ben -I think we may have received some letters read into the record from Staff.
Patty -land use map amendment changes do not notify property owners but
rezoning we do.
Bob -when this was purchased it was industrial, not grandfathered in?
Ben -speaking to current property?
Bob -if it was industrial when he purchased it, 19 years, Commercial by 6t"? Not
big on spot zoning, but they've been there 19 years and have been successufl.
The only two complaints ive heard is the trucks in the street and using the side
street back east of the property.
Ben -just want to be clear, we aren't saying they can not continue on the current
property, this property is to the south.
MC -i think we included this parcel in the LDR's (1988-89) did that because of the
railroad and the sidetrack. I wanted to know would there be a problem if it was
zoned commercial not industrial. What they do requires an industrial
classification. We have a problem with zoning in this community. I just have a real
problem that successful businesses not being able to expand. I don't know any
other question to ask how that can be done. I have a problem, we can't take care
of this business in the city.
Mayor -not trying to debate. We have a responsibility to this property to this
property owner, and the surrounding property owners. I always look at it if I lived
on Block 192 would I want: Industrial across the street from me. Central
elementary, would I want my children going of school with industrial right there. I
don't personally know the business, once its zoned for Industrial, any permitted
use can go there and it may be something that I would not want across from a
daycare of single/multi-family. I'll go back to CM Williams, when we spent years
on the sign ordinance, he joked we had the perfect ordinance, not a month later
we were trying to amend it because something wasn't right. I guarantee there will

be changes, but we also have to look at the surrounding owners also. I know this
is a wonderful business in the city, but our responsibility is to th whole city.
MC -there is no way to have a Special Exception in a claissification to allow this
busines to have .
Mayor-zoning/land use does not go with the owner, the property.
Ben -keep in mind not just this owner, it could be any industrial uses.
BK -What is the current business classified as?
Ben -manufacturing
Bob -what businesses can go into an industrial area
Ben -Comp Plan pull up Industrial classification. Zoning district is the only district
permitted. He read from the code. Those are the permitted uses. This is a requiest
to change the FLU Map not Zoning.
MDO-doe sit put any tme limit on operations if it goes forward, could the facility
be operational 24 hours.
Mayor -only on special exception
MDO-since there are no limitations, concerns were potential operating hours with
the property, not the current business.
Applicant -Steve Dobbs, 1062 Jakes Way, Okee, FL — traffic issue, comp plan has
to use highest and best use, in your LDR's you can use ratio of 50%. Your
limitation on stories is 3 stories. I have to consider a building, half the land, and 3
stories. Do you have other businesses can come in when he decides to retire,
sell the business, absolutely. But he has been there for 19 years. Who knew in
2001 that everybody would want a can of air to spray off their keyboards. I've
done two projects for him so he could continue his operation. Steady employer
of Okeechobee residents.
Mayor -for the record you were give a 5 page handout.
Steve -this property has been for sale for years. There use to be a rail that went
across 70. ON the 2nd page, we can buffer the best we can but it does, like I say,
have the 7t11 avenue ditch as a separation from SF residences. I put the original
plat in the package. As you can see these parcels were next to the old railroad.
As you can see in this area the FLU's are sporadic. The 191 unit apartment
complex I was the engineer on that. Mr. Marcus loves Okeechobee and he was
just talking hes been here for 3 weeks. He loves the traffic here. He tries to attract
businesses here. Diversified CPC. You've got a good business here, 32
employees, adding employees, I respect your Planning Board and Planner, but
their prevue is set on interpreting the Code. The City Council is up here to protect
residents, businesses, and promote growth. SO like I say, one of the things Ben
brought up, he can continue to stay at the current location. The problem is he
doesn't have enough roorn to expand. I would not promote him jumping across
7th Avenue to purchase property. There is no other place for him to go except for
this property. I understand all the concertns, traffic, noise. The Planning Board
suggested he move, however he would have to rebuild and it's a very expensive
process. You may have a vacant building. I'm not saying there's not going to be
additional traffic, but there will be another place to stage his trucks. Give you
more things to consider besides what's in the LDR's. That's why you are here, to
help out.
MDO-Okee Economic Development Corp has been tasked to look at retention.
Have you guys reached out to that organization.
Jim Fowler, 470 SW 87th Terr, Okee, FL, real estate agent with Gil Culbreth realty.
The property has been on the market listing wise approximately 3 years and has
been for sale for over 10 years. We haven't had many bites because of the zoning
issues. If we are looking at highest and best use. Been in business over 20 years,
$30 million into the community, employs 32 and needs 6 more people right now.
Not only salaries but services from various vendors not to mention the taxes that
he pays. Im certain industrial taxes bring in more than single family. Simply asking
for more room to do the same. Question raised about impact of local traffic, it will
be lessened because he will have a place to unload his trucks, in lieu of the 14 -ft
space he has now. There is a gentleman, Danny Creech, I'd be glad to see it
because that's the only complaint he has is the trucks. The Nemec sisters from
West Palm told me years ago that property was zoned for Light industrial. The
City officials approached the nemec family and they encouraged them to agree
to have the property rezoned to something else, I don't know that exact date. It
could go o MF but Im not so sure what the demand is for MF, but I may get one
call a month because its not a good seller in the County. Future businesses, most
industrial properties are going to need more than what this change is going to

bring about. If im correct theres only going to be a total of 4 acres, and that's not
big enough for industrial. Lastly, lots 190 and 191 are zoned SF, I would seriously
challenge, I don't believe anyone would build a home site there.
Neal Marcus 1110 Oysterwood Street, Hollywood. Been 20 years since Ive been
up here, thank you regardless of what happens. It has been a great relationship.
I love working. The thing is we've had a lot of success. I want to clear some things
up. The 1,144 daily lowered to 800 with an 8 hour day, that would be 100 trips
per hour but the reality is we need to grow. We are not just a company that
manufactures air duster. The biggest growth is private label businesses. Uline,
Ace Hardware, USPS manufacture products, Fastenal, Walmart Ozark trail
business, cardinal health. So that facility is an FDA Class 1 Medical Facility.
Charbroil all of their cleaners. We just our so strapped on space, Mr.Abney could
understand we have a 10x20 shed, so its like a little lunchroom. So when I bring
companies in, I have to bring them into the shed, but I've been successful.
Another Big Rock Sports, supplies distribution and marine, Mercedes medical,
Brunswick corporation, Blackhawk industrial, QVC. Manufacture a lot of products.
We need space, I wan tto build a nice building so those trucks are not on that
street anymore. Possible dock in the back. Two openings to drive trucks in. Build
a nice office something where I have a nice conference room so when I bring the
customers in and we talk to them about expansion. Economic impact-million
dollar payroll, taxes we pay, Okeechobee oxygen, dorners, home depot, ace, city
electric, oua, superior water works, lawn services, atland. We have a big impact
with a small company. Started in my apartment in 1993. I'm excited about what
we can do in Okeechobee. I just jotted down some things and wanted to be here
just in case you wanted to ask me some questions.
WA-what are your hours of operation 8-4:30 5 days a week. One building and
parking lot
NM-these companies are so difficult, have to have stock product, when trucks
come in we need to be ready, more of a distribution center to facilitate the
business we have. The trucks wait out there because they are backed up. The
plan will be old loading dock is incoming materials, new dock outgoing orders.
BJ-if this was approved, how soon would you begin building?
NM-we'd want to start as soon as possible?
BK-in your best estimate what would the cost be to you in relocating.
NM-you are talking millions of dollars. We just put in a new crimper today. I would
not entertain it, keeping this operation going, building some other town, and then
close this business when up and running.
BJ-I don't want to push businesses away. I understand your position. We have
some beautiful property in the commerce park.
NM-5 million but not easy to pick up and move. The problem we run into is the
ontime deliveries and what we're in now. Just laid out all of the packaging. To try
to move and not produce those orders.

Ben-manufacturing is not Special Exception in any other zoning district. Text
Amendment is an option if the appolicant or city wants to add it.
MC-i feel that most of these homes were occupied or built after the industrial
zoning was implemented. So what IM saying is would this be a potential area to
expand Industrial.
MDO-no because of daycare, schools, MF complex. I did speak with Ben quite a
bit on this.

MC -there is no way to make it work so we can protect this property. We've had
more complaint from the Dance Hall.
Ben -his particular industrial use may not be resulting in any complaints, but
others may cause. Air quality issues, aggregates being mixed, there is a lot of
thing that can happen on an industrial property.
MC -what kind of control do we have? It doesn't make any difference whether its
4 or 8 acres.
MDO-so the amount tof IND facilities that can go on his current area is limited, if
you change it to it, it opens it up to someone else. It would make the problem
worse if it wasn't for them. If the Council were to entertain adding manufacturing
to heavy commercial as a text amendment, he'd have to reapply if approved.
DW -do I want heavy commercial right next to my house or daycare.
Ben -there could be compatibility concerns with Heavy Commercial.
MC -but we're talking two blocks but im just saying those homes, daycare, are
only two blocks away now.
BJ -if he moves out of there, all these items we saw can go in, we can't control
that. I don't see an issue here. We've got a good business that's been very
successufl, a lot of income for us, large employer, want to make sure if we
approve the FLU change, we're not approving it for the landowner.
Mayor -that's all you can do, the land use goes with the land, not the owner.
Fowler -that property is under contract
DW -that doesn't mean a thing as far as ownership.
MDO-that's the only reason why she was asking about a special exception is to
tie it to the business.
MC -what I was trying to drive at is not change the FLU, but change the zoning to
another zoning classification.
Mayor -you'd still have to do a land use amendment. We'd have to do a text
amendment, planning board, he would have to apply to change this to
commercial, then the zoning change, then go back to BOA to get a special
expecition and they may or may not approve that. It has to be appealed at the
circuit court level. It's a long process to go that way.
BJ -no matter what we do the current property is IND.
WA -just my thoughts, um the owner has been there for 19 years, emkploys 32
people looking to add more, great business, the property that is in question has
been for sale for 10+ years with no major interest. It does operate 8-4:30, if
someone new coming in, I would not be for it but since he's already there, I don't
see a problem with it, it's a very unique situation. For what we've got going on
here and the conditions, I'd be for it.

what they PB recommends.

DW -something like adjoining property is industrial, not incraese the density,

MC -we have so many inconsistencies, because we had no planning before the LDRs. My
concern is what we are charging now to bring them into compliance. I think it is expensive.
This owner had no idea.
WA -weren't we looking at administratively changing these properties.
DW -that's part of the CFRPC grant.
Ben -there's no way to administratively change zoning maps, it still has to go through a public
hearing process, the city can initiate the rezoning.
Bk -implement moratorium on these fees until we have an updated efficient effective LDRs. I
would like to see us place a moratorium on these fees.
Ben -when somebody comes in to request a rezoning. It would be difficult to setup a process
to determine who pays and who doesn't. I understand there are some inconsistencies but it
would be very difficult, you would have to lower the fees on all not just some. We need to do
the research first before we can start talking about moratorium. Difficult thing for staff to
implement.
BK -called point of order, I understand what the planner is saying, simply expressing my
views, I appreciate the initiate that has been taken on the process. We will get this squared
away.

E. Overview of Charter Review [as provided in Exhibit 6].
Atty-hopefully by now everyone has had a chance to review the Memo. Im not going to go
over it unless you have particular questions. The 3 threshold issues are: scope of charter
review because that dictates a lot of other considerations. For example, I looked at over 2
dozen florida cities that have undergone charter reviews in the last 10 years or so and have
called a few colleagues. Soup to nuts, deleting charter today and starting with a new model
charter. There are ones that we can use as a base moving forward, or the council can decide
to identify 2, 6, 10 areas you would like to examine and addresss through amendments. Issue

2 is the process. It can be driven by the council, conduct public workshops, council developed
specific amendments, or appoint an advisory body to undertake that process and come back
to you with a series of amendments or a model chaarter. AS ive indicated in the memo, if you
do appoint a citizens review committee, it's important that the committee have support. The
clerk shared past experiences with me. Issue 3 is the timetable. You always have to put
brackets on a process like this. I have seen numerous examples of it taking 1 or 2 years, also
seen the town of Jupiter whose citizen group met twice in 3 months. This hasn't been
reviewed since 1965.

BJ -only thing I thought is public workshop know what subject is going to be and you might
find out who are interested at that time. Give out applications, public input, and that might tell
us some of the directions we may want to go.
Atty-this is the Council show. You provide direction
DW -sort of set the tone for discussion. I think it would give that committee/attorney the idea of
what we're looking for. Example: Vice -Mayor, how the mayor is elected, provide fire service,
provide police service.

BK -the summer months are hard to navifate meeting wise. In light of those facts and not

G. ITEM ADDED TO AGENDA. City/County Workshop for Fire Services Contract.
We had a meeting with BOCC Chair Burroughs, County Administrator, Attorney,
City Administrator, Attorney. Really pleased with the cooperation and the
frankness of the discussions. Burroughs wanted to bring it to the Board before
us, so we all agreed to have a joint workshop with the County so everyone gets
the information at the same time. We wanted to do it ASAP. So the date has been
set Thur. 6/25 at 6:30 at BOCC Chambers. We will discuss the information we
worked out. I think you're going to be surprised and pleased. Best way to discuss
it.
MDO-there will be public comment at the workshop.
WA -1 thought we had requested Tori or Justin. I've asked for that in writing and
have not received it.
DW -told we could talk to them individually, but if they could attend it would be in
violation of sunshine.
Atty-did send an email outlining the law to the City Administrator (email).
DW -based on what we discussed at the meeting, verified with her last night, you
can either trust me or not, it didn't make a lot of difference if she was there or not.

June 16, 2020 Meeting
I wanted to publicly commend our citizens, and local law enforcement for the recent peaceful
demonstrations conducted here locally. While across the nation and the globe, there have been riots
and stand-offs between citizens and law enforcement, here in Okeechobee we have a community that
can peacefully stand for their beliefs and share in the current activisim of our nation. I appreciate the
community Standing in Solidarity. The Black Lives Matter movement has spurred a sense of unity across
the nation that extends beyond color, race, or religion. I look forward to it growing to a sense of all of
humanity standing together as one. A day when race or ethnicity are not instigators of controversy,
because there is a unified belief that we are all equal and members of only one Race, the Human Race!
And to promote a community sense of inclusivity, I want to highlight another community that has been
mistreated, oppressed, and even attacked —the LGBTQ community! And I am sad that we have not
announced publicly yet that June is Pride Month! Many municipalities across the state and nation issue
proclamations declaring June as Pride month. This simple act speaks volumes to those in the
community, as it shows that they are recognized, accepted, and included. June 2020 marks the 50th
anniversary of annual LGBTQ+ Pride traditions. The first Pride march in New York City was held on
June 28, 1970 on the one-year anniversary of the Stonewall Uprising. Society has come far since
then, but as we can see with the current events, there is more work to be done to get to a place of
complete acceptance and inclusion — of all races, all genders, and all sexualities.
