The application was submitted by Insite Development Group. Staff Report: This is a site plan review for the first phase of a multi-family development which The owner proposes site development improvements with 130 units on a 14.52 will consist of approximately 135 units on 14.53 acres of land (Blocks 4, 13 and 20). This report is acre multi- family residential development. This application includes Blocks 4, focusing specifically on the portions of the property which already have the proper Future Land Use 13, and 20 only. The owner is proposing to amend the land use for Blocks 11, Category and Zoning District. 12,21 and 22 to comply with residential multi-family at a later date. Mr. Bermudez requested to see the permit from South Florida Water Management (SFWM). Mr. Dobbs replied that he had the permit, but not with him at the meeting. Mr. Dobbs told the committee that the alley closing application has been filed with the clerk's office on Monday October 23, 2006. Mr. Whitehall requested that the committee refer to Mr. Bermudez's memorandum. Mr. Dobbs said that Item two, site boundaries, that a chain link fence is shown on the plans. Item three, regarding parking, the plans show 40 feet in front of building to the parking line. Two point two five (2.25) spaces are required and Southern Trace project has provided three. Item four calls for sidewalks along the entire sub-division. Item five regarding the SFWM, there are no wetlands located on this property. Mr. LaRue asked, going back to the parking what the total package would be. Mr. Dobbs replied that 270 spaces as indicated on the plans. Mr. Bermudez told Mr. Dobbs that the committee needs to know how many bedrooms will be in each apartment. Mr. Dobbs replied that there will be three bedrooms in each apartment. Mr. LaRue then stated that more parking will be required. Mr. Whitehall stated that the committee needed bold typicals or summary sheet to keep up with the phases of the project. Chief Smith reported on Item six. The minimum radius is okay, but water infrastructure needs to be in place before the construction. Mr. Forbes asked whether the purchase of the lot would include the town home? Mr. Dobbs replied yes. They will be individually platted. The Fair Housing Act has to be complied with when the project starts. Mr. Bermudez asked whether the plans reflected a clubhouse or an office? Mr. Dobbs replied that it is a clubhouse. Mr. Whitehall stated that Item seven, landscaping was typical of all projects. Mr. Dobbs presented the landscaping plans. Mr. Bermudez stated that he wants typical separation on all buildings. Mr. Dobbs said that there will be no wheel stops or curbing. At this time he was instructed that all street striping has to be done with thermal paint. Mr. Whitehall asked whether each unit has a one car garage? Mr. Dobbs replied yes, although the driveways will accommodate two cars. Two units sharing one driveway. Mr. Bermudez said that nine by twenty is an adequate size for a driveway. AGENDA IV. New Business Continued. A. Southern Trace, continued. B. Nunez Office Building. The applicant is requesting to continue the use of a commercial office building which, historically, had no on-site parking available. The property is located at 701 Northeast Park Street. Mr. Dobbs answered that on the recorded deed that it shows that it has been platted. Mr. LaRue than stated that this needs to be re-platted. Mr. LaRue explained that re-platting could make a difference in setbacks. Mr. Forbes replied that we need a typical site plan. Mr. Trent had no comments. No action taken on the project, due to re-platting. Nunez Office Building. The application was submitted by Tom Murphy on behalf of property owners David and Anita Nunez. The applicant is requesting to continue the use of a commercial office building which, historically, had no on-site parking available. The property is located at 701 Northeast Park Street. Staff Memo: The applicant is requesting to continue the use of a commercial office building which, historically, had no on-site parking available. The applicant says there are 15 parking spaces on the street which were being used by the site. The Land Development Code would require the applicant to provide 2 spaces on the site and the applicant is requesting to use street parking instead. After reviewing the application and its attachments, Staff recommendation is for the applicant to submit a site plan which depicts the amount of on-street parking spaces in order for staff to make an educated recommendation for the applicant's request. When an adequate amount of on-street parking spaces is available to accommodate parking in the area, the City Engineer should verify that the existing spaces conform to City requirements. Only then can the applicant's request be recommended for approval. Mr. Murphy spoke on behalf of property owners David and Anita Nunez. He stated that they have 15 regular parking spaces and one handicap for a total of 16 spaces available. Property owners are requesting not to have to add the two additional parking spaces. The property owners do no feel they need the additional spaces. IV. New Business Continued. AGENDA B. Nunez Office Building, continued. V. Adjournment - Chairperson. VOTE I Mr. Bermudez answered that the Land Development Regulations (LDR) stated that an Occupational License cannot be issued without the specified parking being available. Mr. Murphy said that Radio Shack and Laura Simms property were examples of those who did not have on site parking, but went to the City Council and were approved. Mr. Forbes reported that Laura Simms is still in the process of bringing her building up to the LDR codes. Mr. Whitehall replied that Radio Shack did go before the City Council because they were using all their spaces that were available, but that Mr. and Mrs. Nunez has the space to add the two additional parking spaces that are required. Mr. Murphy reported that the only thing that has changed on that property is the occupant. We have been operating in this building with this many parking spaces for years. There being no further discussion the motion was made. Mr. Whitehall moved to deny continued use of a commercial office building which, historically, has no on-site parking available; seconded by Mr. Bermudez. WHITEHALL - YEA SMITH - YEA MOTION CARRIED. After reviewing the application and its attachments, Staff recommendation is for the applicant to submit a site plan which depicts the amount of on-street parking spaces in order for staff to make an educated recommendation for the applicant's request. If an adequate amount of on-street parking spaces is available to accommodate parking in the area, the City Engineer should verify that the existing spaces conform to City requirements.
