Utah Apartments (Revised). The application was submitted by Steve Dobbs on
behalf of the property owner, Gagbee, Inc. The property owner is proposing to
construct a 32 unit condominium complex and parking lot in a single phase.
The subject property is located East of North Parrott A venue between Northeast
10th and 11th Streets. This item was previously considered at the January 25,
2006 Technical Review Meeting and tabled at the March 22, 2006 meeting.

Planning Staff Report Discussion: The applicant is requesting a site plan review for a 32-unit
multi-family complex with parking.
Planning Staff Report Recommendation: Staff does not recommend for approval of the site plan
until the following conditions are met and the applicant has provided the required information: (1)
In order to meet the minimum lot area and get the full use of 32 dwelling units, the alleyway must
be vacated to be included in the acreage. The applicant must request and receive approval from the
City Council for vacation of the alley. (2) Building elevation and height must be demonstrated on

Planning Staff Report Recommendation (2) continued: a separate drawing which also shows
each building's facade on all sides. (3) The agent for the applicant (Steve Dobbs) stated in a phone
conversation that he believes the units will be two-bedroom, two-bathroom units. If so, parking is
well over the required amount of 64 spaces. However, should the units be 3 or 4 bedrooms, the
parking will be insufficient. The applicant must provide the size of the units to determine whether
or not parking can be met for the site. (4) A landscaping plan must be submitted in accordance with
Section 90-532 of the Code. (5) It should be verified that one dumpster will be enough for the 32
units.
At the January 25,2006 meeting the Technical Review Committee requested a revised site plan with
the following:
1. The applicant must request and receive approval from the City Council for vacation
of the alley to allow 32 units on the site.
2. Building elevation and height must be demonstrated on a separate drawing which also
shows each building's facade on all sides.
3. Provide written documentation whether the units, will be two-bedroom, two-
bathroom units.
4. A landscaping plan must be submitted.
5. It should be verified that 1 dumpster will be enough for the 32 units - provide written
documentation from Waste Management.
6. Sidewalk must be installed along Northeast 12th Street.
7. Culverts must be installed along Northeast 11th Street and Northeast 12th Street to
make water flow go towards Taylor Creek.
8. Receive approval from South Florid Water Management District regarding the
wetlands on this property - provide written documentation.
9. If the alleyway was vacated an easement would need to be provided to the
Okeechobee Utility Authority to access the water lines.
10. Water System - The system needs to be looped from Northeast 12th Street West to the
eastern property line, then South to Northeast 11 th Street, then back to the West to the
16" water main.
11. Water System - The water meters will need to be placed out at the right-of-way line
as opposed to internally within the property.
12. Water System - Add in-line valves as required with the new route.

Wastewater System - Flip system as to put pump station on the east end of
property, this will move the force main away from the 16" watermain in the alley.
Wastewater System - Raise the manholes to prevent surface run-off from entering
the manhole.
Wastewater System - Raise the pump station (:t.t 1 foot) above grade and ensure
it will be above the 100-foot flood elevation.
Wastewater System - Determine whether this system is to be privately owned or
owned by the OUA after it is completed - provide written documentation.
Provide written approval from South Florida Water Management District allowing
the water to cross private property prior to draining into Taylor Creek.
Roadway improvements along Northeast 11 th Street and Northeast 12th Street will
be required and should be shown on the drawings.

The revised drawings were submitted prior to the scheduled March 22, 2006 TRC meeting in
which it had been tabled since there were no representatives. The Committee discussed the alley
closing request and Attorney Cook advised that an application had been presented to City Council
at the April 18, 2006 meeting. The Ordinance will be consider for adoption at the final public
hearing, June 2,2006 City Council meeting.
Mr. Dobbs remarked that he was in receipt of a letter from South Florida Water Management
District (SFWMD) as requested above, they had no comments or any other issues. Engineer
Bermudez requested a copy of the SFWMD letter. An additional comment from Member Hayford
was to watch the slopes on the walkways. There was no further discussion.
Fire Chief Smith motioned to approve, pending receipt of the SFWM letter, construction of a
32 unit condominium complex and parking lot in a single phase located East of North Parrott
A venue between Northeast 10th and 11 th Streets, owner being Gagbee, Inc.; seconded by Engineer
Bermudez.

The application was submitted by Sonny Chauhan on behalf of the property
owner, Okeechobee Balanji Inc. W. Fritze of Henderson and Bodwell is
representing the applicants. The property owner is proposing to construct a 3
story 48 room motel. The subject property is located at 1507 South Parrott
A venue.East of North Parrott Avenue between Northeast 10th and 11 th Streets.

MOTION CARRIED.
Mr. Bill Fritze, representative of Henderson & Bodwell, was present. He explained that the plans
for Best Western were originally submitted. The revised plans are for Comfort Inn and Suites with
a similar site plan. They have obtained the SFWMD permit and are in the process of working with
Department of Transportation for a left turn lane.
At the July 21,2004 meeting the motion was to approve the Site Plan for Best Western with the
following conditions:
1. SFWMIDEP permit for wetlands.
2. SFWMIDEP permit for drainage.
3. Revise Site Plan showing loading/unloading area.
Engineer Bermudez recalled from July 21, 2004 meeting that the 18 foot parking had to be changed
to 20 feet. Mr. Fritze reassured Engineer Bermudez that they can meet the 20 foot parking
requirement. After a lengthy discussion and review of the plans it was decided that a revised site
plan would need to be submitted.
Fire Chief Smith motioned to approve, pending receipt of a revised site plan indicating the
following: Parking Spaces, Fire Lanes, Signs, Fire hydrants, 8 inch Water Line and Private
Lift Station, to construct a three story, 48-room motel located at 1507 South Parrott Avenue,
owner being Balanji Inc.; seconded by Engineer Bermudez.
