order at 10:00 a.m.

A. NEMEC Warehouse Parking Addition. The application was submitted by Jim LaRue, City Planning Consultant, was not present during the meeting. John Cook, City
Deborah Nemec on behalf of the property owner, NEMEC, LLC. The property Attorney, briefly described the Staff Report as follows:

required that they reconfigure the parking facility. In light of this request, Staff has determined this
project should be considered as a whole instead of just the parking lot. As such this report will be
discussing the entire site with the emphasis on parking.

III. New Business, continued.
A. NEMEC, LLC, continued. Planning Staff Report Recommendation: Staff recommends approval of the site plan review
contingent upon the following issues being addressed: (1) One handicapped parking space is situated
such that it requires backing out into the alley. Staff recommends that this space be removed. (2)
Although not a requirement it is recommended that there be some green space between some of the
sixty-one parking spaces rather than having continuous asphalt for the entire parking lot.
Jeff Kennedy, Project Engineer, explained that the property owners are proposing to build the entire
. parking lot only if the proposed Health Club tenant works out. He explained, if the Health Club
tenant does not work out, only a portion of the parking lot will be constructed to meet the Retail
Sales parking requirements. Mr. Kennedy explained that the parking lot is based on the Health Club
parking requirements which is 1 space per 150 square feet. He explained if the Health Club takes
the entire building, the parking will be 1 space per 166 square feet. He explained that some of the
square footage for the building will be separated out as a storage area, allowing them to meet the
parking requirements.
Oscar Bermudez, City Engineer, explained that he was unaware of the proposed Health Club tenant.
He recommended that the City will consider the Health Club parking requirements when they apply
for their Occupational License.
Donnie Robertson, Public Works Director, explained that culvert pipes will be required under the
entrance and exit on Southwest Second Street.
. LC Fortner, Okeechobee Utility Authority, explained that the property owners can not store anything
in the alley so that OUA can access their lines located within the alley.
John Cook, City Attorney, questioned Mr. Kennedy whether the alley was currently paved with
asphalt.
Jeff Kennedy, Project Engineer, explained that the alley was currently paved with asphalt.
John Cook, City Attorney, explained that the property owners will need to obtain Use of Alley
Agreement with the City.
IV. New Business, continued.
A. NEMEC, LLC, continued. Brian Whitehall, City Administrator, questioned whether the entire parking lot would be
constructed as drawn on the plans.
Jeff Kennedy, Project Engineer, stated that the property owners had a proposed Health Club tenant.
If the proposed tenant works out and agrees to lease the entire building, the parking lot will be
completed as shown on the plans. If the tenant falls through, only a portion of the parking lot will
be constructed.
. Herb Smith, Fire Chief, explained that fire lanes will need to be marked surrounding the building.
There were no comments from Tom Forbes, Building Official.
There were no further comments from the Committee, nor any public comment.
Herb Smith motioned to approve the NEMEC, LLC Site Plan with the following stipulations:
(1) Culverts installed along Southwest Second Street,
(2) Use of Alley Agreement,
(3) Fire Lanes Marked,

B. Okeechobee Professional Plaza. The application was submitted by Steve Dobbs Jim LaRue, City Planning Consultant, was not present during the meeting. John Cook, City
on behalf of the property owner and applicant, Gerald Lefebvre. The property Attorney, briefly described the Staff Report as follows:

B. Okeechobee Professional Plaza, continued. Planning Staff Report Discussion, continued: the proposed structure, the applicant was made
aware of the problem staff has with the application, specifically the RSF-l Zoning currently on the
property. The applicant has submitted a rezoning application for the subject property requesting
CPO. Until the rezoning has been granted staff will not grant the application for site plan review.
Planning Staff Report Recommendation: Staff will not be making a recommendation until the
proper zoning (CPO) is granted. Staff would like make the following comments: (1) The applicant
. needs to submit a landscaping plan and a drawing demonstrating the building's facades on all sides
before this item comes before the TRC. (2) The applicant needs to submit a revised site plan. Site
data including the height of the building, total impervious surface, and lot data must be shown on
the site plan.
Steve Dobbs, Project Engineer, explained that the 5' handicap access aisle or the curb were not
noted on the site plan, however it is shown on the construction drawings. He explained that he was
unable to provide landscaping plans at this time; however, they will be submitted once they are
available.
LC Fortner, Okeechobee Utility Authority, explained that sewer was available on Southwest Third
A venue at Twentieth Street. He explained that he was working with the property owners to run
a line to the property, so water and sewer will be available on site. Mr. Fortner explained that once
this line is installed, the other people located between Southwest Third A venue and the site on
. Southwest Twentieth Street will have access to sewer.
Donnie Robertson, Public Works Director, explained that culvert pipes will be needed. He
recommended working with the Department of Transportation for use of their drainage system,
since drainage is such an issue in that area.
There were no comments from Oscar Bermudez, City Engineer; Herb Smith, Fire Chief; Tom
Forbes, Building Official; or Brian Whitehall, City Administrator.
Herb Smith motioned to approve the Okeechobee Professional Plaza Site Plaza with the following
stipulations:
(1) Work with Department of Transportation to utilize their drainage system,
(2) Submit a landscape plan

Discussion:
On October 5, 2005, Staff received a revised site plan for the addition of a parking lot
to an existing abutting structure located at 911 South Park Street. As you know, the
applicants were intending to use the existing structure as a warehouse with 20 parking
spaces. Now, the applicants are proposing to use the structure for retail commercial uses,
which has required that they reconfigure the parking facility.
In light of this request, Staff has determined this project should be considered as a
whole instead of just the parking lot. As such this report will be discussing the entire site
with the emphasis on parking.
