2020-05-19 Ex 02 Per your request the Public Works Department has completed the following paving plan for submission to the City Council. Overview According to data submitted to FDOT by the City, there are approximately 62 miles of paved roads within the City with an additional 2.5 miles of unpaved shell roads. Using an assumed pavement life of 50 years, the City would need to resurface slightly over two miles of road each year to maintain the quality of the roads within the City. At the present installed cost of $128.40 per ton of asphalt, the cost of maintaining the roadway conditions for the City would be approximately $140,000 per year. In addition to the asphalt cost, an additional $20,000is needed for ancillary costs such as required milling and striping which brings the annual roadway maintenance cost to approximately $160,000 per year. Public works has undertaken an evaluation of the existing road conditions The evaluation process consisted of a driving survey of the City’s roads by the Public Works Director. During the evaluation, the City’s roads were classified using a four (4) tier classification for paved roads and identification of shell/millings roads and unimproved right-of-way. This process was very subjective and volume considerations were used in cases where it was difficult to categorize the road into one category or another. Without engaging the services of a consultant with technical roadway evaluation equipment, it would be difficult to further refine the evaluation process. The four pavement condition classifications were as follows: 1. Excellent These roads have typically been resurfaced within the last 5 years. There was no significant vibration felt when driving over the road. 3. Fair The roads classified as fair have more severe cracking or other defects as well as noticeable vibration wen driving on the road. 4. Poor These roads have major issues such as spalling or pushing, or have been had significant damage from other causes. 5. Shell/Millings 6. Unimproved Right-of-way The results of the field survey have been tabulated into a database for future use. The data can be sorted by road condition for future use. It is intended that the data will be also be entered into a Geographic Information System so the information can easily be displayed graphically. A sample of the field maps and condition database are attached to this report. 2020 Pavement projects: The following projects are based on the roadway survey that was just completed. In To maximize the effective use of available funds, project segments have been identified that will require at a minimum of 50 tons of asphalt. New Construction Two (2) new construction projects have been identified. The primary project is 1,000 linear feet of sidewalk on SE 6th Avenue connecting Centennial Park with the existing sidewalk on SE 4th Street. This segment will complete access to the new park from all blocks of the surrounding neighborhood. The right of way on SE 6th Avenue is insufficient for the construction of the new sidewalk. The City will need to obtain an easement from the eleven (11) property owners on the East side of SE 6th Avenue for this project to be completed. SE 6th Avenue Sidewalk Project A secondary project has been identified which can be completed in this year. If for some reason the primary project cannot be completed. This project, located on SW 8th Avenue and SW Park street will connect the new apartments to be constructed south of SW 8th Avenue with the downtown area allowing the residents of the 190 unit project to walk to the downtown businesses. ADA Ramp Construction To meet current access requirements, additional ADA ramps are required in the downtown area as well as the reconstruction of some of the existing ramps in order for them to meet current standards. It is proposed that ADA sidewalk ramp along with an ADA parking space be installed mid-block on each side of South Park street in order to meet ADA requirements. A survey of Southeast and Southwest Park streets has identified a total of 30 ADA ramps are required. In the future, additional ramps should be constructed mid-block on the side streets connecting to South Park Street where parking exists for business access. The current sidewalk bid being processed includes ten (10) ramps to be constructed starting in the 100 block of SW Park street. An additional four (4) ramps will be included in the FDOT SCOP funded projects on SE 3rd Ave and SW 5th Avenue. Additional ramps will be included over the next 2-3 years until the downtown area is completed. I have classified the City streets into three categories, Primary, Secondary and ancillary depending on the desired level of service as follows: Primary Streets. Streets located within the Central Business district including and other key business areas and high use through streets. Primary streets will be painted every second year with the primary streets located South of Park street (SR70) painted during even years and streets North of Park Street painted during odd years. Markings for Primary Streets will include, Centerline, Stop Bars, and where appropriate parking spaces and cross walks. For a list of Primary streets please reference Table 1 Secondary Streets Streets located within secondary business areas and other streets as classified in section 3.01.01 of the MUTCD. Secondary streets will also include the first block adjacent to Park Street (SR70) and Parrott Avenue (US 441), and other areas such as streets near public facilities such as schools, the court house. Markings for Primary Streets will include, Centerline, Stop Bars, and where appropriate parking spaces and cross walks. Secondary streets will be painted on a rotating four year schedule: Year 1: Southeast Year 2: Southwest Year 3: Northwest Year 4: Northeast Ancillary Streets All other public streets not classified and Primary or Secondary Streets. Pavement markings will include stop bars. Ancillary streets will be painted every four years on the same schedule as Secondary streets. Pavement marking will be a primary activity during the dry season after the holiday decorations are down and will continue until the start of the growing season during the months of January through April or May. Option: 02 Center line pavement markings may be placed at a location that is not the geometric center of the roadway. 03 On roadways without continuous center line pavement markings, short sections may be marked with center line pavement markings to control the position of traffic at specific locations, such as around curves, over hills, on approaches to grade crossings, at grade crossings, and at bridges. Standard: 04 The center line markings on two-lane, two-way roadways shall be one of the following as shown in Figure 3B-1: Figure 3B-1 Examples of Two-Lane, Two-Way Marking Applications A. Two-direction passing zone markings consisting of a normal broken yellow line where crossing the center line markings for passing with care is permitted for traffic traveling in either direction; B. One-direction no-passing zone markings consisting of a double yellow line, one of which is a normal broken yellow line and the other is a normal solid yellow line, where crossing the center line markings for passing with care is permitted for the traffic traveling adjacent to the broken line, but is prohibited for traffic traveling adjacent to the solid line; or C. Two-direction no-passing zone markings consisting of two normal solid yellow lines where crossing the center line markings for passing is prohibited for traffic traveling in either direction. 05 A single solid yellow line shall not be used as a center line marking on a two-way roadway. 06 The center line markings on undivided two-way roadways with four or more lanes for moving motor vehicle traffic always available shall be the two-direction no-passing zone markings consisting of a solid double yellow line as shown in Figure 3B-2. Figure 3B-2 Examples of Four-or-More Lane, Two-Way Marking Applications Guidance: 07 On two-way roadways with three through lanes for moving motor vehicle traffic, two lanes should be designated for traffic in one direction by using one- or two-direction no-passing zone markings as shown in Figure 3B-3. Figure 3B-3 Examples of Three-Lane, Two-Way Marking Applications Support: 08 Sections 11-301(c) and 11-311(c) of the "Uniform Vehicle Code (UVC)" contain information regarding left turns across center line no-passing zone markings and paved medians, respectively. The UVC can be obtained from the National Committee on Uniform Traffic Laws and Ordinances at the address shown on Page i. Standard: 09 Center line markings shall be placed on all paved urban arterials and collectors that have a traveled way of 20 feet or more in width and an ADT of 6,000 vehicles per day or greater. Center line markings shall also be placed on all paved two-way streets or highways that have three or more lanes for moving motor vehicle traffic. Guidance: 10 Center line markings should be placed on paved urban arterials and collectors that have a traveled way of 20 feet or more in width and an ADT of 4,000 vehicles per day or greater. Center line markings should also be placed on all rural arterials and collectors that have a traveled way of 18 feet or more in width and an ADT of 3,000 vehicles per day or greater. Center line markings should also be placed on other traveled ways where an engineering study indicates such a need. 11 Engineering judgment should be used in determining whether to place center line markings on traveled ways that are less than 16 feet wide because of the potential for traffic encroaching on the pavement edges, traffic being affected by parked vehicles, and traffic encroaching into the opposing traffic lane. Option: 12 Center line markings may be placed on other paved two-way traveled ways that are 16 feet or more in width. 13 If a traffic count is not available, the ADTs described in this Section may be estimates that are based on engineering judgment.
