A. Gulfstream Natural Gas System, L.L.C., located on NW9th Avenue, Ft. Drum Corporation Kelly Hill, of LaRue Planning and Management, noted for the record that there was a correction, the project
is the property owner, Gulfstream Natural Gas System is the applicant, Richard Andersen was to be completed by April 2005 instead of the April 2004 that was printed in the Staff Report. Mr, Hill had
is the representative of the applicant. Gulfstream is planning to lease the lands to unload no other comments, Planning Staff recommends approval. Chief Tomey had no comments, Mr. Bermudez
and store pipe and mats for a natural gas pipeline project. reminded the applicants that a new Site Plan would need to be submitted showing the office trailers, parking,
and handicap parking. Chief Davis reiterated his traffic concerns, he is recommending that the truckers take
the alternate route from N,W. 9th Street to Highway 98, turn left on Highway 98, and go to the red light at the
intersection of Highway 98 and State Road 70. This route would prevent traffic problems at the intersection !
of N.W. 9th Street and North Parrott Avenue, City Administrator, Bill Veach, mentioned that there needed I

C. Pritchards and Associates Insurance, continued, Mr. Kennedy advised that the only access to the property will be from S.W. 18th Street, the other curb cuts
will be closed. He will be meeting with DOT in regards to the median cut and the access to SW, 18th Street,
once a formal application has been submitted.

requirements on S.w. 18th Street; seconded by Denny Davis.

D. Wal-Mart Store#814, located at 2101 South Parrott Avenue, Wal-Mart Stores, Inc, is the Mr, Hill informed the Committee that the current Site Plan meets and exceeds City Codes, Planning Staff
property owner and applicant, Austin Watts is the representative of Wal-Mart. The recommends approval. Chief Tomey noted for the record that the sprinkler system will be addressed at the
applicant is planning to build a proposed 5,472 square foot stockroom for additional time of permitting, No other Committee members had comments on this item.

This memo is in regard to your request for the proposed plat of the City of Okeechobee
Commerce Center. According to L.C. Fortner of the Okeechobee Utility Authority (OUA) there
are probably public potable water wells within 300' of the north property lines oflots 6, 13 and
14. Per Comprehensive Plan Policy 7.5a: "The City's land development regulations shall
designate a protection area of 1,000 feet in radius from each public potable water well as the
wellfield protection zone. The first 300 foot radius closest to the well shall be a zone of exclusion,
where no development activities shall be permitted except that relate with water supply
provision..," Because of this provision, the northern three (3) lots cannot be used. This policy
and other Land Development Regulations need to be followed because of the close proximity of
the OUA well.
Furthermore, some of these lots such as 14 and 15, do not have direct street
access/frontage. This is a requirement of the City's Subdivision Regulations. The cul-de-sacs
need to be checked by the City's emergency personnel to determine if there is adequate turn-
around capacity.
