HANDWRITTEN MINUTES BY BOBBIE JENKINS CALL TO ORDER Mayor Watford called the virtual regular session of the City Council for the City of Okeechobee to order on Tuesday, April 7, 2020, at 6:00 P.M. in the City Council Chambers, 55 Southeast 3rd Avenue, Room 200, Okeechobee, Florida. Mayor Watford provided instructions on how the meeting is to proceed. Thanked Staff for their hard work. Thank the Council for agreeing to meet this way. As I'm speaking, Council member Jarriel is not online. Robin -he called in on the phone. For the public that may be on watching or online with us, make sure your phone is muted. If you want to make a comment, ill give you instructions in just a second, mute phone, unmute during comments, then mute. Council — same procedure. Making a motion or second, please say your name first so that everyone knows who is speaking. I think it works best if you allow me to recognize you so we aren't talking over each other. I think that's a good way to keep it without multiple conversations. Votes will be made by roll -call, Mayor will call upon each Council Member for their vote. Each Staff member will unmute their phones when making comment or called upon, say who it has for recognition, just those who are on a call know. My phone will remain unmuted and the host as well. The ordinance you see contains those projects the city has allocated funding for as well as the school board projects that they are adopting to maintain. The planning board did recommend approval. Mrs. Tiffany Collins, Administrator of the Florida Department of Health in Okeechobee County, provided a COVID-19 update. Mayor — before you make comments, thank you for all of your hard work during this. I don't know how you're still standing because I knkow how stressful this is. Thank BOCC for their emergency meetings,m press releases, and other releases made from staff, leadership has been outstanding with one or two exceptions. Let you know what we've been doing, City has been low key, no additional posts because County and Health Department has lead on this, Rep Pigman did readch out to us, Senator Scott's office, couple of conference calls with the white house staff with the mayors throughout the country, the state eoc has held a weekly conference call, we've been in the loop but in the background. City staff has worked very hard to ensure everything has gone smoothly for adjustments on the fly. TC -so proud to live and work in a community where we are all embracing these strategies to keep everybody safe, essential business, medical community, just grateful to be a part of this, thank you for everything you're doing. Okeechobee has 5th confirmed case. 4th case 61 yr old female, no travel history, hospitalized, 5th case 66 yo female, unknown travel history and hospitalization at this time. We do very in depth investigations, monitor symptoms for 14 -day period, if I can share my monitor with the host, would that be possible? CDC recommended wearing cough masks. Generous community partners that donated masks. The recommendation is that you are well that you wear cloth masks. You could be possibly spreading this by speaking, coughing, sneeszing, with asymptomatic or pre -systematic. Underlying med conditions, over 65, out doing essential services, area difficult to maintain social distancing, etc. Surgical mask and respirators saved for health care workers or someone who is sick. Voluntary new guidance from CDC. ' Floridahealth.gov — click on COVID screen on home page, scroll down to bottom for dashboard or report. Click link and it takes you there. Updated at 11 am and 6 pm daily. You can look at it on your phone. State 14,747 cases in florida, 1893 admitted to hospital, 296 deaths. Dips in graph are from reporting back logs. Click on County to see total number of residents positive. It gives case data for county. Clcik on florida testing data tab at bottom, 139,669 total tests, 14,747 positive, 123,415 negative, Okeechobee tested 145 with 139 negative, 5 positive, 1 pending. No questions on dashboard. The only other thing that I have to add the testing sites in Okeechobee are Raulerson Hospital (6 to 10 hr return time) Fred Brown FCHC testing, Health Dept 863-462-5800 still using CDC guidance for testing. Mayor -would you explain the Tampa case, the first case Okeechobee had, if he was there, why Okeechobee. TC -individual who tested in a drive thru in Tampa and isolated in Tampa. Self isolation can be done at home, which means you're staying more than 6 feet away from someone. He could have chosen to come home in a personal vehicle. Mayor -is there statistics somewhere about recovery? It seems like we kind of forget that figure. Do we have a statistic for that at this moment TC -right now DOH is tracking positives and comparing to other states and other countries. Per capita we are doing more cases in most cases, we are starting to look at our hospital rates, mortality rates, discharge rate, not looking for recovery rate now, can be asymptomatic can be negative because you haven't reached the symptoms yet. There is really no recovery data, we are focusing on hospitalization, capacity in health care capacity, and how many are being discharged. WA -Tiffany in paper I saw where local dr is doing blood test. Can you talk to us about that. TC -doh position right now is testing for antibodies is not very valuable at the moment, only recognizing tests that are FDA approved, testing for virus not antibodies, not charging for tests, governor president made very clear, if you feel like you have symptoms seek med advice from your provider, see if you qualify for test. If you test for the antibodies and not the virus, and you get a negative result, does not mean you don't have corona virus. Mayor -no other comments or questions from Council. Proposed Resolution No. 2020-03 also allows the City Administrator to waive these specific time frames, in writing to any applicant or affected person (specifically for planning and zoning, special exception, power still leaves power to PC and yourself for extension). Mayor -doesn't give you authority to supersede any codes, just timelines. Atty-extends and re-enacts Res. 2020-02, second MDO is allowed to waive certain time frames to do with processing of applications, things of that nature. So you still have the emergency authority with Mayor and Police Chief. Frnakly monitoring what FLC have been doing throughout florida. Mayor -should help contractors, residnets, etc. if there are no meetings. WA -so this moves deadlines for applications for permits, or does that move the deadline or do you review and approve move forward alone, give example. Atty-read section pertaining to City Administrator. If there was a timeframe to respond to additional information on pending permit application, those timeframes could be waive d by MDO according to the resolution. Planning Board has timetables, giving a little bit of flexibility, case by case basis. Mayor -hope we've acted in a responsible way, hope you agree on how we've been handling it, I appreciate your understanding. No other discussion. Mayor -this has come up before, I think you all have been provided memorandum from Clerk on how this has been handled in the past. Don't have a clear definition. Mayor appointed a Mayor Pro -Tempore and Council agreed by consensus with no issues. In discussion with the Clerk and her investigation, she feels like the Mayors recommendation should be voted on by the Council rather than a consensus. Anyone want to chime in before my recommendation. BK-im not opposed to making an appointment this evening, just looking over the charter and wat the city clerk has outlined, my interpretation is as needed in your absence. I don't interpret it as Mayor appointing and voting, not opposed, in my mind kind of lend itself to Vice -Mayor appointment, language is different. Understand that this would be streamlining the effort as you will, originally questioned it, it was my misunderstanding according to Vice -Mayor, strictly temporary in nature, pro -tempore, not opposed. Appreciate you bringing this up again. Is that going against the charters guidance in the as needed status? Mayor -thank you for your comments, reason I brought this up now is because of issue we are going thru and so uncertain right now, my age is in the high risk category and I didn't want something to happen, I would hate not to have something in place, im willing to do whatever you want. Defer to Clerk then attorney. Clerk -heard a little bit of what you ask. I don't have anything else to weigh in on, totally defer to the council. If something happens, this would prevent a situation (Grant prove appointment). Atty-compliment City Clerk on legal analysis I nthe memo, I agree with it, very good. I don't think Coucnil needs to vote on this today, if you look at the charter language, this is to be done on a case-by-case basis. Mayor -appears that the opinion of the attorney is case by case basis, wait for event to happen. Sometime there are documents that need to be signed, guess to wait. Agreeable with Council to do on case by case basis. Poll -Abney yes, Jarriel don't have an issue with it we can do something address in charter review, Keefe as needled until charter review, Clark diddo. D. Council Member _BK_ moved to award a contract in the amount of $120,014.00 to Alan Jay Fleet Sales from Florida Sheriff's Association Bid No. FSA19-VEL27.0 to purchase five 2020 Dodge Durango SSV Models [as provided in Exhibit 5]; seconded by Council Member _MC_ The purchase of 12 Dodge Chargers was approved at the November 5, 2019, Council meeting, but due to the stop in production of the 2020 Dodge Chargers, Chief Peterson is requesting to amend the approval to purchase alternative vehicles. Should the amendment be approved, the Durangos will be used for administrative vehicles. Chief Peterson -the dodge factory is not producing any more 2020 dodge chargers due to parts shortages. So trying to look into a possible solution and stay within the existing approved budget, next most affordable vehicle. Taking admin vehicles and put on road. Moving forward replace 4 vehicles annually. BJ -the only question I have is on the equipment, is there a question about the equipment. I noticed it was blank. Bob -equipment is right at $21,000. We order equipment first, we have the equipment to outfit 11 dodge chargers, company agreed to trade charger equipment for Durango equipment. Turn into savings roughly $30,000 cheaper (including decrease in sales revenue). BJ -shouldn't we go ahead and add that and approve it now. MDO-synopsis, equipment same company with lower amount, po will go forward. PO for cars will be voided and new PO issued. WA -1 know that the program we had we are selling our cars to another department. Just want to make sure this isn't putting them in a burdern. Bob -they are aware of the situation, significant delay in selling the vehicles. We don't even know a date, June, July, August, factories are closed, when they open may not be able to get these 5 but it can change next month. Desoto and Highlands are the customers and are aware. Mayor Watford, Council Members Abney, Clark, Jarriel, and Keefe voted: Aye. Nays: none. Motion Carried. E. Discuss modification to Alcohol Ordinance to allow package sales on Sunday. CM Clark requested this to be put on agenda. Monica=wanted discussion to come back up because BOCC modified ordinance to allow package sales on Sundays, put personal beliefs aside, quite a few Christians who celebrate sabbath on Saturday instead of sunday and think we should mirror the county ordinance. Mayor -normally we'd get a consensus of the council to get an ordinance to be drawn up. Attorney is this acceptable. Atty-yes WA -make sure we will mirror the county April 7, 2020 Regular Meeting Page 5 of 6 Mayor -think that is what the intent is, instruct staff to prepare an Oordinance that mirrors the county. Any other comments or equesitons? WA -yes, BJ -yes, BK -yes, MC -yes, DW -no — instruct attorney and administrator to work on ordinance. Monica -new ordinance? Atty-takes another ordinance to amend current. F. Lake O Water Levels letter to ACOS. Attorney Fumero asked that this be placed on the ageanda. Just very briefly, letter says City for namesake for Lake, "get the letter that John read from" Motion to authorize Mayor to sign a letter -MC; second BK. No discussion from the Council on the letter. Mayor Watford, Council Members Abney, Clark, Jarriel, and Keefe voted: Aye. Nays: none. Motion Carried. VII. COUNCIL COMMENTS WA -thank everybody for all of their hard work, trying times we are going through right now. BJ -thank MDO and staff for what they are doing now, we really need to support our local businesses, not just restaurants, more I talk to people, the more concerned I get. Dairy is dumping milk, vegetables are being given away (Farmers, ranchers, any businesses). Anxious to see you all again. BK -I appreciate you bringing up the agenda item mr. mayor, wish oyou the best of health, my folks aren't leaving the house, can't be too careful. Again, I think the Council has utmost confidence in your abilities and Chief Petersons during the SOE, if you're not available assume Chief in communication with you, look forward to charter review in future. Very important to have charter review to address things that have not been reviewed in several years. MC -wishing everyone good health, happy Easter, thank you to staff, I appreciate everybody in the City and the hard work they are doing. Community trying to keep them safe. Mayor -everyone stay safe, will keep everyone updated on meeting schedule. Thank the staff worked very well under the circumstances. MDO-thank staff, city hall has been tossed upside down, still working, social distancing, we've been planning for everything. VIII.
