Chairperson Ledferd called the May 24,2005 Land Planning Workshop to order at 7:30 p.m.

Jim LaRue, City Planning Consultant, explained to the Agency members that the Future Land Use
Map governs our zoning map. He explained that over the last year or two we've started reacting
to many areas. He gave the Board Members reasons why he may need to do some more research.
He wanted to be able to respond to areas that the City thinks may have less land for certain uses
than we do today. He explained that demographics make a difference. He stated that Okeechobee
County was one of the top 100 Counties in the Country for growth which means that we are using
more of the vacant land than we have been before. In the next month or two he will give the Board
some statistics to show you how much the city has grown, and how much vacant land we have now
compared to our last Comp Plan. He stated that he wanted to solicit from each Board Member
what they feel the City has more of a need for, either Commercial, Industrial, Multiple Family, or
all of the above? He stated that he saw there are parts of the residential areas that have not filled
up yet.

Jim LaRue stated that several of the most recent petitions have been to request a zoning/land use
change to Multiple Family.
Dawn Hoover expressed that Okeechobee is very low on Industrial property.
Bill Ledferd stated that if Lowes or Home Depot ever came here, they would probably be looking
for Industrial Property. He questioned what the next major road coming through here would be
and where it would be located. He stated if that was known, we could make better decisions on
the planning board.
Jim LaRue explained that Highway 70 and 441 are the major thoroughfares. In the City there is
not much Industrial. There is the Industrial Park which is more of a high class development, with
the deed restrictions. The rest of the Industrial is close to the railroad tracks. He explained that
if Industrial goes too far west, it may interfere with residential neighborhoods. He reminded the
Board that they recently turned down a couple of petitions for that reason.
Bill Ledferd explained that on NW 9th Street we have gotten stopped with expanding the Industrial
to the West due to the new church that is constructed there.
Devin Maxwell questioned how many acres were in the Industrial Park. An Economic Consultant
came and gave a summit earlier this month. He position was that in order to improve the standard
of living, you have to have Industrial property that has been improved and approved so that it is
streamlined for Industrial businesses that will generate jobs above the average wage. It is good
that the Industrial Park is on the eastern side of town, maybe that will lure in coastal businesses.
Bill Ledferd explained that we need all categories Commercial, Industrial, and Multiple Family.
Jim LaRue questioned whether the City had considered annexing more land into the City.
Katrina Cook, General Services Coordinator, explained that she believed that annexation was one
of the items that the City Attorney was working on.

Matching Future Land Use Map Inconsistencies with Zoning Map.
Jim LaRue discussed the inconsistencies between the zoning and land use maps.
Agency Member McCoy mentioned the area behind the Post Office (SE 10th A venue) would be a
good Multi-Family area. He felt that area would be a good transition between the commercial uses
to the North, and the single family uses to the South.
Agency Member Maxwell questioned the Multiple Family zoning district. He explained that
developers were buying property, changing zoning and land use to multiple family, then proposing
to build large developments. He explained that in some instances he was concerned with the
proposed multiple family changes due to the impact on the surrounding residential single family
homes.
Jim LaRue agreed with Agency Member Maxwell. He explained that his concerns were something
to look into when considering the zoning and land use changes. He also explained that review of
the existing and proposed roadways is also necessary. The review would be to make sure there is
adequate roadways for the increased traffic flow.
