MINUTES A. III. Pa Board Plannin June 25, 2002 ACTION - DISCUSSION - VOTE John Dulmer, City Planning Consultant, described the subject property and gave a briefbackground of the petition. He explained that the property was just approved by the City Council for a Future Land Use Map amendment. Mr. Dulmer was informed that the property owner submitted a letter stating that the applicant Cathy Knapp no longer has a contract to purchase her property and that she is wishing to pursue with the change in zoning request. However she is requesting an amendment to the petition currently requesting a change in zoning from RMF to CHV and she wants it amended to RMF to CPO (Commercial Professional Office). Ms. Connelly also stated in her letter that she has a potential tenant who wishes to continue the operation of a day care. Under the Commercial Professional Office zoning designation it allows for a day care by special exception. Mr. Dulmer indicated that Commercial Professional Office (CPO) would be a more appropriate zoning designation for that location. Staff recommends that the Planning Board recommend to the City Council to grant the request to change the existing zoning designation of Residential Multiple Family (RMF) to Commercial Professional Office (CPO), located at 1306 S.W. 2nd Avenue. Board Member Keller moved to recommend to the City Council to grant approval for Petition 02-003-R, requesting to change the existing zoning classification of Residential Multiple Family (RMF) to Commercial Professional Office (CPO) as amended. Rezoning Petition No. 02-003-R. Consider a recommendation to the City Council to rezone 1306 S.W.2nd Avenue from Residential Multiple Family (RMF) to Heavy Commercial (CHV) (Legal: Lots 3 and 4 of Block 21, South Okeechobee). The property owner and applicant is Linda S. Connelly. A. He explained that the subject property is currently zoned as Holding and cannot be developed if the property remained with the current zoning designation. Mr. Dulmer indicated that Residential Single Family 1 (RSF1) is an appropriate zoning designation for the subject property. He explained that the property has twenty-six (26) fifty-foot (50') wide lots and that the requirements of the RSF 1 zoning designation indicate that each lot must have a minimum of seventy-five (75) feet for the width of the lot. Mr. Dulmer further explained that there is an adjacent property to the East zoned Industrial (IND) and recommended that the Board make a condition requiring landscaping as a buffer from the adjoining property to the East. Staff recommends that the Planning Board recommend that the City Council grant the request to change the existing zoning designation of Holding (H) to Residential Single Family 1 (RSF 1), located within the 900 Block ofN.W. 5th and N.W. 6th Streets I the Board. Board Member Keller moved to recommend to the City Council to grant approval for Petition 02-004-R, requesting to change the existing zoning classification of Holding (H) to Residential Single Family 1 (RSFl) with conditions of a landscape buffer from the adjoining property to the East and create lots with a seventy-five (75) foot width.
