Petition No. 98-004-SE was completed by Deborah and Kevin Schooley. The request is to allow a Day
Care as a Special Exception in a Residential Multi Family Zoning District. Staff has concluded thai
proposed request for the Special Exception lies within an area designated single family residenti
the Future Land Use map (FLUM) of the City of Okeechobee, The mixture of residential and instituti I
uses are appropriate for the location of a child care facility. However, within a two block radius of this
site, there are three child care/day care facilities and by approving the proposed site for a day care
facility, this will create a concentration of these large enrollment child care facilities within this area.
Staff stated the request should be denied for the following reasons: 1) this approval would lead to the
concentration and establishment of large enrollment child care facilities within the area; 2) the impact
on pubic facilities from the associated traffic of the use could be detrimental; 3) the inconsistency of the
Future Land use and Zoning; and 4) the existing capacity in conjunction with the proposed site are
beyond the threshold of a small neighborhood residential child care facility, Staff moved that Petition
No 98-004 SE be denied based on the findings in the Planning Consultant's report dated December 22,
1998. If the Board approved the request, Staff recommends, safety measures such as fences,
landscape buffers, ingress and egress curbs, parking spaces, playground equipments, and adequate
play area etc be included. Mr. Woodridge appeared before the board inquiring about the traffic I if
they were going to be opened weekend? Mrs, Schooley stated the facility would not be ope >n
weekends. The hours are 6:30 AM. to 6:00 P.M. Monday thru Friday,
IV. NEW BUSINESS
A. Consider Petition 98-004-SE. Applicant and Owner is Deborah
and Kevin Schooley. The request is to allow a Day Care as a
Special Exception in a Residential Multi Family (RMF) Zoning
District. The property is located at 509 Southwest 4th Street.
Lots 4,5 and 6, Block 188, City of Okeechobee.

Board Member O'Connor moved Petition No. 98-004-SE be approved with the conditions that hours of
operation are 6:30 am to 6:00 pm with no weekends; applicant provide map illustrating parking and
drives to prevent traffic congestion; required a six foot opaque fence around play ground area; require
applicant to apply for land use amendment within 60 days and all equipment inside play ground area
be located along SW 6th Ave. Seconded by Board Member Nelson.
