Petition No. 98-002-SE was completed by Property Owners, Willard and Janet Mayes. The request is
to allow a Residential Migrant Housing with Special Exception on the property. Mr. Wade McMellon
addressed the Board regarding of how many people would be on the property and the set up of the
Housing. Mary Thomas spoke to the Board to let them know they had no problem with the camp as long
as the renters did not brother the renters in her apartment West of this property.

Housing by Special Exception. The property is located at 610
Northwest 9th Avenue, South of the CSX Railroads and North of
the Sprint Telephone Company, and is legally described as Lots
5 to 20, Block 65, City of Okeechobee-City Planner (Exhibit

The Louis B Fine Family Limited Partnership strongly urges the Board
application for the Special Exception for a Migrant Housing.
Just at a time the City of Okeechobee and surrounding areas are making inroads into econl'c
development, it would be highly damaging to place a migrant housing facility adjacent to property wt e

Staff has concluded that the proposed request for the Special Exception is in the Residential Multi
Family (RMF) Zoning district in which this type of residential housing is permitted with a Special
Exception. The property and proposed use are appropriate for this location. Residential migrant housing
has occupied this site for many years and has recently upgraded with OUA water service. It does not
add any new potential hazard or nuisance to the neighborhood. The property is surrounded by an eight
(8) foot high chain link fence. The applicant states that the City is in need of more residential migrant
housing and that in the past they had to turn away people from the seasonal labor force and would be
suppling a much needed service to the community. An approval of this special exception must be
contingent on the applicant providing a copy of state permit to operate migrant housing facl' , , ·s
pursuant to F.S. 318.0081. A notarized statement dated November 9, 1998, no more than fo . )

housing is six (6) dwelling units per acre which is well under the limits of Section 306 which allows a

Petition No. 98-003-SE was completed by Jim Tyler. The request is for a Special Exception for a home
occupation, which is allowed in a Residential Multi Family (RMF) Zoning District. He intends to use
approximately nine hundred square feet of a one thousand two hundred eighty nine square foot dwelling
for a Professional Office. The dwelling has public utilities. There are no revisions to be made to the
building other than air conditioning installed and minor maintenance. The physical appearance of the
building will remain the same.

City Planner (Exhibit 2).

Staff report prepared by City Planner concluded, professional office inside a residence does not add
any potential hazard or nuisance problem to the neighborhood and there is ample off-street parking to
accommodate any vehicles that would be brought into the area

Based on the above Special Exception findings being met, Staff recommends approval as it is
consistent with the Comprehensive and Unified land Development Regulations in force at time of
application.
