Consultant James LaRue addressed the Planning Board advising that Petition No. 96-
002-R was completed by Brothers Two Holding Company. The petition is a request to
rezone unplatted lands along Highway 441 South located between Shoney's Restaurant,
Taylor Creek, and River Bend Mobile Home Park; from Commercial-2, Residential Single
Family, Government Use and Holding to Residential General-2. The area covers
approximately 10.8 acres. The petition is consistent with the Comprehensive Plan and
Staff recommended approval.

Board Member Watford was concemed about having Multi-Family zoning along Highway
441, since that has been primarily dedicated to be Commercial zoning. He asked
Consultant LaRue if this was good planning? Consultant LaRue advised that it was good
planning because you do not want all "strip commercialn through the main thoroughfares
having a Multi-Family zoning with correct buffering helps to break it up.

Property owners from River Bend Mobile Home Park were present and expressed
concern that this was a low income housing project. Mr. Jack Ware, consultant for the
applicant addressed the Planning Board with sketches of what the site development will
possibly look like. He indicated where the wetlands are located on the property. There
is a proposed road to go through the wetlands which is permitted by South Florida Water
Management District. The canal will be shortened; there is a proposed club house;
decorative retention pond in the front; two and three bedroom units all two story and that
this is not a low income housing project.

Consultant LaRue also re-emphasized to the citizens present that if this was a
government financed housing project everyone would know before the petition for
rezoning got this far. But it is not government financed low-income housing.

Board Member O'Connor moved to accept staff recommendation to a ~
Petition No. 96-002-R to the City Council and that the Petition is found to be in
compliance with the Comprehensive Plan: seconded bv Council Member Chandler.
