REGULAR MEETING
APRIL 3, 1984
The Planning Board/Board of Adjustments and Appeals met in regular session on Tuesday,
April 3, 1984,1 ~t City Hall in the Council Chambers, Okeechobee, Florida at 7:00 P.M.
Members present were: Brenda O'Connor, Darrell Ferneau, Frank Altobello, Lula Worthen
and James Wright.
Others present were: Building and Zoning Administrator, Mallette Westbrook; City Attorney,
David Conlon; and Secretary, Beatrice Castorina.
BOARD OF ADJUSTMENTS AND APPEALS
Madam Chairman O'Connor called the Board of Adjustments and Appeals into session.
APPROVAL OF MINUTES
There being no corrections or additions to the minutes, member Wright moved the minutes
of March 6, 1984 meeting stand approved as presented. Seconded by member Ferneau. Motion
carried.
HAZEL AND JAMES BRINKER - REQUEST FOR SPECIAL EXCEPTION
Mr. and Mrs. Brinker were present to answer questions on the request for special exception
on a home occupation to be used for elderly people.
There were no objections to the request. Mr. Brinker stated they were working with the
H.R.S. and working toward being state certified.
Member Worthen asked Mr. Brinker, what kind of services would be provided for the elderly.
Mr. Brinker stated housing and meals. Discussion insued.
This item was tabled until the attorney could research some questions.
UNITED PENTECOSTAL CHURCH - REQUEST FOR VARIANCE
Reverend Warren appeared before the board on behalf of the United Pentecostal Church to
request a variance allowing an addition (40' x 80') to be built on to the existing church.
Reverend ~/arren explained to the board where the addition would be added to the existing
building and also, asked the board to allow the new addition to be set back two (2) feet to
match the rear of the existing building. No objections were voiced. The board went over the
findings for a variance.
Memb er Wright moved the variance request be granted with the use of the two (2) feet
extention. Seconded by member Worthen. Motion carried.
Member Altobello abstained from voting due to being a surrounding land owner.
JAMES AND HAZEL BRINKER - REQUEST FOR SPECIAL EXCEPTION
At this time the board returned to the request for James and Hazel Brinker.
Attorney Conlon reviewed the board on the code for home occupation. After much dis-
cussion the board went over the findings for a special exception.
Member Altobello moved to grant the Special Exception for a maximum of six people and
with no change in the building and providing all state permits are issued. Seconded by
member Wright. Motion carried.
ADJOURNMENT
There being no further business to come before the board, member Wright moved to adjourn.
Seconded by member Ferneau. Motion carried.
PLANNING BOARD
Madam Chairman O'Connor called the Planning Board into session.

Ferneau moved the minutes stand approved as presented. Seconded by member Wright. Motion
carried.
SEMI-TRACTOR TRAILERS IN A RESIDENTIAL AREA
Member Ferneau moved to table this item until Mr. Fortner could be present. Seconded
by member Wright. Motion carried.
BUILDING PERMIT FEES
Mr. Westbrook advised the boar~ building permits fees needed to be up graded and asked
the board to make a recommendation to City Council.
After much discussion the board felt this item should go through the City Administrator's
office to the City Council, therefore Mr. Westbrook was advised to take this to the City
Administrator.
MALLETTE WESTBROOK
Mr. Westbrook advised the board, the two-story office building on north west Park street
was minus one (1) parking space. He stated he told Mr. Gatterer, the owner, he could leave
a tree where one of the parking spaces should be.
OFF STREET PARKING IN CCBD AREA
Mr. Westbrook asked the board members to consider and study the matter of off-street
parking in CCBD areas for the next meeting.
ADJOURNMENT
There being no further business to come before the board, member Wright moved to adjourn.
Seconded by member Ferneau. Motion carried. Meeting adjourned at 8:15 P.M.
