REGULAR MEET I NG
MARCH 6, 1984
The Planning Board/Board of Adjustments and Appeals met in regular session on
Tuesday, March 6, 1984, at City Hall in the Council Chambers, Okeechobee, Florida,
at 7:00 P.M.
Members present were: Brenda O'Connor, Darrell Ferneau, Frank Altobello and
Lula Worthen. Member James Wright was absent.
Others present were: Building and Zoning Administrator, Mallette Westbrook; City
Attorney, David Conlon; and Secretary, Beatrice Castorina.
BOARD OF ADJUSTMENTS AND APPEALS
Madam Chairman O'Connor called the Board of Adjustments and Appeals into session.
APPROVAL OF MINUTES
There being no additions or corrections to the minutes, member Ferneau moved
the minutes of February 7, 1984 meeting stand approved as presented. Seconded by
member Altobello. Motion carried.
DAVID SATUR AND JIM HODGES - REQUEST FOR SPECIAL EXCEPTION
David Satur and Jim Hodges appeared before the board to request a special
exception to build a propane gas bulk plant on a parcel of unplatted land zoned
Industrial located on S.W. 7th Avenue. This request was tabled from February 7, 1984
meeting.
Jack Gurthie from the state fire marshall IS office was present and advised the
board on the safety of propane gas plants. He stated they had received the plans
of Mr. Satur1s bulk plant and they were pasted by the state.
Keith Tomey, Fire Chief, was inithe audience and stated he had no problems
with the bulk plant. He stated he had talked to the state fire marshall and had
asked him all the questions he thought he would need to know about the plant and
he was satified.
After discussion the board went over the findings for a special exception.
No objections were voiced. Member Altobello advised the board he was disqualifying
himself from voting due to being a joining land owner.
Member Ferneau moved the plans be accepted as part of the appl ication. Seconded
by member Worthen. Motion carried.
Member Ferneau moved to grant the special exception on the condition, improve-
memts are built and installed according to the plans that were accepted into the file
and which includes landscaping and fencing; also that all of this be done in accordance
in the NFPA code #58, and that the plans be completed a year from this date, also
the Fire chief and Fire marshall approved the plans and he feels it is safe. Seconded
by member Worthen. Motion carried. Member Altobello abstained from voting.
ADJOURNMENT
There being no further business to come before the board, member Ferneau moved to
adjourn. Seconded by member Worthen. Motion carried. Board of Adjustments and
Appeals adjourned.
PLANNING BOARD
Madam Chairman O'Connor called the Planning Board into session.
APPROVAL OF MINUTES
There being no corrections or additions to the minutes of February 7, 1984,

meeting, member Ferneau moved the minutes stand approved as presented. SEconded by
member Worthen. Motion carried.
CAROL W. BRYANT - REQUEST FOR REZONING
Carol W. Bryant appeared before the board to request a rezoning of lots 7,8,9
and 10, Block 6, South Okeechobee from Residential Single Family to CPO.
No objections were received and no one inthe audience objected to the request.
Discussion ensued.
The board went over the findings for a rezoning. Member Altobello moved to
recommend City Council grant the request for rezoning from Residential Single Family
to CPO. Seconded by Member Worthen. Motion carried.
TRACTOR TRAILERS IN A RESIDENTIAL AREA
Member Ferneau moved this item be tabled until next meeting to enable all the
board members be present. Seconded by member Altobello. Motion carried.
DAVID CONLON
Attorney Conlon advised the board of two ordinances that the board members
needed to review and act upon.
ORDINANCE AMENDING APPENDIX A
An Ordinance amending appendix A the comprehensive zoning ordinance of the City of
Okeechobee, Florida; amending section 7 supplementary district regulations to add
an addition paragraph to be numbered 18; said paragraph 18 to provide limitations
to structures and uses involving the servicing, storage, repair or sales of motor
vehicles; providing and effective date.
MR. Westbrook advised the board this article had been left out of the new code
of ordinances when it was revised and it should be added to the new one.
Member Ferneau moved to recommend City Council add the new paragraph 18 to
section 7, inthe new code of ordinance. Seconded by member Worthen. Motion carried.
ORDINANCE AMENDING BUILDING PERMITS FEES
Mr. Westbrook advised the board the building permits fees should be revised in
accordance with the Southern Standard Building Code. After discussion the board
asked Mr. Westbrook if he would check into this further and report back at the next
meeting.
Member Altobello moved to table this matter until next meeting. Seconded by
member Worthen. Motion carried.
ADJOURNMENT
There being no further business to come before the board, member Ferneau moved
to adjourn. Seconded by member Worthen. Motion carried. Meeting adjourned at 8:00 P.M.
