APPROVE THE SALE OF CITY COMMERCE CENTER LOT 17 Council Member BK_ moved to approve the sale of City Commerce Center Lot 17 to for the amount of $ ; seconded by Council Member _MC . Megan Smith, Okee Economic Development Corp. The company that is looking to bring a new business is similar to an old company. It is a health care waste company, using auto clay technology to treat the waste in a safe and economical manner, regulated by OSHA, DEP, Dept of Health. 18 facilities in the state of florida, middle and south florida service area, approximately 1500 customers. Looking at purchasing the land, building a 35,000 sq ft facility, $1,000,000 approx. investment. Has an inside line on having the bu ilding constructed. Family run business, bringing 20-30 jobs to the area. Lowest paying job is $20 per hour. Will have to be trained. Once this process goes through I will get with all of the players to help with the training and hiring. Plans on trying to hire locally. One of my questions is what kind of traffic are we going to see, 5 24 -ft box trucks per week, they will need natural gas, put them in touch with FPU, FPU is willing to run the line. Run the line at no cost. Good news for the whole commerce park. Additional two lots (17A & B). increasing the gas lines is a great fit. If we can't take care of them hear, they will be going to the neighboring communities. ON a short time line, start construction right away, didn't want to wait until the 9124 meeting. Thanks to MDO, we've been working pretty close on this project. We're hoping we can bring some additional jobs. BJ -you said the time line, they're anxious? Why would there be a 5 year right to refusal? Mayor -that's the standard for the City's wording. MDO-let them know we added the verbiage, this is 17A on the corner. Letter of intent last week, contract today. They've expressed intereset in the other parcels as well, jus twant to do their due diligence. Showed the property less than 2 weeks ago, they had the idea of maybe purchasing all 3 Tots, for time sake, wants to move as quickly as it could. Closing 9/30/19. MDO and I will expedite any permitting that they need. BJ -3500 sq ft building; Yes Page 4of6 JC -contract with number of contingencies pretty standard, may need to work with them and extend those dates JIC. Acceptance date is Thursday, Atty Cassells is listed as the escrow agent but doesn't. MC -what was the appraisal, 75k? We are selling for $52,500. WOuldn't we want to get the market value for the property? I think this is low. MDo-we based this off of the 2016 appraisal. Smith -price is attractive, location not so much, transportation costs will be higher since located in Okeechobee. We have helped out with the other large expense of FPU. Looking at getting the land and natural gas at a great price, he could come to Okeechobee and build a facility. MC -is this industry going to be a deterrent for others purchasing in the commerce center. Smith -Pretty clean, not burning, trucks heavily regulated, use a lot of steam. MC -is our Fire Department equipped to handle this? MDO-haven't been to TRC so can't answer MC -are we equipped for steam? Herb -I don't know haven't seen the plan, can't say until I see the plans. Smith -using the gas for steam. Size of an F150 truck. Herb -what's the closest one? Smith -used to be in Okeechobee at air port industrial park. MC -condensed to 50% size and dumped. Smith -not sure of where they are taking it, that's part of their transportation costs. I can check on that but this has been a fast track. MDO-gentleman is Drew Clark, based out of Texas and had to go to California, but preferred to be here. BJ -add 20 jobs? Smith- 20-30 at what they are currently collecting. They are talking about adding a 2nd auto clay to do twice as much. It's a Monday -Friday operation. Wage ranges $20-$30 per hour. WA -cost of the lot is equal to what the last contract was paying. MDO-yes very close, Mr. Clark was very concerned about the cost of FPU. WA -I'm fine with this price but I recommend we have the appraisal updated for the other two Tots. MC -just worried about the land value of $35k for other businesses. Smith -but FPU improvements will increase the land cost. MDO-under the LOI he would have taken all 3 Tots at the last contract rate? Mayor -are we committed to offering the other two lots at the same price? MDO-no Mayor -I think that we need to let the purchaser know that this price is low, I appreciate the work on this, two comments: do recall a similar facility at the county industrial park and don't know of any issues that they had that I can recall. I just would like to have a little more time to do homework on these things, my experience is doing things real quick, wish you haven't. appreciate people coming in to do business here, have a little anxiousness. Smith -due diligence on both parts, he wants to make sure its financially successful for him, he was looking for an existing building, but couldn't find one. It won't be a brick building. He is looking for a long-term relationship. He doesn't want to be on leased land. His return for the building is over 5 years. I've discusses this with Frank Irby and the company that purchased B&D Bio Medical has drastically increased the costs. Hopefully this will help. BJ -we are not making any concessions, and we don't have people standing in line to buy that, I like that we weill get 20-30 jobs coming in at a high wage, and we're not making any other concessions. Meeting Schedule Page 5 of 6 MDO-we did get a little messed up with hurricane dorian on advertising dates. There are a couple of items. We do have to do the 2nd Final Public hearing on the budget. Push both items to the 24th for the budget. The concern that I Have is do we need the meeting on 10/1, the week after. I would like to return to a normal schedule sooner. WA -we can't have the meeting next week? No Clerk -the titles of the ordinances have to be advertised at least 10 days prior to the final public hearing. Mayor -suggestion is to have the 17th postponed to 9/24. MC -I would like to go back to our regular schedule and have the 10/1 meeting. Council Member bj_ moved to postpone the September 17, 2019 Regular meeting and Final Budget Hearing to September 24, 2019 at 5:01 P.M.; seconded by Council Member _mc_.
