CALL TO ORDER
Mayor Watford called the Regular City Council Meeting to order on November 19, 2019, at 6:00 P.M. in the Council
Chambers, Room 200 located at City Hall, 55 SE 3rd Avenue, Okeechobee, Florida 34974.
A. The invocation was offered by Mayor Watford in the absence of Father Jim Shevlin of the Church of Our Saviour.

A. Civilian recognition and life-saving award to Gabe Littrell.
On behalf of the City, Mayor Watford and Chief Smith presented a Certificate of Recognition issued to Gabe Littrell for
Meritorious Award (Good Samaritan) Smith story about the good Samaritan in the bible, and that's what we have in Gabe
unusual today especially in a teenager. Appreciate what

B. Proclaim the week of November 20 through 27, 2019, as Farm City Week.
Mayor Watford proclaimed the week of November 20 through 27, 2019, as "Farm City Week." The Proclamation was
presented to Mr. Mickey Bandi and Lexi Bandi and read into the record as follows: "Whereas, Florida farmers and
ranchers help feed the world by producing a bounty of nutritious foods. To do this, they rely upon essential
partnerships with urban and suburban communities to supply, sell and deliver finished products to consumers
across Florida and around the globe; and Whereas, rural and urban communities working together have built our
nation's rich agricultural resources so that they contribute to the health and well-being of our country and the
strength of our economy; and Whereas, during National Farm City Week, we recognize the importance of this
cooperative network. Agriculture employs more than 2 million workers, including farmers and ranchers, shippers,
processors, marketers, retailers, inspectors and others who contribute an annual impact of $127 billion to Florida's
economy; and Whereas, Farm City Week activities celebrate the mutually beneficial relationships that support the
quality of life we all enjoy. This week, as we gather with family and friends around the Thanksgiving table, we count
these relationships among our many blessings. Now, Therefore, 1, Dowling R. Watford, Jr., by virtue of the authority
vested in me as Mayor of the City of Okeechobee, Florida, do hereby proclaim November 20 through 27, 2019, as
`Farm City Week', and 1 do further call upon all citizens to acknowledge and celebrate the achievements of all those
who, working together, produce and supply our community, our nation, and the world with an abundance of
agricultural products."

Mayor Watford proclaimed November 30, 2019, as "Small Business Saturday." The Proclamation was presented to
Paulette Wise and Mariah Parriott and read into the record as follows: "Whereas, Small Business Saturday was founded
in 2010 by American Express and officially co-sponsored by the Small Business Administration since 2015. Small

Business Saturday has become an important part of how many small businesses launch their busiest shopping
season; and Whereas, the City of Okeechobee believes that small businesses are the backbone of our economy
and the glue that holds communities together. According to the United States Small Business Administration, as of
2018, there are currently 30.2 million small businesses in the United States. They represent more than 99 percent of
American companies, create two-thirds of the net new jobs, and generate half of gross domestic product; and
Whereas, small businesses employ over 55% of the employees in the private sector in the United States; and 89%
of consumers in the United States believe it's important to support the local, small businesses they value in their
community; and they agree that locally owned, independent businesses contribute positively through paying taxes
and providing jobs; and Whereas, advocacy groups and public and private organizations across the country have
endorsed the Saturday after Thanksgiving as Small Business Saturday. Now, Therefore, 1, Dowling R. Watford, Jr.,
by virtue of the authority vested in me as Mayor of the City of Okeechobee, Florida, do hereby proclaim November
30, 2019, as `Small Business Saturday' and urge all residents of our community to join with us in this observance

A. Update from Okeechobee County Economic Development Corporation presented by Megan Smith, President.

What is ec dev it is a program group of policies or set of activities that seeks to improve the economic well-being and quality
of life for a community
Why invest. Job creation, industry diversification, business retention and expansion, keeps our youth in the community,
increased tax revenue, improved quality of life. Time line. April 2018 ECO revitalized policoms 2005 study. May 2018
BOCC hos workshop on economic development. Sept 2018 policome releases updated study. Octo 2018 by laws of ocedc
written and adopted. November 2018 articles of incorporation accepted by state. Chason group contract signed for
executive search. April 2019 president hired. Stated purpose. Who are we. Board members, in-kind, private investors.
What's happened since then? Summit held for objectives for 2019, prepared 2019-20 budget, applied grant, on boards, 9
projects in 7 months, beef up the high speed internet infrastructure, federal reserve partnership. Top objectives in 2019.
Locate a 300-500 acre for industrial complex. Research and determine how to pay for that. Business retention and
expansion program — always better to help an existing companies than bring a new one in. Populate GIS portion of the
website — how to do that explained through their website, commercial or industrial zoned property. Develop and implement
strategic plan. Opportunity Zone- Hosted Madison street strategies. Met with potential investor. Attended training on new
ruling from Department of Treasury. Decided by the state, city commerce center within the areas. Based on census track
and unemployment rates. Marketing OCEDC. Wrote two articles for TC business magazine. Advertised in two magazines.
Linkedln. Facebook. Matrix Video. Enterprise Florida Grant Awarded $10,000. Paid for memberships into international
economic development council, Florida economic development Council. Two IEDC training course. Advertising in expansion
solutions magazine. Participation in Organizations -Career source heartland. FERO. Enterprise Florida. Florida Economic
Development Corporation Okeechobee Community Coalition Chamber of commerce of Okeechobee County Project Work
Existing industry expansion. Manufacturing company, Bautech USA coming to the County Industrial Park. Two Agribusiness
Company, one brought to us by the State from San Francisco. Heavy manufacturing company from the State, needed
100,000 sf building. Wants to be an a enterprise zone submitted 4 city lots. Service Industry cant say yet, partnership with
Space Florida and Okeechobee Airport expansion project from another community. Tourism Project, Big Cedar Lodge.
Service and Retail, Kubota. High speed internet/fiber public private partnership (relate to item C on the agenda) need to
ensure all industrial areas have access to the high speed internet and community. ITS Fiber came to us to provide the
service. We have Centurylink and work talking with them too. Federal Reserve -Small business capital survey. Economic
outlook luncheon in quarter two of 2020. Have to get at least 50 responses on the survey. Sent out by the chamber twice.
Seacoast, career source has sent it out. You need to be a small business to participate in the survey. All businesses in the
city are small businesses. Whats next. Vision first, strategic planning session. Economic update luncheon sprint 2020.

VI. NEW BUSINESS CONTINUED
B. Motion to approve FDEP Agreement No. LPQ0007, Okeechobee Taylor Creek Southwest 4th Street Stormwater
Conveyance, in the amount of $300,000.00 (Exhibit 1).
Council Member Jarriel moved to approve Florida Department of Environmental Protection Agreement No. LPQ0007 in the
amount of $300,000.00 for the Okeechobee Taylor Creek Southwest 4th Street Stormwater Conveyance project; seconded
by Council Member Clark.
MDO base project sent to the State. Assistance from DEO and DEP for us to get these dollars. Update on drainage on the
trunk line to Taylor Creek. New configuration. Alternates. Wont have anything on the drainage ..... MDO not yet.
Term: begins upon execution; expires June 30, 2022. The City of Okeechobee will design, permit and construct a water
quality baffle box with a drainage outfall to replace a direct drainage connection to Taylor Creek along a residential roadway,
inlets, curbing, roadway, piping and manatee grate.

C. Update on Broadband Initiative for Okeechobee County presented by Mayor Watford.
DW -what has transpired or may. Stated with Joe Charles at OK Corral and industrial park. Contacted several people ask to
meet abouot getting the broadband service. Met at the court house Megan was included in that meeting. His concern was
broadband for his business. Stated discussion, ITS fiber he brought them becaue hes dealt with them in other areas where
he has business. I was shocked at how advanced the system was. I didn't understand a third of what they wre talking about.
Impresseive what they have. They have partnered with Martin County to provide fiber to their governemtn agencies. That
started the discussions, second meeting he brought precisions contracting services who puts the pipe and fiber in the
ground, talking about have to connect down 710, bunch of money private public partnership. Once yu get the back bone in
then you branch off have the ability to lease or rent to others, include school board and IRSC. Talking about this fiber goes
in white with orange cap thought those were gas lines. Centurylink has fiber in some areas, they say is proprietary and wont
tell. Marcos is still trying to get that information. John Elway our rep has a map with that services. Concerned with duplicate.
Burroughs Nov 26, BOCC meeting PCS and ITS Fiber will be doing a presentation for them, my thought was we or you
may want to attend that to hear what they have to say/proposing. Not say we do or don't want to do it. Encourage you to at
least watch the meeting. This will be moving quickly. Also at that meeting will be there is the fire information from their staff,
at 1:30 p.m.
Meetings start at 9:00 p.m. City's portion would be $300,000.00 just wanted to bring you up to date.

D. Update on the 2020 Census presented by Mayor Watford.
Watford community census council, led by the County Library Krista . Let you know we are included in that and
working with committee. Census is very important. Money big for cities and counties. Could mean another congressional
seat for Florida. Hispanic communities is concerned. Catholic church as a hugh population with that. Any suggestions or
ideas. Got an email that one of the 4H will be at

E. Motion to approve the Fiscal Year End 2018/2019 Budget Adjustments — City Administrator/Finance Director
(Exhibit 2).
Motion and second by Council Members Keefe and Abney to approve the 2018-19 Fiscal Year End Budget Amendments as
presented and listed below:
*General Fund finalized in the black, came in under budget. None of the budgeted reserves of $845,215.00 were utilized for
the operational expenditures in the GF.
MDO — thank department heads for operating within their budget. Second year not having to make the transfer from
reserves.
Revenue Highlights General Fund revenues FYE are up by over 9.3 percent; ad valorem $53,456.00 (2.5 percent) higher
than budget; one cent sales tax revenue lower than budgeted. However, the one-half cent sales tax revenue came in as
budgeted and targeted. Building permits/planning/exceptions realized over a $100,000.00 increase in revenues compared to
budgeted amounts. Interest earnings $203,000.00. Electric UT significantly higher. Fines and Forfeitures, increased
significantly.
GF Expenditures Overall operating expenditures within the GF are reporting 8.8 percent lower than amended budget. Single
audit expense not required. Annexation Study budgeted but not performed. Average fuel cost per gallon, $2.57 Gas and
$2.34 Diesel, less than budget even with increased usage. Animal control cost increased significantly again this year.
Pension cost less based on increased State Contributions.
Capital Projects Fund dollars were expended, some with a higher than anticipated cost and others coming in lower than
expected. Bottom line we expended less than budgeted as of FYE.

DA -tables purchased, stored until put in the park under the pavilions. MDO — no slab yet. Don't want to move them if we're
going to move them. Play ground equipment in, working on that couple of picnic tables have to go in.
Wes time line? After Christmas. 5 32 -gal trash cans, 15 or so? MDO last ones put in the parks? DA replaced 15, 5
scheduled for centennial park. Notices that the trash cans are in bad shape in city hall park so we used them for the city hall
park from the centennial park. Look good for the tree lighting. 15 new trash cans in flagger park.
Wes, Median replacement live oaks? Where are those? MDO — Id have to look those up. In the parks. Wes — it was used
out of the median replacement budget but put in the parks. DW — if it didn't go in the medians and right of way shouldn't we
have done a budget amendment to show ti was for the parks. Wes or out of the trees instead of the medians. What would
you replace out of that? MDO-shrubs mulch trees trimmed, any improvements. IR -sidewalks are out of the public facilities
since out of the gas tax revenue. MDO tree program is new in that budget. Wes and we have money in the tree budget this
year. Yes don't know amount. Wes be nice to see some of those moneies spent to upgrade the medians.

young man is very special because as you know in the new testament there is a story of a Samaritan and this is
exactly what this young man has done and especially in this tie from a teenager. It is an honor to do this for you. He
helped someone that needed help, by going door to door until he found someone that could help. We wouldn't know
what would have happened if he wasn't there. FF get this award for going above and beyond so I want to present
this to you. Certificate and pin were presented. FD bracelet, hat was given to Gabe. Mayor congratulated Gabe, Chief

in our country and the speaker is going to talk about that.

Paulette -we certainly want to thank the city and everyone in our community for supporting the small businesses, if the small
businesses don't' thrive, this community won't thrive. If our small businesses get the response we are hoping for, it is going
to be great. 44 businesses participating. There's going to be so many specials that day, but it is so important for our community
to support small businesses by shopping local.

A. Update from Okeechobee County Economic Development Corporation presented by Megan Smith, President.

Megan-thank you guys for supporting the corporation, and increasing your support this year. Once I get done with this
presentation you will see we have accomplished quite a lot in 7 months. International Economic Development Council
describes economic development as creating jobs. The more jobs created, the population and tax base grow. Invest
for job creation. We also want industry diversification. Business retention and expansion, Keeps our youth in the
community, increased tax revenue, improved quality of life. Timeline — 4/2018 ECO revitalized policoms 2005 study;
5/2018 BOCC host workshop on economic development; 9/2018 policom releases updated study; Stated purpose is
to enhance and cause quality economic growth of the Okeechobee County Economy. Proud of our roots with an eye
on the future. Not forget where we came from but diversify. 501(c)(6), public private partnership, County & City, 3
appointed board seats from ECO; 1 appoint after 3 years, 1 from Chamber, 1 from OCSB, IRSC provides office,
electric, internet. 7 private investors. Gilbert, Livestock Market, City, IRSC, ECO, Chamber, County, Centerstate,
WCC Walpole, GM Worley. Interviewed board members and held summit. Opportunity zone work, marketing locally,
statewide, and nationwide, prepared 2019-20 budget, applied for enterprise Florida grant and awarded. 9 projects in
7 months, work on sprucing up high speed internet, partnered with federal reserve. Top Objectives for 2019: locate
site for a 300-500 acre industrial complex, research & determine funding source for industrial complex, implement
business retention & expansion program, populate GIS planning portion of website (local real estate agents, free
account on website, buildings portion, request an account, Wes' building lease is on there, Industrial or commercial
property can be listed), develop & implement strategic plan. We have a lot of companies in the industrial arena (a lot
are international). Opportunity zones (federal program) zones picked by census tracts, state decided the commerce
center is an opportunity zone in Florida; hosted Madison street strategies and met with potential investor, who has
property in an opportunity zone, as well as hosting a session open to the public at IRSC, also attended additional
training from the Treasury Dept. slow start due to how to figure out how to make things beneficial to the investors.
Written two articles for the treasure coast business magazine. Site selection magazine advertised, Linkedln page (94
followers now, were 8), Facebook page (309 followers), matrix video from Tourist Development Council, OEDC, City
and County documentary style video to appear on television. Florida Enterprise Grant was $10,000, marketing and
education grant which was very limited. Used for memberships into IEDC and FEDC, two IEDC trainings, and
advertisements. Biggest thing we are in the middle of the state. Participate in Career source heartland, FHERO,
Enterprise Florida, FEDC, Okee Community Coalition (chamber, OKMS, ECO, TDC), Chamber of Commerce. Project
Work-existing industry expansion, manufacturing company/Bautech USA (county industrial park) Hire 25 people once
building is renovated and equipment is delivered, 2 Agribusiness company (one brought to us by State, company out
of San Francisco, other is a heavy manufacturing company looking for 100,000 sq. ft building and in an opportunity
zone, submitted city commerce center, won't know anything until the end of December); service industry at the airport-
expansion project from another community (brought in Space Florida-State agency that deals with aviation, build the
building and lease it back to you or buy equipment and lease it back, only on government owned land, advantage no
real out of pocket, not trying to make money off of it to recover costs and SBDC), Tourism Project/Big Cedar Lodge
moving forward with due diligence, Service & Retail — Kubota. High Speed internet/fiber-community as a whole has
access to internet. City/County/OEDC/ITS Fiber/Precision Contracting Services, Inc. CenturyLink does have fiber,
worth talking to them to. Bautech is molded cement. That piece of equipment is completely automated. They need
high speed internet to operate just like everyone else does. Federal Reserve-small business capital survey, economic
outlook luncheon in Q2 of 2020. Come to our community and give an economic update. Most give at least 50
responses from the survey to come. Got an email today and we are sitting at 36. Sent out by the chamber twice, sent
out by seacoast, centerstate, careersource, oedc, facebook page, linked in page. Must be a small business to
complete that. Small business is less than 500. 1 did this in a past community and the response was great. The
information is just phenomenal. Activity. What's next? Hire VisionFirst to do a Strategic Planning Session. They will
also do a building inventory of land for us. That is something that we need. Economic Luncheon Spring 2020, Projects,

B. Motion to approve FDEP Agreement No. LPQ0007, Okeechobee Taylor Creek Southwest 4th Street Stormwater
Conveyance, in the amount of $300,000.00 (Exhibit 1).

Council Member _BJ_ moved to approve Florida Department of Environmental Protection Agreement No. LPQ0007
in the amount of $300,000.00 for the Okeechobee Taylor Creek Southwest 4t" Street Stormwater Conveyance project;
seconded by Council Member _MC_.
Term: begins upon execution; expires June 30, 2022.
The City of Okeechobee will design, permit and construct a water quality baffle box with a drainage outfall to replace
a direct drainage connection to Taylor Creek along a residential roadway, inlets, curbing, roadway, piping and
manatee grate. MDO-this was one of the base ones, this is Step 1. Pushed with Legislators with assistance from DEO. Happy
to get the phone call back. This is where the boat ramp is. There will be a new configuration.
DW -this won't' have anything to do with the drainage system further down?
MDO-not yet.

C. Update on Broadband Initiative for Okeechobee County presented by Mayor Watford.
DW -update on what and how things have transpired. This started with Joe Charles with OK Corral. He contacted me and
several people Terry Burroughs, County and City Admins, asking to meet about getting broadband service. I'm sure
you all meet when asked. We met in the court house conference room. Megan was included in that meeting. His
concern was broadband for his business particularly OK Corral, internet not very efficient. He brought the ITS Fiber
with him. Used to be Indiantown telephone service. He has dealt with them in other areas. I was shocked that
someone in Indiantown had such an advanced broadband and fiber system. I didn't understand a third of what they
were saying. Very impressive on what they have. Partnered with Martin County to provide fiber to the governmental
agency buildings. Those of you who know Joe Charles, he scheduled another meeting. He brought precision
contracting services who actually puts the pipe and fiber in the ground, performed work for martin county. They were
talking about how we would have to connect down 710, pretty expensive, public private partnership with Okeechobee
county, city and county paying a portion of it. Once you get the backbone in, then you branch off and have the ability
to rent/ease that to other agencies that want that service. Talked about included IRSC and OCSB too. They mentioned
that when the fiber goes in, the post is white with orange top. CenturyLink has fiber in some areas. Our issue is we
haven't found out what they have and where. Proprietary which doesn't make since, so Marcos is still trying to get
info. John is our CenturyLink rep and he is trying to get this map. Was told there is an extensive system in
Okeechobee. Commissioner Burroughs thinks we really need to do this. At the 11/26 BOCC meeting, precision
contracting services will be at the meeting along with ITS to do a presentation for BOCC. My thought was we, or you
or us, may want to attend that to hear where we are or what they are proposing, not to say yay or nay, just to hear
the presentation. #1 update you to let you know how this came about and kind of where we are. I encourage you to
attend or watch video, because this is something that is moving quickly, and I think the more information we have the
better decision we can make. I think CenturyLink may have a rep there.
MDO-asking CenturyLink to do a presentation to us to see what we have.
DW -also at that meeting is where the information from County Staff regarding fire service will be given at 130.
DW -I assume this presentation will be fairly early in the morning, meeting starts at 9.
WA -if CenturyLink already has fiber, hard to believe another company would come in and install additional infrastructure.
DW -prelim figures for the City would be about $300,000 or something like that and I may be wrong, it was a bunch of money.
BK -who is giving the presentation?
DW -assuming precision contracting service and ITS fiber as I understood it.
D. Update on the 2020 Census presented by Mayor Watford.

DW -was appointed or because I'm the Mayor, to the Census community council led by the County librarian. WE had the initial
meeting with the Census folks. The reason I wanted to update you one this is we are included in that and are working
with the committee to promote the census. IM sure you know that the census is very important to us, everyone needs
to be counted. May mean another rep in Congress, very important for federal grants as they go by census counts.
One of the real issues is certain portions of the population, are hard to reach. So we will be working on some programs
with some of the churches that have large Hispanic congregations to assist. Just received an email that one of the
4h groups are going to be at the library to help people fill out their census farms. You will get a card in the mail with
your number on it and go online to fill it out. BTW part-time job pays $15/hour. Encourage everyone you know to fill
out the form.

Revised pages 21 and 22 were distributed due to math errors and additions. Short memo with major highlights. Our
General Fund is in the black this year, that means all costs were covered and no reserves were used.
MDO-thank India and staff went above and beyond to stay within their budgets. This is year 2 that we have operated
in the black. Everything we have seen has been positive. Again for us to be 2 years in the black, we haven't done in
a very long time.
Revenue Highlights
General Fund revenues FYE are up by over 9.3%
• Ad valorem $53,456.00 (2.5%) higher than budget
• Sales Tax Revenue 1 Cent lower than budgeted however % cent came in as budgeted and targeted
• Building permits/planning/exceptions realized over a $100,000.00 increase in revenues compared to
budgeted amounts
• Interest earnings @ $203,000.00
• Electric UT significantly higher
• Fines and Forfeitures, increased significantly
• Sale of assets on govdeals $20,000
GF Expenditures
Overall operating expenditures within the GF are reporting 8.8% lower than amended budget
• Single Audit expense not required
• Annexation Study budgeted but not performed
• Average fuel cost per gallon, $2.57 Gas and $2.34 Diesel, less than budget even with increased usage
• Animal control cost increased significantly again this year
• Pension cost less based on increased State Contributions
None of the Budgeted reserves of $845,215 were utilized for the operational expenditures in the GF.
Capital Projects Fund dollars were expended, some with a higher than anticipated cost and others coming in lower
than expected. Bottom line we expended less than budgeted as of FYE.

MDO-at public works yard and tied to pavilions that were not bid out. They will go back in after construction of chickees at

MDO-we will have to pure slabs and then move after construction.
DA -our plan for the pavilion changed and that's why they haven't been installed.
MDO-we are going to have to pour a couple slabs any way due to the playground equipment being delivered. A couple will
be installed after fence.
WA -playground equipment here and not installed? What's the timeline?
DA -probably after Christmas comes down.
WA- (5) trash cans and another 15 or so, where are those at?
MDO-put in parks,
DA -replaced 15 in parks, 5 for centennial park. Noticed that trash cans in city hall park are in bad shape so used for city hall
park. 15 new trash cans in Flagler park.
304-549-6402 — (8) live oaks, where are those? In the median
MDO-we split those numbers up.
DA -but it was used out of the median replacement and right of way funds. But they weren't put there they were put in the park.
DW -question is if it didn't go in the medians or right of ways, shouldn't it have come out of 304-549-6401
WA -also we could have used that money for median revitalization instead of trees.
MDO-I will have to look at it.
WA -well when it says median replacement
DW -give example
MDO-shrubs, mulch, tree replacement, etc.
DW -you don't mean just a road right of way.
BK -sidewalk repair and improvements come out of that?
IR -sidewalks are normally spend out of public facility fund.
MDO-we didn't have the tree program a few years ago and typically it was rolled up before. Now we have two different
categories.
WA -do we have more money in the median account this year. It would be nice to see revitalization of the medians.
IR -I am really proud that we are conservative in our revenue estimates and this is also comparing end of year to mid -year
amendments. Still all in all, the departments did a terrific job.
