The Planning Board/Board of Adjustments and Appeals of the City of OReechobee, convened
MONDAY, FEBRUARY 8, 1982

in a recessed meeting in the Council Chambers at City Hall, Okeechobee, on Monday, February

present.

LANDSCAPING ORDINANCE
Chairman Burk called the regular meeting of February 2, 1982, back into session.
ADJOURNMENT
The Board discussed the Ordinance through section 22-1 of objectives.
Vote carried.
Due to the late hour, Member Altobello moved to adjourn, seconded by member Ferneau.
Meeting adjourned.

REGULAR MEETING
The Planning Board/Board of Adjustments and Appeals of the City of Okeechobee, Florida,
convened in regular session in the Council Chambers at City Hall, on Tuesday, March 2, 1982
TUESDAY, MARCH 2, 1982
at 7:00 P.M.
Members Frank Altobello, James Kirk, Darrell Ferneau and Chairman Dale Burk were present.
Member Jim Wright was absent.

Others present were: Mallette Westbrook, Building and Zoning Administrator; David
Conlon, Attorney; Beatrice Castorina, Secretary; and Ruth Berndt, Planning Secretary/
Zoning Coordinator of the Building Department.
BOARD OF ADJUSTMENTS AND APPEALS
Chairman Burk called the Board of Adjustments and Appeals into session. Administrator
Westbrook introduced Ruth Berndt to the Board. With approval she is to become the new Secre-
tary. Member Kirk moved to accept Ruth Berndt as secretary; seconded by Ferneau. Motion
carried.
APPROVAL OF MINUTES
Member Kirk moved to approve the minutes of February 2, 1982 meeting,as corrected;
seconded by Member Altobello. Motion carried.
ADJOURNMENT
Member Altobello motioned to adjourn the Board of Adjustments and Appeals; seconded by
Ferneau. Motion carried.
PLANNING BOARD
Chairman Burk called the Planning Board into session.
APPROVAL OF MINUTES
Member Altobello moved to approve the minutes of January as presented; seconded by
Kirk. Motioned carried.
L. M. TAYLOR - TIME EXTENSION
Phillip Berger, Agent for L. M. Taylor, addressed the Board in regards to obtaining a
six month extension for the Commercial Zoning on the L. M. Taylor project. Discussion re-
vealed that since Mr. Taylor did not accept the Planning Board's contingency on said property,
that the zoning was never changed from Residential Single Family (RSF) zoning. Mr. Berger
stated he would notify Mr. Taylor of these facts. Adjoining property owners to be notified
of this development.
Member Altobello brought up the subject in regards to six month time limitation in the
future. It was decided that re-zoning would take effect when construction begins.
AMENDMENT OF THE ZONING ORDINANCE TO CREATE A NEW ZONING DISTRICT
Discussion was made on the re-zoning from RG-2 to Commercial for the past year.
The CPO Zoning Ordinance was reviewed and the following ensued:
Mr. Richard Fellows was asked to get in touch with the authorities in Tallahassee
for questions on the CPO to create a new zoning district.
Member Ferneau made the motion to remove the word "Dress" and insert "Apparel" under
the SPECIAL EXCEPTIONS, No.7; seconded by Member Kirk. Motion carried.
Member Ferneau made the motion to change MINIMUM LOT REQUIREMENTS to read as per exact
requirements for Commercial Zoned Property. Seconded by Member Kirk. Yes votes by Ferneau,
Kirk and Altobello. Chairman Burk voted No. Member Wright was absent. Vote carried.
Member Kirk moved to change MINIMUM YARD REQUIREMENT AREA to reflect the same as for
Commecial zoning. Seconded by Ferneau. Motion carrièd.
Member Altobello moved to keep MAXIMUM LOT AREA at 65%. Seconded by Kirk. Yes votes
by Kirk, Altobello and Chairman Burk. Member Ferneau voted No. Member Wright was absent.
Vote carried.
Member Ferneau made the motion to change MAXIMUM HEIGHT OF STRUCTURES to the same as
Commercial zoning, 45 feet. Seconded by Kirk. Motion carried.

LANDSCAPING ORDINANCE
Member Kirk moved to table the Landscaping Ordinance until next months meeting.
Seconded by Ferneau. Motion carried.
ADJOURNMENT
As the hour was late, Member Kirk moved to adjourn; seconded by Ferneau. Meeting
adjourned.

REGULAR MEETING
APRIL 6, 1982
The Planning Board/Board of Adjustments and Appeals of the City of Okeechobee, Florida,
convened in regular session in the Council Chambers at City Hall in Okeechobee on Tuesday,
April 6, 1982, at 7:00 o'clock P.M.
Members present were: Jim Wright, Darrell Ferneau and Chairman Dale Burk. Members
absent: Frank Altobello and James Kirk.
Others present were: Building and Zoning Administrator, Mallette Westbrook; Attorney,
David Conlon; and Secretary, Ruth Berndt.
BOARD OF ADJUSTMENTS AND APPEALS
Chairman Burk called the Board of Adjustments and Appeals into session.
APPROVAL OF MINUTES
Member Ferneau moved to accept minutes of March 2, 1982, meeting as presented.
Member Wright seconded; motion carried.
FLORIDA DRIVER LICENSE OFFICE - TIME EXTENSION
Supervisor, Division of Driver Licenses, who was unable to attend.
Ms. Vickie Sergel appeared before the Board in behalf of Mr. J. F. Hayes, District
Ms.Sergel offered an apology on behalf of Mr. Hayes and then presented the case. In
December 1981, the Division of Driver Licenses was given notice that as of June 1, 1982,
they must have a more permanent office as the Zoning Regulations regarding mobile homes as
offices, as amended in August 1981, allowed for temporary use of 180 days and to be in compli-
ance the~ would have to disist all operations as of June 1, 1982.
Ms. Sergel explained that the bUdqet for the next two years did not include any monies
for this office situation and was overbudgeted and if the extension was not granted, Okee-
chobee would probably lose it's Division of Driver License Office makeing people drive to Ft.
Pierce, Sebring, Pahokee or elsewhere.
Chairman Burk asked if it was standard procedure to use mobile homes as offices in other
cities and Ms. Sergel replied that it was, and there are approximately 10 other units in the
State.
