Mr, Harkins gave the board some idea's and suggestions on how to go about getting help
for a study of the City's traffic problem.

Mr. Conlon sugguested to the Board to log complaints and see if they can see what the
real problem is and for the board to study further.

TUESDAY, NOVEMBER 17,1981
PUBLIC HEARING
Chairman Burk and member Ferneau were present at the Public hearing held at City Hall
Tuesday, November 17, 1981, at 7:00 P.M.
Others present were: Mallette Westbrook; Building and Zoning Administrator; Mary Dunn,
City Attorney's assistant; Beatrice Castorina, Secretary.
Chairman Burk called on the audience for response on adopting a Landscaping Ordinance.
Those responding were June Holt, Mr. Yazvac and Keith Tomey.
June Holt was in favor of providing for trees in the Landscaping Plan.
Mr. Yazvac of Eagle Bay Nursery, was interested in what the board was doing on a
Landscaping Ordinance.
Keith Tomey asked the Board to consider access for emergency vehicles when planning
the Landscaping Ordinance.
Mallette Westbrook, Building and Zoning Administrator, announced there was no business
for the Planning Board/Board of Adjustments and Appeals and there would not be a meeting in
December; also the next meeting would be January 5, 1982.
Meeting adjourned by Chairman Burk.

REGULAR MEETING
TUESDAY, JANUARY 5, 1982
The Planning Board/Board of Adjuntments and Appeals of the City of Okeechobee, Florida,
convened in regular session in the Council Chambers at City Hall, Okeechobee, on Tuesday,
January 5, 1982, at 7:00 P.M.
Members Jim Wright, Darrell Ferneau, Frank Altobello and Chairman Burk were present.
Member James Kirk was absent.
Others present were: Mallette Westbrook, Building and Zoning Administrator; David Conlon,
Attorney; Beatrice Castorina, Secretary.
BOARD OF ADJUSTMENTS AND APPEALS
Chairman Burk called the Board of Adjustments and Appeals into session.
APPROVAL OF MINUTES
Member Ferneau moved to approve the minutes of November 3, 1981, meeting as presented,
seconded by member Wright. Vote carried.
ADJOURNMENT
Member Wright moved to adjourn, seconded by member Ferneau. Vote carried.
PLANNING BOARD
Chairman Burk called the Planning Board into session.
APPROVAL OF MINUTES
Member Wright moved to approve the minutes of November 3, 1981, meeting as presented,
seconded by member Ferneau. Vote carried.
Member Ferneau moved to approve the minutes for the Public Hearing of ~ovember 17, 1981,
as presented, seconded by member Wright. Vote carried.
PUBLIC HEARING ON A PROPOSAL TO AMEND THE ZONING ORDINANCE TO CREATE A NEW ZONING DISTRICT
After much discussion the Board agreed further study was necessary on this matter.
Member Altobello moved to table for further study, seconded by member Ferneau. Vote carried.
DISCUSSION OF AIlDPTION OF A LANDSCAPING ORDINANCE
The Board reviewed the proposed Ordinance. After discussion on this matter, member
Wright moved to table until the board could study,further, seconded by member Altobel10.
Vote carried.
TO DISCUSS A POSSIBLE NEED FOR MINIMUM FOOTAGE FLOOR SPACE IN RESIDENTIAL HOMES.
Building and Zoning Administrator Westbrook noted to the board, that he had been approached
about a minimum floor space in a residence.

The Board asked Mr. Westbrook to check into areas with a minimum floor space Ordinance
and bring back information to the board to see if, it was necessary to check futher into the
matter.
FERNEAU
Member Ferneau asked the board members if they knew where to start on a study of the
traffic flow in the City. Mr Westbrook told the board, the engineer for D.O.T. was in his
office and said they should start enlarging S.R. 441 and building a bridge on S.R. 70 in
June 1982. The board decided to wait until after D.O.T. completes their job to see if a study
would be needed.
ADJOURNMENT
Member Wright moved to adjourn, seconded by chairman Burk. Meeting adjourned.
