1981-11-03 - PH ATTEST: 4-d/~.¿ ~¿¿4'" Beatrice Castorina Planning Board Secretary City of Okeechobee REGULAR MEETING November 3, 1981, at 7:00 P.M. convened in regular session in the Council Chambers at City Hall, Okeechobee, on Tuesday, The Planning Board/Board of Adjustments and Appeals of the City of Okeechobee, Florida, TUESDAY, NOVEMBER 3, 1981 Members James Kirk, Jim Wright, Darrell Ferneau, Frank Altobello and Chairman Burk were present. Conlon, Attorney~ Beatrice Castorina, Secretary. Others present were: Mallette Westbrook, Building and Zoning Administrator; David BOARD OF ADJUSTMENTS AND APPEALS Chairman Burk called the Board of Adjustments and Appeals into session. APPROVAL OF MINUTES member Wright. Vote unanimous. Member Kirk moved to approve the minutes of October 6, 1981, as presented, seconded by LOUIS DE MICCO - REQUEST FOR SPECIAL EXCEPTION Alice Baxley, representing Louis DeMicco, appeared before the Board to request a special exception for a child care center, at Lots 11 and 12, Block 181, City of Okeechobee. There were no objections voiced. CHARLES AND MYRNA FARMER - APPEAL OF DECISIOF OF ZONING ADMINISTRATOR Burton Conner, representing Charles and Myrna Farmer, appeared before the Board to appeal - - - - - - the decision of the Zoning Administrator, that the land is being used as a junk yard without a City's Occupation License, and a license would be required to operate the business. Note: (See Ordinance #402 - 8-30-78 concerning Junk yards). Mr. Conner offered testimony by Jim Crowe to the Board. James Crowe testified he was the proprietor of a used auto parts business at 300 North East 14th Avenue and he was renting the property in question. After discussion member Kirk moved that Jim's Parts Place would need a license for the property in the City Limits. Member Ferneau, Burk, Kirk and Wright voted ye~. H2mber Altobello opposed. Vote carried. G.E, AND VIRGINIA BRYANT III - REQUEST FOR VARIANCE G.E. Byrant,II, representing G.E. & Virginia Bryant III, appeared before the board to request a variance for a 10 foot setback for an addition to be added to the existing building at 104 S.E. 6th Street. After discussion on this request, the board told Mr. Bryant, if he would change his plans and have the entrance facing the east side of the property he would not need a variance. Mr. Bryant withdrew his request. ADJOURNMENT Member Altobello moved to adjourn, seconded by member Wright. Vote unanimous. PLANNING BOARD APPROVAL OF MINUTES Member Kirk moved to approve the minutes of October 6, 1981, as presented, seconded by member Wright. Vote unanimous. G.E. AND VIRGINIA BRYANT, III - REQUEST FOR REZONING G.E. Bryant II, representing, G.E. Bryant III, appeared before the board to request a rezoning from Residential Single Family to Commercia~ Lots 10,11,12, Block 220. No objections ,,,ere voiced. The Board went over the findings for a rezoning. There were no objections to any of the findings by the board members Member Kirk moved to recommend to council to grant this rezoning request from Residential Single Family to Commercial, seconded by member Ferneau, Vote unanimous. KEITH HARKINS TRAFFIC MAINTENANCE SUPERVISOR R.C. Fellows, assistant to the Mayor, invited Keith Harkins, from Ft.
