REGUIAR NEETING
TUESDAY ~ APRIL 7.. 1981
The P1A1V1i'1g Board/Board of AdjustJDents and Appeals of the City of Okeechobee,
Florida, convened in a regular meeting in the Council Chambers at City Hall, Okeecbobee,
TUesday, April 7, 1981, at 7:00 P.M.
Chainnan Dale Burk Called the meeting to order with the following meubers present:
Jim Wright, Darrell Femeau, FranJ.c Altobello. Jim Kirk absent.
Others present were: Na.1lette Westbrook, Building and Zoning Administrator;
Beatrice Unve, Secreta.:ty.
The Invocation was offered by Chairman Burk.
BOA.RD OF ADJUSl'NENTS AND APPEAlS Chainnan :aurIc called the meeting to order.
APPROVAL OF HINUTES
r'1ember Wright moved to dispence with reading of the minutes of the regular meeting
and the recessed meeting, seconded by member Femeau.. With no objections, the minutes -were
approved as written.
THO!1PSON- P,EQUEST FOR SPECIAL EXCEPTION
With no one present, member Wright IOOved to table this request until Mr. Thompson
could be present.
i-lILLL'\NSON - REQUEST FOR VARIANCE
The Board agreed to recess the Board of Adjustments and Appeals to allow the
Planning Board to review the rezoning request of Faye Williamson. The Board will then
reconvene as the Board of Adjustments and .Appeals to bear the variance request of Faye
Williamson.

by member Femeau. Members Wright, Femeau, Altobello and Chairman Burk voted yes,
member Kirk absent.
PLANNING BOARD

APPROVAL OF HINUTES
Nember Altobe1lo IOOved to dispense with reading of minutes, seconded by member
Wright, members Wright, Femeau, Altobello and ChaiJ:man Burk voted yes,member Kirk
absent. With no objections minutes were approved as written.
BASS AND COMPANY. INC. - REQUZST FOR REZONING
Building Administrator Westbrook told the Board, Bass and Company, Inc. asked to
be tabled until the Hay meeting. !'~mber Femeau IOOved to table the rezoning request
until the Ha;y Iœeting, seconded by member \1right, members Wright, Feme au, Altobello
and Chaizman Burk voted yes, member Kirk absent. A mmìber of objections were beard

from neighbors of South East 4th Street and South East 5th Avenue.
FAYE A. WIU,IAHSOO - REQUEST FOR REZONmG
Jeny Davis and Charles A. Robertson representing Faye A. Williamson appeared
before the Board to request a rezon~from Industrial to RG-2, Lots 7-20, Block 38,
to build an apartment complex. The Board reviewed the (16) points of Ordinance f/402.
There were no objections on the rezoning request. After discussion member Altobello
zooved to recomnend City Council grant the rezoning request, seconded by member Wright,
members tlright, Altobello, Ferneau and Cha.:irman Burk voted yes, member Kirk absent.
Vote carried.
PERrrIANENT PJID/OR TEHPORARY SIGNS
Building Arlmini strator Westbrook told the Board the sign problem was about solved.
Everyone is being very nice, and cooperative in bringing their signs up to code. Admin-
istrator Westbrook asked the Board to pass on this for now.
COMt4UNICATIONS FROM HEr·fBERS
Dale Burl: - Received a letter from Administrative Assistant, R. C. Fellows, asking
the Planning Board to consider looking at a possible need for amendment of the Ordinance
regarding un-fenced or un-filled borrow pits.
Darrell Ferneau - reported on the Recreational Advisory Board. They are planning in
phases and PhaseI would be a footbridge, picnic area, parking lot, kiddie area; Phase II
being Tennis Court; Racquet Ball and Hand Ball; Phase III would be an in-door pool and
GymnasWm.
Jim Wright cOImJented on the good job the lècreational Advisory Board was doing.

Hember Wright moved to adjourn, seconded by member Ferneau. Members 1olright, Fe rneau ,
Altobello and Chairman Burk voted yes, member Kirk absent,
Member Wright moved to appoint Beatrice Lowe as permanent secretary for the
Planning Board, seconded by member Ferneau. lv1embers tvright, Ferneau, Altobello and
Cha.:irman Burk voted yes, Jim Kirk absent. Vote carried.

expressed the opinion that an applicant could apply for two or more requests with
only one fee, and that a variance could be granted contingent upon the City Council

Building and Zoning Administrator J. H. Westbrook called to the Board I s attention,
that in a previous meeting,Attorney Conlon said theBoard of Adjustments and Appeals
didn't have thepower to grant a variance; and J.N. Westbrook told Attorney Conlon the
Board could grant a variance.
After discussion with 't:DaBoard and the citizens, member Altobello moved to proceed
with going through the findings on the variance request and make a decision on the
variance, seconded by member t.[right, members Wright and Altobello voted yes, members
Ferneau and Chairman lbrk opposed. }btion not carried.

by member Altobe110, members Wright, Altobello, Femeau and Chairman Bark voted yes,
member Kirk absent, vote carried. Neeting recessed until Friday, April 10, 1981, at
