Members Altobello and Wright voted yes, Members LOT CLEARANCE ORDINANCE Board discussed briefly different aspects of a proposed Lot Clearance Ordinance. It was agreed that difficulties may arise when drafting such an ordinance. Attorney Conlon suggested that Martin County and the City of Port St. Lucie be contacted for a copy of their ordinances. Board agreed. Chairman Walker requested that Councilman Burk attend the Workshop sessions to aid in the drafting and planning. All agreed. ADJOURNMENT Member Wright, vote unanimous. Florida, convened in its tenth Regular Meeting in the Council Chambers at City Hall, The Planning Board and the Board of Adjustments and Appeals of the City of Okeechobee, Chairman Jerry Walker presiding with Members Frank Altobello and Darrell Ferneau present. Others present were: Mallette Westbrook, Building Official; David Conlon, City BOARD OF ADJUSTMENTS AND APPEALS APPROVAL OF MINUTES seconded by Member Ferneau, vote unanimous. Member Altobello moved to approve the minutes of the Board of Adjustments and Appeals, ~~ 00 ...... -- -- -- ANTON HOEL - MORMAN CHURCH Mr. Anton Hoel, Morman Church representative, appeared to request a hearing date be set to review the Church's request for special exception. Member Altobello moved to hear the request at the November 4, 1980, meeting, seconded by Member Ferneau, vote unanimous. There being no further business, Member Ferneau moved to adjourn the Board of Adjustments and Appeals, seconded by Member Altobello, vote unanimous. PLANNING BOARD APPROVAL OF MINUTES Member Altobello moved to approve the minutes of the September 2, 1980, Planning Board meeting, seconded by Member Ferneau, vote unanimous. GOOLSBY - REQUEST FOR REZONING David Goolsby appeared before the Board on behalf of his request to rezone from Residential, Single Family (RSF) to Residential, General (RG-l) the following property: Lots 3, 4, 5 and 6, Block 33, First Addition to South Okeechobee Mr. Goolsby advised the Board that if granted, a four-plex would be built. He would live in one unit and rent out the other three. When asked, Mr. Goolsby agreed this would be spot zoning. Chairman Walker called for comments from citizens present: Chris Hooker - Lots 1, 2, 3 & 4, Block 38, 1st Addition Objected very strongly, saying it would be detrimental to neighborhood, spot zoning. Robert Mathews, Jr. - Parcel 5 (2.12 ac) 350' x 264' Objected, agreed with Ms. Hooker Joseph Flannagan - Lots 1, 2 and 3, Block 39, 1st Addition Objected Phil Berger - Parcel 28A (.93 ac) 192' x 211' Objected Lawrence Feldman - Lots 4, 5 and 6, Block 39, 1st Addition Objected James Ammons - Lots land 2, Block 36, 1st Addition Written objection Domenick Goglia - Lots 5, 6, 11 and 12, Block 34, 1st Addition Written objection Carl Bubose - Lots 1 and 2, Block 33, 1st Addition Had no objections Robert Lightsey - Lots 9, 10, 11 and 12, Block 33, 1st Addition Had no objections r-~' ,) ( ~ H9 Member Ferneau expressed an objection to any spot zoning pointing out the fact it is not impossible to find other possible sites already zoned RG. Board reviewed the sixteen requirements set out in the Zoning Ordinance. Member Ferneau, in lieu of the opposition, moved to recommend Council deny this request, seconded by Member Altobello, vote unanimous. GARY FRAZIER - REZONING REQUEST Gary Frazier appeared to request the following property be rezoned from Commercial to Residential, Single Family: Lots 11 and 12, Block 35, 1st Addition to South Okeechobee Board briefly reviewed the sixteen requirements set out in Zoning Ordinance #402. With no objections being voiced, Member Ferneau moved to recommend Council approve the rezoning request, seconded by Member Altobello, vote unanimous. PROPOSED LOT CLEARANCE ORDINANCE Attorney Conlon informed the Board he had received Lot Clearance ordinances from several cities. The Board asked Attorney Conlon to draft a proposal for review and study at the November meeting. COMMUNICATIONS FROM MEMBERS A. JERRY WALKER It was brought to the attention of the Board that the December meeting must be rescheduled. The City Council is to hold a meeting on December 2nd. Member Ferneau moved to change the meeting date to December 9, 1980, seconded by Member Altobello, vote unanimous.
