2019-13 Support of OSCO School Safety RESOLUTION NO. 2019-13
A RESOLUTION OF THE CITY OF OKEECHOBEE, FLORIDA; SUPPORTING
AND ADOPTING SCHOOL SAFETY RESOLUTION ENACTED BY THE
OKEECHOBEE COUNTY SCHOOL BOARD ON AUGUST 1, 2019,
IMPLORING THE STATE LEGISLATURE TO FUND THE STATE MANDATE
TO PROVIDE SCHOOL RESOURCE OFFICERS AT EACH PUBLIC SCHOOL
IN THE STATE; DIRECTING THE RESOLUTION TO THE GOVENOR AND
LEGISLATURE; PROVIDING FOR CONFLICT; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the State of Florida by statutory mandate requires each school District to partner
with law enforcement and local government in placing a law Enforcement officer in each
public school in the local jurisdiction; and
WHEREAS, the Okeechobee county school board has partnered with the City of Okeechobee
and Okeechobee county, in co-operation with the Okeechobee county sheriffs
Department to supply such law enforcement presence, and each are sharing in the
funding of this program; and
WHEREAS, the City of Okeechobee fully supports the school resource officer program and in
providing a safe and secure environment for our children to attend school and to learn;
and
WHEREAS, to date the program has met with great success and support by the students as
well as school educators and staff, all of whom desire for the program to continue; and
WHEREAS, despite the necessity of the school resource officer and guardian programs, this
unfunded mandate has caused significant difficulty among local government and school
districts, who struggle each year to provide other needed services in their respective
annual budget.
NOW THEREFORE the City of Okeechobee Florida supports and adopts the resolution of the
Okeechobee county school board of August 1, 2019 in this regard, and likewise implores
the Governor of Florida and the Florida Legislature to provide funding for all costs
associated with assigning a school resource officer to every school in the state of
Florida.
SECTION 1: All Resolutions or parts of Resolutions in conflict herewith are hereby repealed.
SECTION 2: If any section, subsection, sentence, clause, phrase or portion of this Resolution,
or application hereof, is for any reason held invalid or unconstitutional by any
court of competent jurisdiction, such portion or provision and such holding shall
not affect the validity of the remaining portions or applications here.
SECTION 3: This Resolution shall take effect immediately upon its adoption.
