Call to Order
The Workshop was hosted and conducted by the Okeechobee County Board
of County Commissioners (BOCC) with an invitation extended to the City
Council, Okeechobee County School Board and Sheriff Noel Stephen with their
respective Staff.

Commissioner Culpepper offered the invocation; the pledge of allegiance was led by Commissioner Goodbread.
BOCC Chair Burroughs noted a letter from Jennifer Tewksbury, Executive Director of the Economic Council of
Okeechobee County, Inc,, addressed to County Administrator Chartier was distributed. The letter was not read into
the record; a copy is on file in the official minute packet for this meeting in the City Clerk's Office.
III. Agenda BOCC Chair Burroughs stated the Marjory Stoneman Douglas High School Public Safety Act passed by the Florida

DISCUSSION
The Sheriff's School Resource Officer (SRO) budget for Fiscal Year (FY) 2019-20 is $1,100,000.00. The School
Board provides funds allocated from the State which will cover approximately $618,215.00, the City's estimated
portion is $160,000.00; leaving the funding short at approximately $322,000.00. BOCC Chair Burroughs confirmed
that the County's position is that this endeavor is a shared partnership between the Sheriff and the School Board;
then further stated the shortfall for the new FY will be provided in the Sheriff's budget, which comes out of the
County budget.
The Officials discussed funding methods and having to work with each entities lobbyist in order to be vocal enough
for the State Legislature to understand that additional funding must be provided in the future, especially for
physically constrained Counties such as Okeechobee. School Board Chairperson Holcomb provided the amount of
time and energy the School Board labored with Legislators over the last two sessions in an attempt to obtain
additional funds. School Board Member Arnold suggested working with the Small County portion of the School
Board Association and the Small County Coalition in writing a joint Resolution from the small Counties, Cities,
School Boards, and Sheriff Offices to their respective Legislators.
Council Member Keefe questioned the methods available to comply with the law and increase the level of service, at
the most economical method. School Superintendent Kenworthy responded there are four options: 1. SRO's
provided through the Sheriff and Police Chief; 2. Safety Officers (where the School Board would have their own law
enforcement department specifically for the School District); 3. Contract the services to a third party -private
company; and 4. Guardian Program only. Options 2 and 3 are the most costly. Option 4 is the most cost efficient
based on finances only, it would not provide the level of service the School Board Members, Administration, and
parents want and expect. Additionally, the Sheriff would still have to provide services to the schools and transport
when handling criminal matters. Overall, the best option is to continue collaborating with Sheriff Stephens and
Police Chief Peterson to provide the SRO's for the schools.
In closing BOCC Chair Burroughs confirmed, based on the language with the Florida Statute, the School Board will
need to determine the appropriate agreement as to how the funds will be allocated to the Sheriff Office and the
City/Police Department for the SRO's, it will not be with the County Commission.

Chairman Terry Burroughs stated the Marjory Stoneman Douglas HS Public Safety Act
passed by the Legislature, and requires the presence of law enforcement at each
school. Chairman Burroughs stated the shortfall of funds will be provided by the Sheriffs
Budget which comes out of the County Budget. Also, that amount of money will not
impact the millage rate a great deal.
The Boards discussed funding methods and having to work with the Tallahassee for
physically constrained Counties to come up with more funding in the future.
School Board Chair Jill Holcomb discussed fighting just as bad with Tallahassee as the
County to get more funds, but to no avail.
School Board Member Joe Arnold suggested working with the Small County portion of
the School Board Association and the Small County Coalition should write a joint
Resolution from the small Counties, Cities and School Boards and Sheriffs Office, to
their own legislatures.
City Council Member Bobby Keefe discussed maybe there are other ways of handling
this situation, and increasing the level of service, getting the biggest bang for the buck.
The Sheriffs SRO budget for 2019/2020 is $1,100,000.

That the Board of County Commissioners conduct a joint workshop with the School Board, City of Okeechobee and
Sheriff.
BACKGROUND: The Marjory Stoneman Douglas High School Public Safety Act passed by the Legislature, and
requires the presence of law enforcement at each school.
Burroughs — there's been alot of miss information out there, were going to fund it, not know if anyone else wants to have a
conversation about it. The Board of County Commissioners (BOCC) didn't question about funding it, made it clear. Why it
was such an interesting commentary, letter from Dept of Education very clear who will be responsible for the school
resource office (SRO).
Culpepper — worked with all involved, important we have is the health safety and welfare of the kids in school system, I have
grand children in the system will do everything I can to make sure they are safe. Important were all together to find a funding
solution, we're all adults, excited about meeting with all of yall and make the necessary things.
Burroughs — this is in our budget for this year, not have a question about a path to fund it.
Holcomb — your position then it is a shared partnership between the sheriff office (SO) & school board (SB).
Burroughs - the SB, basically say as in FL Statutes the SB has authority to contract with local law enforcement, SO private
or guardians, that's your opportunity.
Holcomb — I'm just trying to clarify then that, the F.S. as I read it clearly state a partnership as a SB partner with the SO to
provide a deputy of some type in ea and every school, clarify with that with you so there wont be another misunderstanding
with the BOCC in the future.
Burroughs — SO budget comes from the county tax payers,
there, if you contract with another organization, then it wont.

Watford — get the impression if I were in your seat there is a little, is there going to be a discussion each year, cant speak for
fellow council members, think we're committed to funding another year, haven't heard anything else from anyone. The
BOCC bears the biggest portion and concern with funding it year after year.
Burroughs — we don't have a choice, until we can make the FL understand what burden they are putting on the financially
strapped counties. It causes miss information like what has happened. I'm concerned with fiscally constrained county's, we
should be getting some additional funding to assist us. We don't have enough tax base to fund this. We take 1 part of our
budget to put over here, we need the legislature to continue to put these unfunded mandates down, you cant rob peter to
pay paul, not a good business deal.
Arnold — funding and then level of service, haven't discussed, think SB intends to discuss the level of service, under
guardian we have options to increase thru that program, not the level of service that we would want to maintain. I prefer the
current level of service.
Burroughs — appreciate comments, but we are going to fund it again. I encourage you all to do what you all can to work on
the FL to get more funding. When we go to Tally we need them to understand what's happening. We're going to have to
focus on these leg to understand the unfunded mandates. Need FL to understand you can shove money all over the place
but when you don't put it with the ....
Holcomb — appreciate that, we've been to Tally, worked on that hard last year, on our legislative platform, not what you
alluded to, know that was misinformation, lobbyist that have worked toward this, fought for this, just want to make sure that
is understood as well and then sitting back and saying here we are, appreciate your help as well.
Burroughs — anybody who dealt with FL found some of the worse communication with them this past year.
Arnold — solution and have more money come from legislation, need of work together through multiple organizations, SB's
City's & small County BOCC write letters to the legislators, start with us and move to other counties with things in common.
Unity with the Sheriff Assoc enough parties involved they may fund more. Remember the money comes from another place.
Keefe — for the SB, not very smart on this issue, alt avenues has the SB researched those alt ave's for protecting our
schools? Looked at other ways to provide the security & would it meet your level of service? Would it bring it into budget.
Other schools have school police officers. What research have you done so you can compare the current service?
Are we getting for our tax payers, best bang for our buck, not saying they are not providing the best service, but with that
same amount of money are there other avenues.

Stephens — SRO started under retired Sheriff Miller. I still have the judicial issue of the safety and the baker act issues. Prior
to SB 726. Sgt & 5 officers no one was assigned to the elementary schools. 3 or 4 of the 10 that would have to be used as
SRO's with a 50/50 split. With the allocation the safe schools are providing the funding is coming from is 60/40 spread.

Burroughs — environment has changed significantly. It's not our obligation to figure out what the school needs to take care of
it's the school board and the Sheriff to figure it out. It's the SB responsibility to figure out what kind of contract you all want.

Culpepper — sheriff not supposed to improve the FCAT scores. Kids have less respect for law enforcement. Biggest issue I
see all the way to DC is easy to make budgets that make them look good, they pass budgets that make them look good and
not always the best outcome, sheriff responsibility for security, SB for education, BOCC & City to fund as we can. Important
to meet every year to help control the rising rates. Property rates start to rise we can work toward making that happen,
things that have let go, were catching up on many issues that haven't been deal with. How do we fund the county and
sheriff. The more people you have to share the load the better. Work together to identify areas we can make adjustments.

On behalf of an organization which finds value in a strong and unified community, I offer my thanks to
the Okeechobee County Board of County Commissioners and each agency participating in this
workshop as you attempt to sit down and find solutions which best benefit the community as a whole.
To arrive at such an end, the Economic Council believes the following measures will be prudent to
consider as we move forward:
o For the Okeechobee County School District to carefully review the proposed budget for the
upcoming fiscal year to ensure our limited resources are wisely spent in ways that best benefit
our students, their quality education and ultimately our community. This budget review may best
be achieved through a professionally -facilitated strategic planning process.
o For the Okeechobee County Sheriffs Office to carefully reconsider the proposed budget and
requested increases for FY 2019/2020 for this same reason
o And as a leader in this endeavor, we ask for the Board of County Commissioners to remain a
forward -thinking, unifying agent of the community and continue to seek solutions for the benefit
of Okeechobee County as a whole
