ACTION -DISCUSSION - VOTE VI. PUBLIC HEARING ITEMS. A. Disposition of Cases presented by Code Officer Steriing: This being a quasi-judicial proceeding, an oath was administered to those offering testimony, all responded affirmatively. Officer Sterling advised all events occurred within the corporate limits of the City of Okeechobee. The Officer's notes, testimony, photographs, and supporting documents were all entered as part of the official record. Case No. 13-016 Officer Sterling testified this vacant property formerly owned by Holy Ghost Church of God was sold at a tax certificate sale to Be A Man Holy Ghost Church of God. 1018 NW 5'h Avenue Buy Land LLC. Bea Man Buy Landis requesting a reduction of the lien which accrued to $6,100.00 under the previous owner. Code Request for lien reduction by new owner Be A Man Buy Land Officer Sterling stated the property is now in compliance and the expenses incurred by the City were approximately $100.00 including administrative fees. A representative for Be A Man Buy Man, Rene Griffith, addressed the Magistrate stating the property was purchased at a tax certificate sale on June 28, 2018 and is now being mowed on a regular basis. Ms Griffith said paying the City for expenses incurred was acceptable. Special Magistrate Azcona found Case 13-016, Holy Ghost Church of God, 1018 NW 5th Avenue to be in compliance, based on the testimony of Code Officer Sterling and granted a lien reduction in the amount of $100.00 to be paid within fifteen days from today by the current property owner, Be A Man Buy Land LLC, Case No. 14-059 Officer Sterling testified this is the same property as the case above which was purchased from Holy Ghost Church and sold to Tax Ease Tax Ease Florida REO. 1018 NW 5`h Avenue Florida REO. Be a Man Buy Land is now the current owner and they are requesting a reduction of the lien which accrued to $7,800.00 Request for lien reduction by new owner Be A Man Buy Land under the previous owner. Code Officer Sterling stated the property is now in compliance and the expenses incurred by the City were approximately $100.00 including administrative fees A representative for Be A Man Buy Man, Rene Griffith, addressed the Magistrate stating the circumstances were the same as she had testified in the previous case. Special Magistrate Azcona found Case No. 14-059, Tax Ease Florida REO, 1018 NW 5`h Avenue, to be in compliance, based on the testimony of Code Officer Sterling and granted a lien reduction in the amount of $100.00 to be paid within fifteen days from today by the current property owner, Be A Man Buy Land LLC. 873 MARCH 12, 2019 -CODE ENFORCEMENT REGULAR MEETING - PAGE 3 OF 4 AGENDA .: BOARD; ACTION - DISCUSSION - VOTE Case No. 18-043 This case came before the Magistrate on February 12, 2019 and was given a thirty day extension to allow time to get bids and a contract Gloria Rodriguez. 914 NW 2nd Street to either repair the roof or demolish the structure. Raul Rodriguez addressed the Magistrate on behalf of his sister Gloria Rodriguez, who International Property Maintenance Code Ch 3 Sec 304.1.1(8) is the property owner. He stated a roofing company and a structural engineer both looked at the house. The engineer determined there Unsafe condition and Sec 304.7 Roof damage was a lot of structural damage which would be very costly to repair. Based upon that determination, Mr. Rodriguez has decided to demolish the structure. He requested more time to remove personal items from the house and either hire someone to do the demolition or if possible do it himself. Magistrate Azcona asked Mr. Rodriguez how much time he thoughtwould be needed to complete the demolition. Mr. Rodriguez said he plans to start at the beginning of April when he has five days off from work. Once he sees how much he accomplishes during those five days then he will have a better idea when the project will be completed. The magistrate reminded Mr. Rodriguez this situation has been going on for quite some time and needs to be resolved as quickly as possible. Mr. Rodriguez said he was recently medically cleared by his doctorto return to work and would now be able to do more physical work in order to bring the property into compliance. Special Magistrate Azcona found Case No. 18-043, Gloria Rodriguez, 914 NW 2nd Street, remains in non-compliance and gave property manager, Raul Rodriguez, ten days from this meeting to get a demolition permit from the City Building Department. Magistrate Azcona set the matter for review at the next regularly scheduled Code Enforcement meeting to get an update from Mr. Rodriguez as to the progress of the demolition. Case No 19-002 Code Officer Sterling testified notice of violation/notice of hearing sent via certified mail was received by the property owner. He stated Aaron & Karla Parriott, 201 SW 5`h Avenue the owner is operating a business without a Business Tax Receipt (license). In addition property needs mowing and general cleaning of Ch 30 Sec 30-43 Public nuisance the storage area.
