You must have the appropriate license(s). ► The Department of Public Works will be responsible for delivering the appropriate barricades. ► Dumpsters and port -o -lets are required when closing a street for more than three (3) hours. Applicant must meet any insurance coverage and code compliance requirements of the City and other regulations of other governmental regulatory agencies. The applicant will be responsible for costs associated with the event, including damage of property. By receipt of this permit, the applicant agrees and shall hold the City harmless for any accident, injury, claim or demand whatever arises out of applicant's use of location for such event, and shall indemnify and defend the City for such incident, including attorney fees. The applicant shall be subject to demand for, and payment of, all of the actual costs incurred by the City pertaining to the event including, but not limited to, Police, Fire, Public Works or other departmental expenses. The City reserves the right to require from an applicant a cashier's check or advance deposit in the sum approximated by the City to be incurred in providing City services. Any such sum not incurred shall be refunded to the applicant of this Park Use/Street Closing Perm it. Smith Fire Chief/Marshal City of Okeechobee Fire Department 863-467-1586 Ukee(;1(I)(e MAIN STREET l/ Off In The Park** Summary of Activities, The 2018 Labor Day Festival will be a three (3) day event that will include the annual Labor Day Parade Saturday Sept 1st at 10am, followed by LIVE Music, a variety of Craft Vendors, Non Profit Vendors, and all sorts of Food items for all three (3) days. Each Day hours of operation will be 10am to 3pm. Sunday we will have LIVE Gospel Music in Park 4 at the gazebo from 12Noon to 3pm. Saturday we plan to have Cowboy displays of calf roping, cow whip popping, and a Stick Pony Race. Monday (Labor Day) we plan to have a Lawn Mower Race in 300 Block of SW Park as well. During the entire event we have invited both Gilbert and Dodge to have on display vehicles of all sorts, as well as Everglades Farm Equipment, Florida Outdoors, and Taylor Rental and their variety of equipment/vehicles. We will be asking the City Fire Department, Police Dept., Sheiffs Dept. and the Auxilary to be apart of the event with emergency vehicles on hand for the kiddos to enjoy too. We too plan to have the same as last year a Kid's Zone of face painting, rock painting, and interactive gaming. We have inivited the Gun Range to be among those vendors to demostrate what they have to offer at their place of business, as well as Sears Homestore who will sponsor the Lawn Mower Races. Total Roadside Services will help sponsor the Car Bashing where we will have a car on display for bashing with a paid ticket. The proper saftey items will be provided for those to particitpate. Any LIVESTOCK on the park will be under the control of the individual(s) who have been invited. This will include but not limited to Paddock Farms Miniature Horses same as the Speckled Perch Festival. The Cowboy display will possibly include small farm animals they will oversee. We are hoping for an exciting three (3) day event, and plan to see MANY of the Okeechobee County/City residents to take part this year for the GRAND event! Everyone has asked for Bigger and Better, and I think this time around we have done enough for residents to come out in the heat. Access to businesses in regards to the emergency vehicles in case of emergency. -We undertand the concern. We have street closures that take place for Block 300 for the Top of the Lake Art Fest. We want to make sure you do have access to businesses if needed for emergency. Should this be a new concern we would like to know how to better support your staff if there need to be access to the front of the locations places of business. 2. Blocking of hydrants by vehicles or equipment - We will personally make sure this is not the case during the Festival like all events of blocking the hydrants with any sturcture, Vehicle, Tents, etc... 3. Any tent over 900 square feet requires inspections and the tent requires at the minimum one 2A rated extinguisher and possibly other items. - Not a problem at all. Most if not all Vendors are a 10X10 pop up tent. So this normally is not an issue. But will keep a close eye during setup to make sure. 4. Participants should be familiar with the basic regulations (Fire Dept. gave the building dept. this sheet) - To be on the safe side, I will provide copies of the attached Basic Regulations and hand out to Vendors on day of setup. 5. Electrical cords should be rated for outdoor use and in good condition. (do not plug extension cords into each other to make longer -the insulation is rated for only that length) - We state the use of cords, and how they are to be secured on sidewalks and walk ways. We will make sure this is clear on the Vendor Packet so there is no confusion. It seems to be a "very active" event and the potential for emergencies tend to be "greater" in such circumstances. We need to be aware of our surroundings and what is taking place for the safety of all attending, especially the children. Based on attendance/crowd, I suggest Main Street has designated people placed in "target" areas who will focus on the safety concerns of that event or situation. We (fire department) shall be present but we are NOT taking the responsibility or role of managing the safety aspects of the event. We are there to support public relations and participate as much as possible. Of course, we will have firefighters and equipment on the scene the majority of the time to assist with any delays that may arise from the crowd or vehicles blocking access. That being said, we would naturally intervene or assist if any unsafe act or potential emergency should be perceived. H.
