Inspector Westbrook informed the Board the violation has bee corrected. He recommended
dismissal of Case No. 24-81. Motion was made by Lloyd Jeff rs that Case No. 24-81 as
presented by Inspector Westbrook be dismissed. Seconded by Michael McArthur. Motion
e carried.
Case No. 25-81 : E1' Floral Design and Gifts - Illegal sign. Inspector Westbrook
informed the Board the violation has been corrected. He re ommended dismissal of Case
No. 25-81. Motion mas made by Lloyd Jeffers that Case No. 5-81 as presented by Inspector
Westbrook be dismissed. Seconded by Herb Nix. Motion carr·ed.
Case No. 26-81: Charles Hill - Junk vehicle, garbage nd other debris. Inspector
Westbrook informed the Board the violation has been correct d. He recommended dismissal
of Case No. 26-81. Motion was made by Michael McArthur tha Case No. 26-81 as presented
by Inspector Westbrook be dismissed. Seconded by Lloyd Jef ers. Motion carried.
Case No. 27-81: Kath Snipes - Junk vehicle, garbage a d other debris. Inspector West-
brook informed the Board the violation has been corrected. He recommended dismissal of Case
No. 27-81. Motion was made by Herb Nix that Case No. 27-81 as presented by Inspector Westbroo
be dismissed. Seconded by Lloyd Jeffers. Motion carried.
Case No. 29-81 : Village Square - Derelict sign. Insp ctor Westbrook informed the Board
the violation has been corrected. He recommended dismissal of Case No. 29-81. Motion was
made by Lloyd Jeffers that Case No. 29-81 as presented by I spector Westbrook be dismissed.
Seconded by Herb Nix. Motion carried.
Case No. 30-81: Elizabeth Tewksbury - Junk vehicle. nspector Westbrook informed the
Board the violation has been corrected. He recommended dis issal of Case No. 30-81. Motion
was made by Herb Nix that Case No. 30-81 as presented by In pector Westbrook be dismissed.
Seconded by Lloyd Jeffers. Motion carried.
Case No. 32-81: Anna Jane Breland - Septic tank (brok n lines). Inspector Westbrook
informed the Board the violation has been corrected. He re ommended dismissal of Case No.
32-81. Motion was made by Herb Nix that Case No. 32-81 as resented by Inspector Westbrook be
dismissed. Seconded by Lloyd Jeffers. Motion Carried.
There being no further cases to be heard, Member Jeffe s moved to adjourn the meeting,
seconded by Member Nix. Code Enforcement Board adjourned a 7:50 P.M.

Hearings on Municipal Code violations were held by the Okeechobee Municipal Code Enforce-
- ment Board at City Hall on Monday, August 3, 1981, at 7:00 .M. The hearings were opened by
Chairman Gordon Leggett asking for a roll call of Board Mem ers by the Clerk with results as

Chairman Leggett entertained motion by the Board to di those certain cases as
recommended by Inspector Westbrook since, according to rook, evidence shows the pro-
blem areas have been cleared up and a code violation no r exists.
Motion was made by Llo¢Jeffers that cases 12-81, ds Air Conditioning; 19-81
Hortencia Ochoa; 34-81 Brenda & Carlton Hardy; and 23-81 Ar hur Davis be dismissed since
the violations have been corrected, motion seconded by Herb Nix. Vote of Board unanimous.
At 7:17 P.M. Board member Dr. Alex Amadio arrived at h's place for the remainder of
the hearings.
Chairman Leggett requested the Inspector to inform the Board of the status of Case
No. 17-81, Michael Arnold as it now stands.
Inspector Westbrook commented to the Board that proper procedures had been followed in
notifying Mr. Arnold of his existing code violation (junk v in yard) but the City has
received no response whatsoever from Mr. Arnold of any atte correct the violation.
Westbrook also pointed out the fact that Mr. Arnold was not at the hearing, further
indicating the City's efforts in this case have been ignore .
Inspector Westbrook then presented photos to the Board that he had taken representing
evidence to the fact that the property is littered with jun and what appears to be abandoned
autos.
Attorney Conlon questioned Westbrook as follows:
Conlon: Did you take these photos?
Westbrook: Yes.
Conlon: Is violation reflected as shown in photos?
Westbrook: Yes.
Conlon: Do autos run?
Westbrook: No. No motors, etc.
Conlon then stated photos should be entered, after exa ination by the Board, as evid-
ence of the alleged violation, identified by lettering
Chairman Leggett requested Inspector Westbrook to on the City map the location
of the property involved in Case No. 17-81. After the was pointed out by Westbrook,
Chairman Leggett asked him if, in his opinion, the iolation could be lowering the
value of the property next to it. Inspector Westbrook co nted that yes, it certainly could,
Attorney Conlon asked Westbrook if a fine were imposed today, what will then be your
procedure?
Westbrook stated the fine will be imposed and the alle ed violator will correct the
problem. Otherwise, his office will notify the offender an start proceedings allover again.
Chairman Leggett asked for action of the Board After discussion, con-
cerning a range and procedure for fining an alleged ator, motion was made by Lloyd
Jeffers to impose a fine of $50.00 in Case No. 17-81 on ael Arnold for violation of
- Ordinance Code #342, Sections II and III of the City of Motion seconded by
Herb Nix. Board unanimously agreed, vote carried.
Chairman Leggett asked Inspector Westbrook to describe to the Board Case No. 18-81,
Domer Wilson. Westbrook explained he had not been able to isit Mr. Wilson and was recom-
mending this case be continued until August 17th along with other cases as listed:

After discussion, motion was made by Michael McArthur o continue the cases on the
dates specified as recommended by Inspector Westbrook. Mot'on seconded by Lloyd Jeffers.
Board agreed. Vote unanimous.
Chairman Leggett presented a plan for informing violators of ways and means
of disposing of unwanted abandoned vehicles on their y. That being, a list of
several such dealers in the area which they could choose fr m and have the vehicles hauled
away at no cost and in some instances a dealer may pay the wner something for the vehicle.
Inspector Westbrook will procure the list and see that the eople with this particular
problem are given a copy.
Chairman Leggett asked if any more business needed to ome before the Board at this
hearing. There being no further business, motion was made Jeffers to adjourn,
seconded by Alex Amadio. Vote carried. The hours was 7:45 P.M.
